HomeMy WebLinkAbout1990-11-29The North Andover Planning Board held a regular meeting in the Selectmen's Meeting Room, on Thursday evening November 29, 1990. The meeting was called to order by the Chairman, George Perna at 7~40 p.m.. Also present were John Simons, Clerk, John Draper, Joseph Hahoney and Richard Nardella. Approval Not Required Form A Plans Turnpike Street - Creating 3 Lots - Case¥ A motion was made by John Simons to approve the Form A Plans subject to the applicant placing the CBA on the plans. The motion was seconded by Joseph Mahone¥ and voted unanimously by those present. The Board will sign the plans as soon as the CBA is placed on them. Bond Issues Hawkins Lane - Salem Forest III A motion was made by John Simons to release $18,5OO.00 as recommended by the DPW. The motion was seconded by Johseph Mahoney and voted unanimously by those present. Willows Industrial Park A motion was made by John Simons to release $3,000.00 as recommended by the DPW insuring that $5,000 remains for the completion of the subdivision. The motion was seconded by Richard Nardella and voted unanimously by those present. Winterqreen Estates A motion was made by John Simons to release $6,000.00 as recommended by DPW insuring that there is still $5,000 for the completion of the subdivision. The motion was seconded by Joseph Mahoney and voted unanimously by those present. Oakwood Estates John Simons read a letter from the applicant requesting release of the remaining bond. Christian Huntress stated that there was a problem with the easements in that they were never recorded. Chris stated that he has contacted Town Counsel for an opinion. It is in the opinion of Town Counsel that the Town has the right to withhold the releaseing of any funds until such time as all the conditions are met. A motion was made by John Simons not to release funds as requested, due to the failure of the developer not securing the proper easements. The motion was seconded by Joseph Mahoney and voted unanimously by those present. The Board directed staff to draft letters to all property owners requesting easements and explaining roadway acceptance. The Chairman will review letters before sending out. ~hip~ooreii1 Park - DeEinitive Subdivision Christian Huntress, Town Planner, stated that there were a few issues that had to be addressed on the final subdivision plan. The Board may request a common driveway accessing Lots 2 and 3. The applicant is coming before the Planning Board on December 13, 1990. A brief discussion took place on the history of the parcel. Beechwood Industrial Subdivision Christian Huntress showed the Board where the proposed industrial park was located on Osgood Street, near ATRT. The applicant is proposing four additional lots. A brief discussion took place on the parcel Profiles of the roadway were shown to the Board. roadway is approximately 600 feet. and its location. The length of the Christian Huntress to check the files for property owned by George Barker in the area. Main Street/Chickerinq Road - Site Plan Review Christian Huntress briefed the Board on an application that would be coming before the Board at the next meeting. The proposed site is across from the Middle School on Main Street at the intersection of Main and Chickering Road. The applicant is proposing a candy and ice cream shop. The structure will not be taken down. The parking lot has been paved and striped. Landscaping will be required as well as other site work. The Board expressed their concern with the existing structure, siting that it was an eye sore. Also discussed was traffic, both pedestrian and vehicle. Mill Road/Route ll4/Willow Street - Traffic Liqht Christian Huntress updated the Board on the progress of the lights at the intersection of Route 114, Mill Road and Willow Street. George Perna asked if the engineering was done. Chris said "no". A preliminary design has been done. The State wants the same lights that were done in Middleton, at the new Demoulas Shopping Center on Route 114, a five lane cross section with lights. Route 114 at the intersection of Mill Road and Willow Street has to be expanded to five lanes before the State will put a traffic light in. At the present time there are only three lanes. There is a 100 foot right of way on Route 114. Funding for the engineering was discussed. The Board expressed their feelings that they did not want to discourage business from coming into Town but safety issues need to be addressed. Great Pond Estates - Subdivision - Elias Christian Huntress stated that the Great Pond Estates was an old subdivision. John Simons stated that there were probably several law suits on this particular subdivision. Christian Huntress stated that he would look further into the history behind the subdivision. Merrimack Vallev Planninq Commission John Draper stated that he had been to a meeting at the Merrimack Valley Planning Commission. In his report, John stated that the Commission will do anything to help the Town, at a price. Also, a regional airport will not be in this area. The Commission will be studying incenerators in Lawrence. Funding has been cut by the State. A motion was made by John Draper to go into Executive Session. The motion was seconded by John Simons and on a roll call vote~ John Draper - Yes John Simons - Yes Joseph Mahoney - Yes Rick Nardella - Yes George Perna - Yes the Planning Board went into Executive Session at approximately 8:45 p.m. to discuss Brookview - Farnum Property. Upon completion of the executive session the Board will reconvene the regular meeting. A motion was made by Joseph Mahoney to come out of Executive Session. The motion was seconded by John Simons and on a poll voted: John Simons - Yes John Draper - Yes Joseph Mahnoey - Yes Richard Nardella - Yes George Perna - Yes the Planning Board came out of Executive Session at approximately 8~50 p.m A motion was made by John Simons to adjourn the meeting. The motion was seconded by John Draper and voted unanimously by those present. The Planning Board adjourned at approximately 8:55 p.m.
