McEvoy and Selectman Joseph A. Guthrie, Acting Chairman, in the absence of Chairman John F. Coady, who had a death in the family. The minutes and warrant were approved as submitted. JURORS: Herbert C. Otis, Summer St. and Jeannette W. Stott, 62 Moody Street were drawn for the Jan, Sitting at Salem S uperior Ct. Gardner R. Humphries, 322 Turnpike St., NeLlie Camporone, 8 Village Drive and Alden H. Milton, 70 Nablin Ave. were drawn for the Jar~ary 12 Sitting, at Salem. I.~O.E~H ~DOVER BIDO,~,!OBILE: Chairman Guthrie announced that 81 pints of blood were realized at the N.A. Bloodmobile, Sunday, December 7, and thanked Lila Lee and Alice Letarte, Vice-Chairmen and the volunteer workers for their efforts on behslf of the N. A. BlOod Program. T~ GAP.~GE RE~JISITION: The two-member Board were presented an application and certificate of payment to Amici Con= struction Corporation, builder of the new Town Garage. Application, original, was in the amount of $59, 865.00. After a meeting of the sub-building committee, it was voted to hold $8,195 (on items 11, metal.bldg, and item 15, overhead doors) from origincl amount of $59,865. An amended application in the amount of $49,086.50 was submitted by Amici Construction. However, the Board of Selectmen were given a revised requisition by R. Harrington to act on which with- held another $8,100. from the original requistion. Mr. Harrington isma Certified Public Acct. and Chairman of the Sub Committee. Approved for payment on Mr. Harri~ton's reco~nendation was the amount of $41,391.50. NO PASSING ZONE ~EQUEST: Letter received from Roberb Tierney, State Dept. of Public Works, in answer to Board's request to have a No Passing zone on Rt. 125, Chickering Rd. between Pleasant Street and Prescott St. This area has been the scene of many, critical accidents and the Chief of Police had reco~ended the No Passing zone installation. State refused on the baSis that "it would impose an unreason- able obedience responsibility on the motorist and a difficult enforcement problem on the author- ities.'' The Selectmen voted to set up a meeting with the State officials to discuss the re- quest further. BOARD OF APPE~!S: Letter from the Board of Appeals requested reco~endations for change in any of the Rules & .~egulations or Fon~S of the Board of Appeals, in writing. The Selectmen voted to request that ~ changes received by the Board of Appeals be referred to the Selectmea prior to their acceptance. POLICE LEGAL ADVISOR: letter of thanks from Jay Willis, Jr. for his appointment to the position of Police Legal Advisor for the towns of North Andover, and Andover. GAS EXCAVATIONS: Approved: petition to excavate to repair gas mains on Milk St. and Pleasant St., corner of Park St. Approved: petition to transfer ownership of poles from telepncns co. ~o electric company. W~_RP~NT OP~NING: The Selectmen voted to open the l~arrant for submission of Articles for the Annual Town Meeting in April, 1976. Notices will be sent to all departments. Closing date will be determined at a ~..~uture ~eeting. RECEIVED: Notice of conference to be held on Dec. 19, King's Grant Motor Inn, Rt. 128, 9 A.M. to 10:45 A.M. discussion of federal grants and programs available to communities for public works and related projects.
