Meeting Minutes

Present: Thomas Trowbridge,Larry Fixler,Joseph McCarthy,Susan Sawyer,Lisa Blackburn
I. CALL TO ORDER
The meeting was called to order at 7:00 pm.

A. Meeting minutes fi•om January 22,2015 were presented for signature.
Motion was made by Mr.Fixler to approve the minutes,the motion was seconded by Mr.McCarthy,
all were in favor and the minutes were approved.

VII. COMMUNICATIONS,ANNOUNCEMENTS,AND DISCUSSION
A. Discussion of Organics to Energy project at the GLSD; presented by Cheri R.Cousens,
Executive Director GLSD and Richard Weare,Capital Projects.
Ms.Cousens presented information on the GLSD organization,what it provides to the community and
the process of how the plant works.Ms. Cousens stated that the GLSD is a heavily regulated facility
that operates 27/7.Organics to Energy project benefits are: Renewal energy credits/utility incentives,
produce electricity for use at the plant,collect tipping fees,bio-gas for electricity,heating and
processing for use at the plant. Ms. Cousens reviewed the grants that were given to the energy project.
She stated that they are also looking for a grant through National Grid. The projected total cost of the
project is$23,489.600.With the grants,the project cost is around$3,039,000 with an expected
reduction in the GLSD budget of$2,121,441.A discussion ensued regarding the operation of the
GLSD and the Organics to Energy project.The construction schedule of the project was discussed. The
Electric and Heat production is hoping to start in April 2018.Mrs. Sawyer gave the Board members
extra information from Recycling Works Massachusetts and a fact sheet on Food Waste Composting
fiom the Massachusetts Department of Environmental Protection website.

B. Discussion of the status of the enactment of the revised Tobacco regulations,since February 2,
2015
Mrs. Sawyer reviewed the memo sent by Ron Beauregard,Tobacco Control,on the status of his
retailer inspections following the effective date of the new NA Tobacco Control Regulation.Mr.
Beauregard was not able to attend the meeting but also sent an example of the new signage that is
being used.He stated that all the stores demonstrated good faith in seeking compliance with the new
provisions.Mr.McCarthy discussed the idea of raising the smoking age to 21 years.He suggested that
this could possibly be discussed at a future BOH meeting when all the members were present.Dr.
Trowbridge suggested emailing Lester J. Hartman,M.D.,a pediatrician at Children's Hospital in
Boston who is promoting raising the sale of tobacco age to 21.A discussion ensued on asking Dr.
Hartman to attend an upcoming BOH meeting within the next month or two to discuss the benefits of
raising the sale of tobacco to age 21.

MOTION made by Mr. McCarthy to adjourn the meeting.Mr.Fixler seconded the motion and all were in
favor.The meeting was adjourned at 8:08 pm.
