Letter received from above-named informed the Board that they had been awarded an SSI Alert
Grant by the 1.~ss. Dept. of Elder Affairs. Under the terms of this grant, the Cen~er has the
responsibility for seeking out and assisting people who may be eligible for Supplemental
Security Income (SSI) benefit~. Copies of the letter w~] l be sent to three elderly home
p~oJects.

Letter received from the caretaker of Holy Sepulchre Cemetery requesting a street light
on existing pole in front of the cemetery because of increased vandalism. Light company

The Board of Selectmen held their meeting on this date with all members present; Selectmen

Letters received from Highway Surveyor stating that he did not think much of the type cf
sidewalk proposed by the State to be constructed on Nillside ~. Letter received from Dis-
trict Eighway Engineer in reply to Selectmen'S letter requesting the installaticm of
The letter stated that the request was refused for the following reasons: Area in question
is rural and not in the vicinity of schools, business establishments er industrial plants.

GAS EXCAVATION:
Petition approved for Lawrense Gas Co. to excavate on Charles St., corner of Sutton Street.
Police Officer required.
INSU.WANCE RATE INCREASE:
Notice received of an insurance rate increase. R. Kulpinsk~$ inquired as to safety meetings
to be.held every month. Selectmen authorized J. Willis to contact R. Lafond to set up said
meetings.
CAPITAL ~GET FO~MS:
Selectmen received annual forms for requests to the Capital Budget Committee. Selectmen
voted to meet with the C.B.O. on October 2, and with the Town Facilities Committee to discuss
town building space and refurbishing. Names to be submitted by that date to fill vacancy on
Cap. Bud. Committee.
BUREAU OF ACCOUNTS:
The Board voted to send letters to Senator Rarak and ~ep. Hurrell asking their aid to defeat
the proposal that the Bureau of Accounts be abolished by October 1, 1975. This department
takes care of the ann~ a~ts of all cities and towns and the cost to hire private account-
ing firms to do the auditing would triple. The Bureau of Accounts also acts in an 'advisory
capacity to the towns and cities.
BtYi RONMENTAL F~.~)WSHIPS:
Mrs. Pat Trembly and Gayton Osgood requested the Board to send a letter of sponsorship on
their:applicatious for F-l~owships in the Tufts Environmental Fellows Program. Tuition will
be free if they are granted the Fellowships. The Selectmen voted in the affirmative and
instructed the letter he sent by the Secretary.

STATE CENSUS:
Confirmation of state census received from the Office of the Secretary of State.
15,798, as of March 1, 1975. The Selectmen voted to accept figures as submitted.

PEDESTRIAN OVE.=d~ASS:
Selectman Guthrie reported to the Board that the pedestrian overpass for the new Nigh School
is close to completion. He made a motion which was seconded that the Overpass be dedicated
to the late William Rock, former member of the School Co~.~ttee. J. Willis was authorized
to obtain a plaque to be placed on tho overpass in honor of Mr. Rock.
SPECIAL TO~N MEETING:
Members of the Firefighters Union were present at the meeting to discuss town meeting action
which turned down iltnding of raises in the fire deportment. This funding had been agreed
upon by the Bargaining Committee and the Firefighters and a Contract had been signed by both
parties for same. Selectmen advised R. Kulpineki, Chairman of the Advisory Board, that the
Contract should be honored, that a letter from the Advisory Board was requested recommending
the fumiing difference. Kulpins~i stated that the matter was brought up and turned down at
anm,-~ Town Meeting. Ch. Coady stated that the townspeople did net understand the question
of funding at that time. Selectman Guthrie stated that the question should be brought to
the Townspeople in the right text. Motion was made and seconded that a Special Town Meeting
would be called at the Sclectmen's next meeting, September 15, 197% and the warrant opened
to include articles pertaining to Firefighters Union and Employees Union raises. Eulptnski
stated he needed at least 5 days to get the Advisory Board together for a meeting. Guthrie
replied that he had 7 days for this meeting which should be ample time.
TOWN BUILDING SPACE:
Letters received from FireChief Daw requesting space in the mown garage, now occupied by
the Tree Dept., to house their Fire Dept. equipment. Letter from Council On Aging Program
Chairmsn, Mrs. Emily Marphy, requested tho office of the Tree Dept., when vacated, :6or the
Council On Aging activities. Letters will be sent advising them both that their requests
would be placed in the pending file until the Selectmen meet with the Town Facilities
ittee early in October, tentatively the 2nd, when town ~lding space and refurbishing w~11

The Board of Selectmen held their regular meeting on this date with all me,hera present;
Selectmen Joseph A. Guthrie, Thomas J. McEvoy with Chairman John F. Coady, presiding. The
warrant and minutes were approved as submitted.
ADVISORY BOAE):
After conferring with the Advisory Board for over an hour, the Selectmen were advised by
its Chairman, R. Kulpinsky, that they did not approve of the two Articles the Selectmen
proposed to submit on the warrant of a Speciel Town Meeting. Selectman Guthrie -~ithdrew his
motion of last week's meeting, to cn~ a Special Town Meeting. Select,~ NcEvoy withdrew his
· second of the motion. The Firefightere wf].1 proceed with their, fact finding action.
TPXANGLE SIGN:
Mr. Roche requested a new sign be erected at the triangle, corner of Court St. and Academy
Rd. Present sign rusted and deteriorated. Board voted to refer request to Public Works.
BLOODMOBILE:
Arrangements are being made to conduct another Bloodmobile, December 7, 1975, Sunday, from
10:00 A.M. to 3:45 P.M. at the Middle School.
ESSEX CTY. H~STORICAL CONMISSION: of a person
The Board voted to send letter to Peter Rossiter requesting a name/be submitted either from
the N.A. Historical Oom,.:ssion or the Bicentennial Co~,a-~ssion who would be interested in
serving on the above-named Commission. Selectman ~xthrie is serving on a temporary basis
until a permanent represent~'ive of the town is appointed.
GAS EXCAVATION:
Petition received to excavate to repair gas maine on Sutton St. Highway Surveyor requested
plans before he would sign. Petition to he held until plans received. Approved subject to
approval of H. Surveyor.

Street light surveys received for Holy Sepulchre Cemetery, Waverly Rd. and others.
