REQUEST:
Request of Mr. Edward R. Greanwocd, 300 Chestnut St., to be appointed a Special Police Offic.

LEAGUE OF WONEI VOTERS:
Letter from a member of the above-named group,. Mrs. Lois Simmons, advising the Selectmen of a
series of Study Units on Iaud use project to begin shortly. The Board, ~o have several com-
mitments in the ensuing weeks will make every effort to attend. Mrs..~-~ons was advised
a land use series for the town's Naster Plan was completed by professionals two years ago and
is available to the League.
EXCHANGE STUDENT:
Walter Kohl introduced a student from Brazil whb ~11 be attending our High School this year,
He is J,]~o Cezar de Frentas Oonceicana. He stated he liked the United States very nmch.
COMPLAINT:
James Naquire, 39 Sargent St., complained to the Board that a neighbor, Anthony Crudale, Jr.
30 Sargent St. was repairing cars in his garage, especially week-e_-nde, which was
zoning law. The Board stated that they understood that it was a personal matter according to
the Building Inspector and wou2d need proof that Crud-We was actually repairing ~11 eged cars.
Concl-~-!ng the discussiom, Chairman Coady advised Maquira to obtain registrations of the cars
he said were not the property of Crudale.

The Board of Selectmen held their regular meeting on this date with all members present:
Selectmem Joseph A. Guthrie, Thomas J. NcEvoy ~ith Chairman John F. Coady presiding. The
warrant and minutes were approved as submitted.
GAS E~CAVATIONS:
Petitions were approved for gas excavations for services on Sutton, Spruce and Johnson Streets
Petition for an excavation' on 156 Nain Street was not approved by the Highway Surveyor or the
Selectmen. Petition had been sent after excavation had been completed, and it was not an
emergency. B card directed that a letter be sent to Lawrence Gas Company requesting that, in
the future, all petitions be sent for approval before excavations. On Emergencies, the High-
way S~rveyor or one of the Selectmen must be notified.
BOXFORD PERAMBULATION:
Letter from Boxford Selectmen advised that they would meet with the Board on October 18, at
10:00 A.M. to per~mbuiate the Boxford, North Andover Boundaries as required-cvcry 5 years.
FLAG RAISING:
Invitation received from Peter Rossiter, Bicemtennial Chairman, to be present October 18, at
2:30 P.M. for flag raising cerem~uies (Bicentennial Flag) at Nemorial Park. Flags will be
presented to Chiefs Lawlor and Daw to be flown at the Police Station and the Center Fire
Station. The Andover Militia ~1 be present. Oer_~m~nies, firing of ~,~ksts will take place
at the 1600 Burial Ground in commemoration of the townsmen ~ho fought in the
ROAD NAE/INGS:
Letter received from the Highway Surveyor rsquestiug Selectmen to write a letter of
to State Dept. of Public Works for the road markings, lining six miles of town roads and mark-
ing the r~road crossings. With the local road line painting and the work the State did has
made our roads much safer for our drivers a~ pedestrians.
N.A. B~SINE~S I~N'S ASSOOZATION:
Hr. Burns, Accountant, appeared before the Board requesting a "foot" patrolman to patrol Main
Street area, nights, especially Friday, Saturday and Sunday nights. He stated that a number
of incidents have occurred.which could be prevented if a foot patrolman was on duty. The
Selectmen advised him that they would take up the matter of his request at their meeting with
Chief Lawlor on October 16. Hr. Burns also inquired if there would be a Santa Claus Parade
this year. The Selectmen authorized Joe Willis to check with Btll McEvoy.
CE2A P~0GPAM:
Letter received from Ceta office advisi~,g Board that, due to a cut-back in funding, Ceta em-
ployees weald be phased out a year from date of hiring. Selectmen voted to send a letter
stating the Ceta Program had been very worthwhile in the town and should be continued if at
~11 possible.
NEW TOWN GARAGE:
SelectmenGuthrie reported that the Building Commlttee had approved the current voucher with
the stipulation that the masonary work to be done this week is approved. He also advised the
Board that they had agreed to lx~rchase a 2nd hand antenna and buy a new remote.control ~faich
would total $1900. The Board authorized the Building Committee to make these purchases.
