ectmen John F. Coady~ ', Thomas J. McEvoy with Chairman Joseph A. Guthrie presiding, The
minutes and warrant were approved as submitted.
BIC E~TENNIAL C0~ITTEE:
Peter V. Rossiter and members of the above-named committee appeared before the Board to
the Selectmen of their support to have a permanent town archivist to preserve the town records
and suggested the town building basement as a place for filing of said records.
JURORS:
Jeremiah J. Dineen, 4 Ashland St. and May N. Judge, 70 Farrwood Ave. were drawn for the March
1 Sitting, at Iawrence Superior Court.
MRS. L~NIS-PAPER STREET:
Mrs. Frank Lewis appeared before the Board requesting information on the status of a paper
street.c~lled Prospect Terrace. Owner of two lots on said street, she advised the Board
Flatley Corporation had closed off one end of the street and that Ben Osgood stated that he
was going to close off the other end when construction begins. She stated that she would not
be able to sell said lots if there were no access to them. She also said she had been to
every department for the rules ~a regulations re paper streets and had found no answers. The
Beard voted to send the inquiry to Town Counsel asking what protection land owners had '.'on
paper streets. Plan of !~nd enclosed.
PLANNING BO~D COUNSEL:
Letter from Planning Board advised they recommended Atty. J,,l~an D'Agostine, 268 Main St.,
Acton, Mass. to represent them in the controversy between the Sd. of Appeals and I21anning
The Selectmen were not in favor of having an attorney outside the Gr. Lawrence District and
took the letter under advisement.
LOCAL G~O~TH CONMITTEE:
Letter from W. Chepulis, temporary CHairman of the ~ocal Growth Policy Committee, advised
that Nary Armitage, appointed m~er, would be unable to serve on the above-~ed ce~ttee
and reco~:aended the names of Robert Saltonet~11_ and Arthur W. Immbert to be. appointed instead.
The. Beard so voted.
ATTY. FORD - LOCAL 64:
Letter received from Atty. Ford advised the Board to meet with representatives of Local 64
to determine precisely what items agreed to in previous negotiations have been funded by the
197S Town Maetiug, have a written me~__._orandum of ,underetamiing re specified funded items to
be paid, before contract is signed. The Board voted to write letter to Atty. Ford requesting
that he contact the Local 64 attorney, Anthon~ J. Rendazzo to prepare a written memora~ of
understating to be referred to Town Co~-el for approval. When this action is ~comp? eted,
the ¢ontract~ based on the memorandum of understanding wLl.l be signed by the Selectmen and
officers of Local 64.
TOWN PICNIC A~ ~E~EST:
Letter from Chief lawlor stated that he had no objection to have the picnic area used in June
for parking cars at the Welch wedding, providing a police officer was present. Copy of lettoz
sent to Nr. -~a Mrs. Welch.
P~SONNEL BOARD RESIGNATION:
Letter from ~alter O.Xohl, long-time _m_~,_ her of the Personnel Board ami recently formed Sign
By-Law Co~.:ttee,. advised Beard of his resignation due to change of person1 position entails
moving out of State to Florida. Selectmen noted his dedicated services over the past many
years on beb~l ~ of the town and voted to send letter of thanks a~ appreciation to Mr. Kohl
wishing h~m the best in his new Job and home.
LAND-USE P~0GRAM:
Letter received from the League of Women Voters detailing their land-use program and asking
approval of Board. The Board voted to send letter expressing their approval and stating they
would make every effor~ to attend the nex~ meeting.
SPARE WORKERS:
The following townspeople were appointed to work as spare workers at the polls: Jane E.
Lundquist, 37 Troy ~d., Precinct I...Elsie Bolster, Calvin Snell and Esther Detora of Prec.
MINI,BUS SALARY:
Discussed was salary to pay bus driver, Nike Lawlor,. for the elderly.

CETA APPLICANTS:
Chairman Guthrie stated that he could not understand why applicants not referred to the Board.
He stated he would get in touch with ~ichard Wood, Coordinator of CETA Jobs.

at 8:00 to include 2nd Article, closed warrant at 8:01, P.M.

Letter from State Water Resources Commission re federal construction grants funding. Referred
to Dept. of Public WorMs. Deed on Land on Rt. 114 from Town Counsel.
LICENSING COMMISSIONERS: .....
Applications approved for renewal of Common Victualer licenses for Treadwell's Ice Cream
Stand, 102% 0sgood Street and the Highway Grocery, 476 Ohickering Rd.
Ranewal for Sunday Entertainment License (State) approved by the Board for K. of C. Association

NEXT F~ETING:
As next meeting will f.l~ on Washington's Hirthday, a National Holiday, .the Selectmen's meeting
will be postponed until the following ~onday, February 23, 1976, except in case of an amergensy
meeting.
FUEL TANE DISPENSERS & ~:
Bids will be opened on Friday, February 13, at noon for' pumps and dispensers for the tanks
at the new Town Garage.

COUNCIL O~ AGING:
The Selectmen officially allotted the office space, formerly occupied hy the Tree Dept. to
the Council On Aging.
WAVERLY ROAD:
Several townspeople appeared before the Board with a petition, signed by over 300 people.
Petition req~,ested the Selectmen to take "immediate action to appeal the Superior Cour~
decision, dated January 30, 1976, which ruled in favor of the Reusing Appeals ¢~mm~ttee to
allow the construction of 230 units of low and moderate income housing on Waverly Road by
the Archdiocese of Boston. letters received from the Board of Appeals and William Sale,us,
member of the Planning Board, urged the same action. After a long discussion, it wes
resolved to hold a meeting with To~n Counsel, Board of Appeals representatives and Selectmen
on Mcu_~ay night, at 6:00 P~. to make a decision whether to appeal or not. It will be so
posted on the ~,~ ~ erin Board.
~EF~FORD DEOLARATOEY JUDGEENT:
Letter received from Plamzing Board advising they had voted to submit the name of Atty.
Clifford Elias to represent them as Special Counsel in the Hereford matter.
Letter received from Clifford Elias stating that he had read inthe La~renoe Eagle Tribune
that he had been selected by the Pi~ Board. He declined to take the Special Counsel
Job r~,~rking that "it was painful to me, as a resident of the tow~ to hear of~ such a dispute
between two town hoards. It so,us to me that, if the members of both beards truly have the
interest of the town in mind, their differences could be resolved without imeurr~ unuecessary
expense to the town, as well as generating a sense of discord among the residents.,, The
Board voted to acknswledge Planning Board letter requesting the~ again to consider resolving
their differences with the Board of Appeals. Taken under advisement wes letter from the
Board of Appeals who submitted the names of Atty's. R~lph Joyce and Philip Arseneult.
LOCAL GROWTH POLICY CONMITTEE:
At the request of Chairman of the above-named Committee, Gayton Osgood, three -~,hers were
appointed in addition to the present Committee: Elizabeth Deyo, Samira ~unree -~ Wayne
Nitton.
COUNTY CO~ffSSIONEBS:
Letter received from County Co.,~esionsrs re County ~etirement Officer, County Treasttrer,
Thomas F. Dully. Board stated that after elections, Study Committee should be apppointed
to ascertain if it would he mere beneficial to tewa to have own Retirement System.
GAS EXCAVATION:
Gas excavation petition approved to repair gas .~ u on 226 Stevens St.
HILBE~2 TV COMPLAINT:
Letter from liaison officer Francis ~romhly advised the Board that Hilbert'sTV complaint
had been corrected. Copy voted to be sent to l~r. Hilhert.
