HomeMy WebLinkAboutCorrespondence - 125 CAMPION ROAD 7/5/2005 NORTH Town of North Andover Office of the Planning Department A Community Development and Services Division 400 Osgood Street �pSSaCHUS�st North Andover,Massachusetts 01845 Town Planner hgp://www.townofnorthandover.com P (978)688-9595 Lincoln Daley F (978),688-9542 MEMORANDUM TO: North Andover Planning Board FROM: Lincoln Daley,Town Planner RE: Watershed Special Permit—125 Campion Road Proposed Drainage Repairs DATE: July 5,2005 Proposal: The applicant, Richard Stoddard, filed for a Watershed Special Permit under Section 4.136 of the Zoning Bylaw to improve the existing drainage on the southwestern portion of 125 Campion Road within the Non- Disturbance Zone of a wetland resource area (100') and from Lake Cochichewick (250') and the Non- Discharge Zone of wetland resource area (100' to 325') and Lake Cochichewick (250' to 325'). The affected project area is located at Map 62, Lot 87 in the R-1 Zoning District. The lot was created before 1994 and therefore is subject to the Watershed Protection District provisions for lots created before October 24, 1994. Background; VHB submitted a review of the drainage improvements dated June 13, 2005. Since that time,the applicant submitted responses to VHB's review addressing each concern. Refer to the enclosed response letter dated June 29,2005. Town of North Andover Zoning Bylaw 1. (4.136.2) Watershed Protection District Boundaries and Zones: • The plans do not show the 250' Non-Disturbance Buffer Zone from Annual High Water Mark of Lake Cochichewick, • The plans do not show the 325'Non-Discharge Buffer Zone from Annual High Water Mark of Lake Cochichewick, • The buffer zones that are shown on the plans should specify whether they are from the Annual High Water Mark of the lake or from a wetland. 2. (4.136.4.c.ii.1) The Annual Mean High Water Mark of Lake Cochichewick is not shown on the plan. The plans note a water elevation of 111.7'; is this elevation the annual mean high water mark? 3. (4.136.4.c.iii) It does not appear that written certification has been provided stating that there will not be any significant degradation of the quality or quantity of water in or entering Lake Coehichewick. This is typically done in the form of a letter that is signed and stamped by a registered professional engineer. General Drainage Comments 6. The plans reference the"Definitive Subdivision Plan of Land of Campion Hall". The Applicant should obtain the associated hydrology report and verify that the proposed pipe system has the capacity to handle the same design storm events that the existing 15"RCP was designed for. 7. It does not appear that the existing detention basin has an overflow spillway. What happens to the runoff in large storm events where the 15" RCP outlet is under capacity? The Applicant should propose an overflow spillway that has the capacity to handle the 100-yr storm event. 8. The Applicant should verify that there is no increase in flow to the wet meadow wetland. 9. The plans seem to indicate existing drainage easements from Campion Road to and around the existing detention pond. The Applicant is proposing to extend the drainage system closer to the wet meadow wetland;therefore VHB suggests an additional drainage easement should be proposed along the proposed drainage improvements to permit maintenance vehicles to access this area. 10. The Drain Line Profile currently shows drop manholes having up to 18' in depth. Has the Applicant's Engineer considered the trench excavation required to construct this system? 11. The Applicant's Engineer should provide the following construction details: • Trench detail, • Grass Swale detail, • Mortared Rip-Rap/Boulders detail. Recommendations: Continue to resolve outstanding items.
