~ TOwn EmPloyee's Labor Union Local 64:
Member of Local 64 appeared before the Board asking why they hadn,t been given the cost of
living 7.5% increase voted at Town Meeting. Roger Lawson stated that Town Accountant said
the Selectmen had to authorize payment of the increase. Selectman Coady stated that the
Director of Accounts told the Board not impart the funds until agreements had been signed by
the parties involved under Collective bargaining. Local 64 had asked for an 8.0 cost of
living increase at Town Meeting and had been given 7.5. Mr. Coady said they should be sure
and have a statement, in writing, from Atty Eandazzo that Local 64 will not lose the extra
~ by receiving 7.5. Selectman Coady will contact Atty. Ford and Director Charm to solve
the matter by Thursday morning. Members of Local 64 stated they appreciated the Board's
work and efforts in their behalf.
LEGISLATIVE CAUCUS:
It was announced that it was North Andover's turn to be Host to the sister communities at
the monthly legislative caucus. It will be held on February il, 1976, at 8:15 A.M. at the
Merrimack Valley Motor Inn.
POL~ LOCATION:
A hearing was set for Jan. 12, 1976 on petition to install a Joint pole on Clarendon St.

Letter on the above-nome Act sent by the Secretary of State.
to attend meeting January 19.

FUEL DISPOSER BID:
Copy of letter from J. Borgesi to R. Harrington ~'e the awarding of bid for fuel dispensers,
etc. Board took under advisement until meeting arranged with Garage Committee on Thursday,
8:30 A.M. Later information: at meeting, Thursday, they were advised 3 Fuel pumps needed
instead of 2. This belated advice was offered by Frank, Trembly. Bids wore rejected and
the submJect matter will be advertised once more by Pub!ie Works Dept.
ESSEX CTY. HISTORIC & SCENIC COI,~ISSION:
Ted Leland, rep. for the town, stated that the above-named Commission has set up an "on-Going.~"
corporation. Ted has been elected to the Executive Board and has been named "Commissioner"
to the towns of N. Andover, Andover, Methuen and the City of Lawrence. Each co,unity will be
billed a membership fee of $15.00. The Board voted to approve the fee payment when invoice
is sent.
COUNCIL ON AGEG GRA~:
Letter to George Everson advised that the town of North Andover had been granted the sum of
$2000.00 for the Council On Aging. Grant had to be approved by the Board of Selectmen and
records kept. Board voted to approve grant and voted to send letter with approval to ~r.
Everson.
.AD~ISO~ BOARD:
'Lotter sent from Dick Kulpinski advised the Board that a designated member of the Advisory
Board would sit in on collective bargaining talks as au observer so that they would have a
better understanding of both~' sides of bargaining. Letter to be sen~.
RECEIVED: ~
Copy of letter to Town Counsel from Atty. Frizelle, Bal. of Appeals, stating he would mot charge
any fee for his attendance in court on the Housing-Waverly Rd. matter. Board stated that
AttY Frizelle should be commended for the work and effort and aid he has given~Town Counsel on
this long drawn-out battle.

ZON]~G VIOLATION:
Letter from Building Inspector advised the Board that E. Scanlon, 41 Per!ey Rd. was in viola-
tion of the zoning by-law by placing a shed too close to sideline of abutting property. ~.
Foster had given him a month, as of Nov. 3, to move said shed but Scanlon had ignored deadline.
Nr. Foster referred matter to the Board and to Town Counsel for the legal action necessary to
enforce the Zoning By-Law. The Board took the matter under advisement.
The Board voted to close the ~rarrant for insertion of Articles on January 26, 1976., at 7:30
p.m. Ail depts, and committees will be so notified. Articles to be made up on new town garage
~operating costs..heat, light, maintenance and repairs.
PONY-CAmPAGNA CO~PLAINT:
Mrs. Campagna appeared before the Board to complain that pony, located next door, had mot been
removed as agreed. Mr. Foster stated that the 22 days had now elapsed after Bi. of Appeals
decision and he would see if the pony had been sent away as promised on Christmas Eve. Later
investigation by Foster disclosed pony had been gone since Christmas Eve contrary to Comapana's

Mr. Hermann reported on his progress to expedite the installation of traffic lights at the
intersection of Peters St. and Chickering Rd., Rte. 125. He stated that Pavlo Engineering Cc
had gave the plans to the Dept. of Public %;orks in December. After they have been approved
by the Public Works Dept. they will be sent to a compary in New Jersey, Plase & Kendall ~no
make the st~rz]~rds. Mr. Hermann stated that he will insist they get top priority in both
the Public Works Dept. and the s~andard company. Base for the lights have already been in-
stalled. He will report to the Selectmen next week again.
GAS E~CAVATION:
The Board approved a gas excavation on Osgood St. to repair a gas main.
JO~! S'.;~!DSTROM C0~.~LA~IT:
Copy of letter to construction company from Building Inspector received re the water drainage
problem on John Sanstrom's property. The company was directed to correct the situation as
soon as possible which would be in the Spring. The Board directed a letter be sent to Mr.
Foster asking he advise them of any progress in the matter.
WINTER C~IVAL:
Letter from J. J. WiYlis, Jr., President of the North Andover Jaycees, advised the Board that
the ann,,~l Winter Carnival will be held on Feb. 13, 14. and 15, and requested the cooperation
of the Police Dept. in closing off streets on those ~ates and of the Public Works department
who clears off the areas of action and maintains a vigil at the Stevens Pond bath house to
make sure water does not freeze. The Board requested a copy of letter be sent to Chief Law=
lot and J. Borgesi requesting their cooperation.
AUXILIARY PATROLS: for
Letter from N.A. School Committee once again urged that the liability be solved/the auxiliary
police so they could be used for school patrols to prevent vandalism. The Board authorized
the Chairman to contact Chief Lawlor and Town Counsel on the matter.
OVEEPASS INSURANCE:
Letter from the N. A. School Co~,~.~ttee asked about insurance coverage for the new High School
Pedestrian Overpass. It was voted to send Dick Lafond a letter to pursue the proper coverage
for the overpass to be ready when it has been officially turned over to the town.
E~ERG~CY NO.
Letter from New England Tel. & Tel. Co. requested a letter of authorization from the Board
of Selectmen in order for the company to procede with a feasibility study for an emergency
hO.Called "911". Selectman McE~oy will serve as the coordinator who may interface between
the town and the telephone company.
~NI-BUS:
Application received from Francis M. Lawlor to be a driver for mini-bus for the Elederly now
on order. Selectmen received a memo from ~. Weinwroth asking State support for the Elderly
and the handi-capped population. Selectman Coady suthorized to pursue the matter.
7.5% Cost of Living:
Letter received from Atty. Ford approving the payment of the 7.5% c .of 1. increase voted at
To~m Neeting for the firefighters and municipal employees of Local 64. Letters to be re-
ceived from lawyers of two locals, Atty. Willis and P~ndazzo and the Presidents of the two
locals before increase can be expedited.

Four letters received on the above-roamed matter from Gov. Dukakis, R. Wetmore, Gayton 0sgood
and Patricia Trombly. The State states that the following Chainn~n must serve on Committee
