Bids were received and opened at 7:45 p.m. by Chairman Coady. They are as follows:

GAS EXCAVATIONS:
Approved: Petition to excavate on Waverly Rd, Osgood St. and 551 johnson, 10Gl Johnson St.
to install gas services, Police Officer necessary.
STATE AID APPROPRIiT!ON: '
The Selectmen signed necessary papers, in duplicate, for st-re aid for construction, main-
tenance and policing of town streets.
DOG OFFICER COI$~NDATION:
Letter from Hel,,~t Floesser, 28 Fernview Ave., highly commended Nancy Gauthler, Dog Officer'~
wife, for the expert handling of dog problems at Heritage Green aparbments. Recommended she
be appointed officia3.ly, Assistant Dog Officer.
CONGRESSMAN ~GTON:
Letter from Congressman Harrington with an enclosure from Evelyn F. Murphy, Secretary of the
Office of Envirermmntal Affairs, stated that the $15G,000. their office received from the
Department of the Army as a token payment for damages incurred at the NissLle Site in North
Andsver was deposited in the Recreation Areas Fund of the Commmnwealth. They intend to
develop day-use facilities at the A~.M Site and consideration is being given for the
tion of a swimming pool. Monies have been reallocated for certain projects, including the
Lowell Heritage Park propess.l. Mr. Harringtom stated that he would continue to make every
effort to expedite recreational facilities at the A~ Site. Lynn Whittaker was present
to disuuss various problems and projects with the Selectmen. She stated the Congressman
would participate in the Veteran.s Day Observances, November il.

PERAMBULATION REPOR2:
Ck-~rman Coady reported that on Saturday, October 25, the~c~e~ the boundary markers be-
tween Lawrence and North Andover and on Sunday, Boxford. It was quite an experience trying
not to get lost in the Boxford woods in a Jeep. Report of the perambulation ~.~l be sent to
the Selectmen from I~wrence and Boxford.
CNARr.W~ STREET:
Copy of letter received frsm the Planning Board, written to the Gr. lawrence Sanitary
Planning Board is interested in the reconstruction of Charles Street; that it be in accord-
ance with Town specifications. Selectmen voted to send letter stating they are also inter-
ested in the project ~ would like to be ~advised of any future meetings on the subject.
ADVISORY BOARD:
The Selectmen voted to send request to the Advisory Board for funding of the salaries of'
two E.E.A employees, Joseph W~11~ and Mary Lachapelle, until Town Meeting action is taken
in March for their permanent employment. Board ~11 meet with the Advisory Board on Tuesday:
October 28.

On October 28, 1975, at 12:00 noon, Staff Assistant, Joseph Willis, representing the SeL
opened up two bids received for fuel tanks. Two bids received were from Bride & Grimes, bid
$18,997. and Amici Construction, 26,777. Bids taken under advisement.

AIHP0~ BUSI~IESS:
Selectmen sent a letter to Thomas Ii~vies, Jr., Airport Nanager, informing him that because
the airport is presently operating under limited capabilities, they are strongly opposed to
granting permission for any new flying school or business to locate at the airport.
LIC~TSING COE~ISSIONEBS:
Application received to salvage parts of cars for repair of own car from Paul E. Hamel,
591 Turnpike St. Board took under advisement until more information received.

SIGN BY-LAW:
The problem of the present Sign By-Law was discussed. Its impracticability would cause
needless, extreme expense to o~ners of presently installed signs who are large tax payers.
It was voted to appoint a study committee to expedite a giant amendment of the present By-
Law or strike it out all together. Selectman Guthrie stated that, in any event, he would
want to be sure the Building Iuspector was on the Study Committee. They would be sure of
at least one person knowing what he ~s talking about. Mr. Foster, at last town meeting,
tried to explain to the townspeople why the By-Law should be stricken from the w~rrant but
was unsuccessful, and the By-Law was passed. Csdd will go out for candidates for the comm-
ittee.
TO~N GARAGE:
Selectmen voted approval of the latest work payment to Amiai Construction Co. pending the
certification of 'Chairman Harring~on who failed to show up at two meetings. Approval also
was given to ~d Cyr to proceed with the site work at the new Town Garage. There is $30,000.
in the budget for the hot topping and site work.
FUEL OIL B~)S:
Board set the date of November 17, a~ 7:30 P.M. for the opening of #2 Fuel 0il bids mo be
delivered, as needed, to the town b,,i~ding and fire department. To be advertised.
BLOODMOBILE:
Selectman Guthrie was appointed Chairman of the N. A. Bloodmobile to be held at the Middle
School on December 7, from 10 A.N. to 3:45 P.M. Secretary ~l~ce Letarte and Mrs. L~ Lee
were appointed Vice-Chairman of the event. Neeting to organize same will be held in the
Selectmen's Office, at 3 p.m. on November 13.

Approved: Petition to excavate for gas services on 212 Brentwood Circle.
BIBLE W~K:
As requested, the Board proclaimed Nov. 23-30, Bible Week. Copies sent to all churches.
BIC~IT~INIAL APPOINTMENTS:
Per request of Chairman, Peter V. Rossiter, the Selectmen appointed the following as members
of the Bicentennial Committee: John 'P. Thompson, Jr.-Patricia Long-Martha Larson-Nancy
Rossiter-Narlene Brown-James Novle and Ann Ratte. An application for membership in the com-
mittee was received from John R. Pryor. The Board appointed him also.
LIBRARY COVERAGE:
A letter from Ted Peters brought up the matter of additional coverage of costly exhibits
displayed from time to time at the Stevens Memorial Library. AS he did not appear to dis-
cuss the matter, the letter was placed in pending file.
GAS EXPLOSION:
Letter frem Gas Inspecto.r, M. Bootman, explained that the cause of the explosion at Capt.
Pizza's, %35 Ohickering Rd. on October 31 was caused by delayed action due to flour and
dust on the pilot. The pilot was partially blocked so that the gas could not ignite, thus
causing the explosion. There were no injuries, fortunately, and no fire.
FUEL TANK BIDS:
Two fuel tank bids received last week were rejected. The two bids were in excess of the
amount allocated in the budge~ for the installation of fuel tanks at the new Town Garage.
Heads of the town departments will draw up specs for new bid and ~11 install same with
town labor.
ESSE~ COUNTY HISTORICAL COE~ISSION:
Selectman Guthrie, temporary representative from North Andover, requested Peter Bossiter
to select another to represent the town as he had to attend meetings of the E.Cty. Advisory
Board which fell on the same date. Mr..~ossiter stated that he would go himself if he was
unable to get anyone else.
