DRAFT MINUTES
Tuesday,February 8,2011 at 7:30 p.m.

Members present: Albeit Manzi, Richard Byers, and Richard Vaillancourt, Daniel Braese.
Also in attendance: Zoning Enforcement Officer: Gerald Brown
Excused absence: Ellen McIntyre, Thomas Ippolito, and Michael P. Lipoito
Albert Manzi called the meeting to order at 7:38

APPROVAL OF MINUTES
January 11, 2011
Byers made a motion to approve minutes.
Vaillancourt second the motion.
Those voting in favor to approve the minutes were: Albert Manzi, Richard Byers, Richard Vaillancourt,
and Daniel Braese.

COMMITTEE REPORTS
Housing Partnership Report,Manzi stated that we will have to skip Ellen McIntyre's Housing
Partnership Report since she is not in attendance tonight.
Continued Public Hearing,
Manzi stated that we have Atty. Burke here in attendance for Variances for 0 Martin Avenue (Lot 1,
Map 45G Parcel 20 and Lot 2, Map 45G Parcel 36). With that being said Atty. Burke walked over to
the podium.
Burke stated that in light of the last meeting and with recent research that was done on this property with
respect to commonality of ownership he wants to move on behalf of his client, Mr. Follansbee to re-file
and re-notify the abutters regarding this property and to be heard at the April 12th Board of Appeals
meeting.
Burke also stated that Brown has been very helpful to him and his applicant with this petition.
Byers made a motion to continue till the April 12t"meeting.
Vaillancourt second the motion.

When the vote was done Burke signed the Time Waive Form to continue this Hearing in April.
Manzi stated to the abutters present that this hearing for Martin Avenue will not be heard until April.
One of the abutters asked if they will have any opportunity to speak tonight regarding this property.
Manzi answered not at tonight's meeting,but they can in April.
Manzi stated that we have other petitions requesting continuances.
Continued Public Hearing,
Manzi said that they are asking to continue the Special Permit for Doug Ahern (JeffCo Inc),250 Sutton
Street (Map 39 Parcel 19) until the March 8th Meeting.
Byers made a motion to continue till the March 8th meeting.
Vaillancourt second the motion.
Those voting in favor to continue this hearing: Albeit Manzi, Richard Byers, Richard Vaillancourt, and
Daniel Braese.

Continued Public Hearing,
Manzi stated that we also have a request for the Special Permit for Ray Von Realty Trust of Lot#5
Chatham Circle (Map 47, Parcel 139)requesting to continue till the April 12t"meeting.
Byers made a motion to continue till the April 12"'meeting.
Vaillancourt second the motion.
Those voting in favor to continue this hearing: Albert Manzi, Richard Byers,Richard Vaillancourt, and
Daniel Braese.

Manzi moved to the New Public Hearing.
New Public Hearing,
Kristen Hollenbeck and Rodney Hollenbeck, 145 South Bradford Street(Map 103,Parcel 30)
Manzi stated that they are requesting a Variance in an R-1 District.
Kristen Hollenbeck walked over to the podium as Byers read her request of adding a portico to the front
of her home. The required is 30 feet for a front yard set back, the proposed is 20.5 feet.
Manzi explained to Hollenbeck that they are normally a 5 member Board and tonight they only have 4
members. Manzi told Hollenbeck that she needs to have the approval of all 4 members. Manzi gave
Hollenbeck the option to be heard at the next Zoning Board meeting, if she would like to have a 5
member board present. Hollenbeck stated that she was fine with having her petition be heard tonight, in
front of the 4 member Board.

The Board agreed it sounded like a pretty straight forward request.
Manzi asked Brown if he had anything to add to this.
Brown stated that what the petitioner is requesting offers safety and protection against the weather.
Hollenbeck stated that not only does it offer protection and safety to her home and family, it also
enhances the look of her house, as well as the neighborhood.
Manzi said that no one has come forward to oppose this petition.
Vaillancourt made a motion to close the public hearing.
Braese second the motion.
Those voting in favor to close this hearing: Albert Manzi, Richard Byers,Richard Vaillancourt, and
Daniel Braese.

Vaillancourt made a motion to grant the petition to add a portico to her front yard.
Byers second the motion.
Those voting in favor to grant this petition: Albert Manzi, Richard Byers, Richard Vaillancourt, and
Daniel Braese.

Hollenbeck asked to speak again, and she expressed to the Board how expensive it is now a days to
publish Legal Ads of this kind in a newspaper, and was suggesting that maybe this could be done on the
Town's web site instead. Braese stated it is a law that all petitions that go in front of the Board be
published in the newspaper.
Miscellaneous Correspondence
The Board reviewed the Correspondence that was in front of them. Manzi mentioned each one of them
briefly.
Byers made a motion to Adjourn at 7:55
Braese seconded the motion.
