The Board of Selectmen held their reg~ular meeting on this date with all members present; Sel-
ectmen Joseph A. Guthrie, Thomas B. MoEvoy ~.dth Chairman John F. Coady presiding. The minutes
and warrant were approved as submitted.
FUEL 0ILAWARD:
J. A. Leone & Sons were awarded the contract to supply the town buildingandfire station
with fuel oil for the ensuing year.
MINI BUS AWARD:
Woodworth Motors was awarded the bid to supply the town with a Mint-Bua for transportation
of the Elderly.
ALL NIGHT PARKING BAN:
The Selectmen directed the annual all night parking ban to be advertised; ban to be'effective
1201 midnite, December 1, to be in effect through March with the exception of New Year's Eve.
GAS EXCAVATION:
Petition to excavate to repair gas mains. Held for approval.

The Board approved the advertising for bids for fuel tanks for the new town garage.

At the request of Chief Lawlor, the Board voted to send letter to State Dept. of P~blic
requesting the inst~ation of Stop Signs at the intersection of Union St. & Waverly Rd. and

LICENSING COMMISSIONERS:
Special license request granted to Club, 2104. May serve liquor from 6 A.M to 8 A.M. Nov. 26.

The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen Joseph A. Guthrie, Thomas J. McEvoy with Chairman John F. Ceady presiding. The
warrant and minutes were approved as submitted.
#2 FUEL OIL BIDS:
Bids for delivery of #2 Fuel Oil to the mown building and fire department were opened at 7:30
p.m. by Selectman Guthrie, Clerk of the B card. Bids were submitted by Fay & Driscoll Oil Co
Cyr Oil Co., J. Ieone& Sons and Glendale-Norton Oil Co. Bids were taken under advisement
and contract will be awarded later this week.
POLE LOCATION & CONDUIT:
Hearings were held on petitions to install a pole on Sandra Lane and an electric conduit on
Sutton Hill Road. Petitions approved subject to approval of Highway, Public Works and Police
Dept.

Memo from Personnel Board advising Anthony Barry, new Chairman of the Personnel Board.
'~0 PASSING,, ZONE:
Letter from Chief Lawlor requested the Selectmen to request that a "No Passing~, zone be
~m~talled on Rt. 125, Chickering P~. between Pleasant St. and Prescott Street. Serious
accidents have occurred in that area frequently. The Selectmen voted to send the required
letter.
LAWP~NCE AIEPOP~:
Letter from Chaiman of the Airport Commission advised the Board that a meeting would be hel~
on Thursday, Nov. 20, at which time the Commission will be happy to furnish any information
regarding present and future activities at the Airport. The Selectmen plan to attend.
Letter from Dana A. ~11er, Nethuen Town Administrator sent copy of letter he sent to the
Commission Chairman stating Nethuen would be interested in knowing about changes that might
increase air traffic without their knowledge. Chairmam Coady had spoken to Methuen and
Andover administrators requesting their support to get voting representatives from surround-
ing communities on the Airport Commission.
Copy of letter to Greenwood Associates from J. Borgesi informed the Selectmen that Msthuen
Construction Co. broke the existing 6-inch cast iron' water main on Chestnut St. while ex-
cavating for sanitary sewer construction. B orgesi advised them that the proposed 8"
cast iron water main for Greenwood Fast Lane cannot be tied into this existing 6-Inch main.
TOWN COUNSEL-WAYNE ST.
Letter received from Town Counsel .concerning problems to be solved in order for the town
motor vehicles to have a right of access to the new town garage facility along Wayne St,
from Osgood St. Wayne St. is net a duly accepted' public way. He requested the Selectmen
to authorize the "laying out" of Wayne Street as a public way for the public use and
convenience to be submitted as an Article at the next amm~l Town Meeting or a Special Town
meeting.
AMICI CONSTN~CT I0N PERNIT:
Permit received from Michael Nicolosi, as requested, to have site work proceed at the new
town garage while his construction ~as still going on.
ESSEX CTY. ADVISORY BOARD:
Selectman Guthrie reported that at ~the last meeting, a budget figure had been agreed upon,
though considerably cut. The amount of $78,260.~0 will be submitted to the Legislature.
He also stated that they would like representation from towns and cities like Rockport on
the Advisory Board.
REYNOLDS PLAYGROUND:
Plaque, in memory of Mr. Roynclds, will be ins~11 ed on a suitable stone on land bordering
Johnson Street given by the late Mrs. Reynolds in memory of her husband. Installation will
be by the Board of Public Works and a small ceremony er dedication wtl~ be held in the
near future.
BLOODMOBILE:
Selectman ~uthrie advised Board that lists were being sent out for people to contact to
donate to the BloodNobile, Posters will be distributed, also. Date is Dec. 7, at Middle
School.
TOWN DEPT. HEAD MEETING:
Chairman Coady instructed a letter be sent out to all department heads for a meeting on
Saturday, December 6, at 10 a.m. to disuuss 1976 budgets.
