The Board of Selectmen held their regular meeting on this date with all members present;
Selectmen John F. Coady, Thomas J. McEvoy with Chairman Guthrie presiding. The minutes
and warrant were approved as submitted.

~.~L~&~CK VALLEY HC~ CAR:
Victor Tine, of the above-named Commission, appeared before the Board to report on the
care given by his cormnission to the to~rnsp~ole of North Andover. ~lthough the Board hopes
more town citizens will be serviced in the future, they thanked Mr. Tine for the report.
PETERS ST. T. LIGht:
Joe Hermann appeared briefly to report progress on the above-named traffic light. He
stated the the plans had been submitted to the state supplier department who would, in
turn, send them to the manufacturer in New Jersey. Mr. Hermann stated he would press
them for top priority attention.
DATA PROCESSING STUDY CO~.E~ITTEE FOR TOW~ HALL:
Appointments were made on this date for the above-named Committee. Selectman NoEvoy
motioned that the first three names be appointed. Selectman Coady motioned that it be a
9-man Co~wittee consisting of the Town Treasurer, Town Accountant, Town Clerk and~ the 6
applicants. Chairman ~uthrie stepped do~m from the chair to second Nr. Coady's motion.
Vote was a =~Jority vote: Ceady and Guthrie, yes...NcEvoy opposed. The following were
appointed in addition to the above-named: John H. Cecgan, Jr.-Peter V. Rossiter-Bernice
Fink-Nichael Norris-Thomas D. Baird, Jr. and Charles A. Salisbury. Letter and appointment
sheets will be sent out to same.
FIR~FIGHTER=S:
The Board met with the Firefighters on their grievance to be reimbursed for moneys spear
for school. Selectmen and the Board of Fire -~gineere agreed to reimburse said
for fiscal year July l, 1975 to July l, 1976 with one exception. Any firefighter that is
being reimbursed by any other faction such as Veterans Administration, etc., would not be
reimbursed by the town. Letter containing this information was given to Frank Devan at
this meeting.

ESSEX COUNTY RETiP~2.~NT SYST~2.~:
Town's assessment of the Essex County Retirement System, $321,912.00 received. Cop~ given
to Town Treasurer. Selectman Coady stated that, at a later date, this Board should
a 3 Or 5 man committee to study the feasibility to continue or discontinue the present
set up with the Essex County Retirement System. How practical would it be to have the
town have their own Retirement System, independent of the E.C. Retirement System. Natter

AUt~.VARY POLICE PAT~iS:
Letter from Town Counsel advised Board of conditions whereby members of the Auxiliary
Police Force could "volunteer" to patrol school grounds to prevent further vandslism.
The Board should vote ,'to authorize such members of the auxiliary police as are willing
to accept the responsibilities and perform such flmctions as the Chief of Police my
with reference to the observation and surve~llanse of school buildings and grounds
out the Town, provided, however, that
1) while performing such functions, each of them shall display upon his person such badge
or other insignia as customarily denotes his membership in the aumiliary force,
2) he shhll neither request nor receive arq- monetary compensation from the Town for his
performance of such functions, and
3) he shall in no event apply for or receive from the Town, nor sbn33 any person in his
behalf make any such application, .for indemnification for expenses or charges incurred as
the result of an accident occurring or of undergoing a hazard peculiar to his performance~
of such responsibilities and functions."
If the Selectmen choose to adopt such a vote, upon Chief Lawlor's ~*zitten requeat, Town
Counsel saw no reason why individual waivers had to be obtained.
The Selectmen voted to authorized the Chief of Police to use the Auxiliary Police members
as per above letter to Chief L~wlor subject to a letter from Chief Lawlor requesting the
use of the auxiliary policemen.
