The Selectmen held their regular meeting on this date with all members present; Selectmen
Joseph A. Guthrie, Thomas J. McEvoy with Chairman John F. C dady, presiding. The minutes and
warrant were approved as submitted.
TOWN SEAL:
Peter Rossiter presented three sketches of the proposed town seal. The Selectmen approved the
seal that displayed Lake Cochichewick. Mr. Rossiter will take their recommendation to the
Historic Commission.
SIG!~ BY-LAW:
Ralph J~yce, Chairman of .the new Sign By-Law Committee, advised the Selectmen what progress ha¢
been made by the Committee. He advised that the Committee would have an Article ready for the
1977 Town /~eeting..that the present by-law, adopted in 1972, would not become effective until
'I977. Secretary Letarte looked up actual date, later, and found that the Attorney General had
approved the present Sign By-Law on August 2, 1977 and it was filed by Town Clerk on Aug. 4,'72
Section 5 should be amended.
CHRISTF~S SI~IG-A-LONG:
Letter from Board of Trade invited Board to Join townspeople on a Sing-a-long on Sunday, Dec.21
7 to 8 p.m. in front of ~he town building. Carols will be sung and recorded by W.E.E.I.
TG~N ELEOTION:
Town Clerk requested that the coming town elections b'e held on Narch 29 instead of l~arch 1,1976
as Presidential Primaries will be held on Tuesday, Narch 2, 1976. The Board voted to have the
elections on Naroh 22, 1976. Town Clerk will be so notified.
AUXILIARY POLICEMAN:
Letter from Civil Defense Director requested Hilton P. Comey, 171 Cotuit St., be appointed an
Auxiliary Policeman/Special Police Officer. The Board so voted subject to an affirmative,
written recommendation from Chief Lax¢lor.
STOP SIGNS:
.Approval received from State for two Stop Signs to be installed at the intersections of Union
Street and %Yaverly Road and Second St., corner of Waverly ~i. Three amendments to the by law
were signed as requested, and sent to the Dept. of Public Works.
Chairman of Building Committee from J. Borgesi indicated they recommended the bid
tanks for the new Town Garage be awarded to Gtxlf Oil Co., lowest bidders. The
Select, eh so voted. J. Borgesi to be notified.
SOHOOL PATROLS: .
Letter from School Committee requested that the liability insurance of members of. the
Police who were patrolling school grounds in the future be determined as soon as possible.
The Board authorized Chairman Coady to confer Town Counsel and Chief Lawlor to secure this
determination.

Notices sent out by Advisory Board requested budgets be prepared.
of Dec. 27 and Jan. 3 for working meetings on the budgets.

Letter from Highway Surveyor brought the Board's attention to the dangeroUS curve, unmarked,
where Stevens St. gees off Osgood St. He recommended that the curve be marked by the State.
The Board referred the request to Chief Lawlor for a x~ritten recommendation.

Letter from Joseph Smith, La%rrenoe City Clerk, requesting North Andover sell a section of~land
vicinity of the Shawsheen River and Rt. 495 for their new High School. Access across section
of lan~ for to~m was discussed. Board voted to refer request to Town Counsel to be advised
what procedures and stipulations the Board should take for the potential disposition of the
land and if the Board had a legal right to dispose of said land.
TOPICS
Letter from Bobert Tierney outlined Topics Program in the town. Board voted to refer letter
to Chief Iawlor requesting t bis recommendations of said program as listed.
L. COCHICt~rICK STUDY COMMITTEE:
The Board voted to the above-named committee, through their Chairman Joseph CUShing, to secure
Federal and State Grants.
TUt;N GARAGE PA~NENT:
Board authorized the payment of $8,100. to Amici Construction Company, said sum withheld past
week from reo. nisition, in error, By Chairman Harrington, Sub Building Committee.
Letter from Gulf Oil Corp. Gasoline price dropped 1 cent per gallon.
Letters re Firefighters examinations and promotional examinations. Referred to Bd. of Fire

BOARD OF APPEALS - PLA~2,1G BOAK3:
Members of the Plarming Board aud Board of Appeals aPPeared before the Selectmen to try to resolve
their differnces on the Hereford earth removal permit. Board of Appeals submitted a memo to the
Planning Board which explained their interpretation of the zoning by-law in connection with their
decision on the p~a~.;t. The memo had not been read or digested by the members of the Planning Bd.
due to lack of time since presentation but would discuss at their meeting later that night.
Frank Serio, Chairman of the Board of Appeals, voiced the hope that said memo would explain the
intent of their motion and that it would avoid any more litigation on the matter. Planning Bd.
than stated they take letter under advisement until 1st meeting of January. The Selectmen stated
that the memo should be reviewed by Tox,n Counsel before filing with To~en Clerk. Chairman Coady
stated that he did not want the town injured in any way by the filing. Selectm~n Guthrie~ said
he was concerned that the Board of Appeals did not feel it necessary to discuss their decision
with Town Counsel. The Board of Selectmen voted to send a letter to Town Counsel asking if
filing of the memorandum, of which the To~ Counsel has a copy, would jeopardize the Town's
rights in any way.

FJRI~D CABLE:
Hearing was set for December 29, 1975, at 7:30 P.M., on petition to install buried cable on Sutton
Hill Read.
GR. LAW. S~NITART DISTRICT C0~.~SSI~:
Letter from John Finneran, town representative to the above-named Commission, protesting an article
in the Lawrence Eagle Tribune stating The Town treasurer was unable to find any answers to his
questions concerning the above-named commission. He outlined in his letter, meetings held in the
past and listed estimates for Capital costs. He stated that the budget would be sent to the Board
shortly. The Selectmen discussed with the Town Treasurer and Chairman of the Advisory Board means
of raising funds to pay North ~mdover's ~aare of the expense of the S~tary District project. Sewer
user bills were proposed to be sent ou~ with the water b~l 1 s. The Selectmen voted that it was im-
perative that a meeting be set up in the near future with the Board of Public Works, Advisory Board
and the Selectmen to discuss the matter.
HEREFORD COHP.
Letter from Town Counsel advised the Board that the town would not be Jeopardized in any way
by the filing of the Board of Appeal's decision on the Hereford matter.
REGIONAL RESOURCE PLANT:
Letter from Highway Surveyor proposed that North Andover offer their site for a Regional Dis-
site. The project would bring im~mch needed revenue to the town. The Selectmen uriah-
voted to support the recommendation and urged agressive action taking the necessary
steps to resubmit the town's proposal.
RESIGNATION:
Letter of resignation received from William Salmmmae. He is resigning from the Board of
Appeals. The Reard accepted with regret and authorized a letter be sent to the Reard of Appeals
to use an alternate member to fill the vacancy until appointment time.
FIREFIGHTERS:
Letter from Atty. ~illis stated that the re~,lsr firemen had no~ been paid their 7.5% increase
cost of living granted at town meeting. Board sent letter to Atty. Ford for his comments.
