The meeting was called to order-at 8:00 p.m.
Richard Nardella, chairman; John Simons, Vice chairman; Joseph
Mahoney, Clerk; Richard Rowen, John Daghlian, Associate Member.
John Draper was absent. Also present was Kathleen Bradley Colwell,
Town Planner.
Discussions

Proposed changes to the Zoning Bylaw.
Section 4.2 Phased Development Bylaw
Discussion as to whether the Planning Board should have the
power to waive this section of the Bylaw. Currently applicant
must go before the ZBA. ZBAis not involved with development.
The Planning Board has a better sense of when this section
should be waived because of its involvement in the permitting
of subdivisions.
This section also needs to be reviewed to see if the
percentages make sense in today's market.
Mr. Simons will review this section.
Section 4.~25 Residential 6 District
This section does not read as clearly as it should. The text
and tables do not match up. Mr. Nardella pointed out however
that there is only a small amount of property that falls under
this section and most of that has already been developed.
Therefore Planning Staff should not spend too much time
reworking it.
Ms. Colwell will review this section.
section s Earth Removal
Do to the concern about the slopes at North Andover Estates,
the Board would like to review the Earth Removal Bylaw and
make sure that it covers hillside developments adequately.
Ms. Colwell will review this section.
Section 6 Siqns
The Board of Selectmen has asked the Planning Board and Staff
to review the existing sign bylaw. The Building Inspector
deals with the sign bylaw thus it is difficult for the
Planning Board and Staff to comment on it. A revised sign
bylaw was completed a few years ago and submitted to the Board
of Selectmen but they did not put it on the Town Warrant.
These revisions will be reviewed by the Planning and Building
Staff and resubmitted to the Board of Selectmen.
The Planning Board will comment on subdivision entry way
signs.
Section 8.$ Planned Resldential Development
The Board would like to add authority to waive the fifty-foot
buffer zone requirement under certain situations. Currently
an applicant must go to the ZBA for a variance to have any
s~ructure in the fifty-foot buffer zone. Under certain
circumstances the Board may want to place a house at the edge
of the buffer zone. This may be to protect wetland resources
or to prevent excessive cuts and fills.
The Planning Board as a whole will be reviewing this section.
Transferred DeveXopment Rights (TDR)
Mr. Simons will look into setting up a transfer development
right system.
Chanaes to the Subdivision Rules & Reaulation-
Mr. Mahoney has revised some sections. Mr. Rowen will review Mr.
Mahoney's changes and will take comments and suggestions as to how
the Rules and Regulations can be changed and updated.

The Board reviewed the current fee schedule and compared it to
Andover's Schedule. Mr. Daghlian will provide Planning Staff with
Danvers' fee schedule. This issue will continue to be discussed as
more information is received.

Mr. Simons suggested that the Board look into several long-term
planning issues.

Mr. Nardella stated that the Town Manager and Board of Selectmen
would like the Planning Board to review the downtown area.
A committee should be set up that consists of Town Staff, Board
members and community members, Mr. Nardella volunteered to chair
the com~ittee. An article could be put in the paper and a survey
could be sent through the school system. A lot of input from
citizens will be needed to create a downtown that people want to
come to and that provides necessary services.
Mr. Simons suggested that the townts portfolio of real estate
should be reviewed. Certain building and properties owned by the
Town may need to be sold or reworked for a different use.
