The project site, recorded with the Town of North Andover as assessor's map 64 lot 24, exists as a 122,045 square foot parcel in zoning district R-1 and the watershed protection district. The lot was created in prior to 1948 and conformed to zoning at the time or creation. The enclosed plans propose the construction of a new 2104 sq. ft. dwelling to replace the existing 2035 sq ft. dwelling within the non-disturbance buffer zone of a wetland. Listed below are the bylaw sections under which the special permit is requested. SPECIFIC SPECIAL PERMIT REQUESTS 4.136(3)(c)(ii)(1) Changes in topography or grade. Construction and grading for the proposed replacement dwelling will occur in the Non- Disturbance Buffer Zone. Grading associated with the new dwelling will be minimal. 4.136(3)(c)(ii)(2) Vegetation removal or cutting. Site preparation for the construction of the dwelling will require temporary removal of lawn. Upon completion of construction there will be a larger amount of lawn than currently exists on site. 4.136(3)(c)(ii)(4) Replacement of any permanent structure. This project calls for the construction of a new dwelling which will attach to the existing garage. The existing dwelling will be razed upon completion of the new dwelling. STATEMENT OF WATER QUALITY IMPACT CONSTRUCTION OF A REPLACEMENT DWELLING 357 DALE STREET,NORTH ANDOVER, MA Potential degradation of water quality associated with residential development can be most closely associated with the following: • Ground water contamination from on site subsurface sewage disposal systems. • Construction activity resulting in erosion of soil into adjacent wetlands. • Increases in storm water runoff from impervious surfaces. • Chemical loading as a result of fertilizer and pesticide application. None of the above activities at the above referenced location will adversely impact the water quality in the adjacent wetlands and downstream waters, i.e. Lake Cochichewick due to the following: • Erosion control consisting of double staked hay bales backed by siltation fence will be installed between the project site and the wetland area to prevent siltation during construction. • Environmental monitoring will be perfonned by Benjamin C. Osgood, Jr., P.E. to insure all best management practices are exercised to prevent damage to wetland resource areas. • Due the fact that there will be less impervious area on site upon completion of the project there will be a decrease in storm water runoff and an increase in recharge to the groundwater. • The homeowner will agree to the use of organic and low nitrogen fertilizers and curtailing the use of pesticides will reduce the potential chemical loading in to adjacent wetlands. • The dwelling will be connected to the municipal sewage system. Application of the above measures will result in no increase in concentrations of nitrogen, phosphorous and other dissolved inorganic chemicals. The quality of surface and ground water adjacent to Lake Cochichewick will not be adversely impacted by the proposed construction at 245 Bridle Path, North Andover. Benjamin C. Osgood, Jr., P.E.
