Your Advisory Committee has reviewed all items in this warrant calling for
the expenditure of town funds and has evaluated these items from the point of
view that in this year of inflationary trends our major objective, consistent
with maintaining an adequate level of town services, was to hold the increase
in expenditure~ to a minimum which accordingly would reflect a modest change in
the tax rate.
Following this criteria, we have approved budget increases in those areas
where we felt they were absolutely necessary and accordingly were able to hold
the proposed budget increases to l0 1/2% over the 1970 expenditures. The budget
requests as originally submitted by the departments represented an increase of
13 1/2% over the 1970 expenditures. ~hile it is somewhat difficult to estimate
the impact our recommendations will have on the 1971 tax rate, because of the
uncertainty of various adjustments, we estimate that if our recommendations are
accepted by town meeting, the increase in the tax rate as a result of increases
in departmental budgets will be approximately $5.00.
In connection with non-budge~ articles appearing in the warrant which would
require the expenditure of funds, we have followed the same criteria as mentioned
previously and accordingly we are recommending only those articles that are
vitally necessary. As to sewer and water extension articles, we are following
the recommendation of the Capital Budget Committee, and therefore are recommend-
ing that the funds for these articles be raised and appropriated out of current
revenue. If our recommendations are followed on the non-budget articles the
effect on the tax rate will be an increase of approximately $2.00.
The Advisory Committee wishes to thank all those who participated with us

presentation within this report.

COMMONWEALTH OF MASSACHUSETTS

To either of the Constables of the Town of North Andover:
GREETINGS:
In the name of the Commonwealth of Massachusetts~ you are hereby directed to
notify and warn the inhabitants of the Town of North Andover who are qualified to
vote in elections and town affairs~ to meet in the Bradstreet School Auditorium in
Precinct One, the St. Michaels School Auditorium in Precinct Two, the Thompson
School Auditorium in Precinct Three, the Kittredge School Auditorium in Precinct
Four and the Franklin School Auditorium in Precinct Five, all in said North Andover
on Monday March 1, 1971 at 7 o'clock A.M., and there to act on the following
Article:
ARTICLE 1. To elect a Moderator and Town Treasurer
for one year, one Selectman~ one Member of the Board
of Assessors, one Member of the Board of Health, one
Member of the Board of Public Works, one Member of
the School Committee and five Constables for three
years, one Member of the Planning Board and one Mem-
ber of the Housing Authority for five years, and to
act upon the following Question:
QUESTION: Shall section fifty-eight D of
chapter forty-eight of the General Laws, providing
for a forty-two hour work week for permanent members
of fire departments, be accepted?
All to be voted upon one ballot.
The polls shall be open from 7:00 A.M., and shall
be closed at 7:00 P.M.
After final action on the preceeding Article 1,
said meeting shall be adjourned by virtue of Section
4, Article 1, of the Town By Laws to Saturday March
13, 1971 at one-thirty (1:30) P.M., in the Veteran's
Auditorium of our North Andover High School, then
and there to act on the following Articles:
ARTICLE 2. To elect all other officers not required
by law to be elected by ballot.

ARTICLE 3. To see if the Town will vote to accept

salary and compensation of elected officers of the
Town, as provided by Section 108 of Chapter 41 of
the General Laws.

(A) .TERMINAL LEAVE: An employee whose service is terminated
oy retirement shall be allowed a portion of his accumulated sick
leave as terminal leave. The following formula shah be used in
computing the amount of terminal leave to be allowed a retiring
employee.
(1) Twenty-five (25) whole years of continuous full-time Service
shall be considered 100% service,
(2) An employee who qualifies for terminal leave shall be en-
titled to the same percentage that his years of service bears
to the 100% service factor of 25 years; but in no case shall
said leave exceed 90 days·
(B) OTHER LEAVE: (all as now provided and worded in its en-

ARTICLE 67. To see if the Town will repeal Article I, Section 5 of
the General By-Laws of the Town and to substitute therefor the following.
SECTION 5. Advisory Committee
Sub-section 1. There shall be an Advisory Committee consisting of
nine citizens of the Town, other than Town officers, appointed or elected.
The Moderator shall appoint three members each year for a term of
three years, the terms of said members to expire on the first day of
April. For the initial committee to be appointed hereunder, the Modera-
tor shall appoint three members for a term of three years, three mem-
bers for a term of two years and three members for a term of one year,
all of such terms to expire on the first of April at the end of such term.
Any member of said Committee who shall be appo/nted or elected to
Town office or a committee or board other than the Personnel Board
or the Capital Outlay Committee shall forthwith upon his qualification
in such office, and any member who shall remove from the Town shall
upon such removal, cease to be a member of said Committee. The Mod-
erator may rescind an appointment to the committee if the appointee
has failed to attend one-~lf of its regular meetings and may fill any
vacancy for the unexpired term. Said Committee shall choose its own
officers. The members of said Committee shall serve without salary.
Sub-section 2. The Advisory Committee may employ, subject to
an appropriation therefor, a Secretary.
Sub-section 3. In the event of any vacancy in its membership, the
Advisory Committee shall notify the Moderator in Writing, and the
Moderator shall thereupon fill such vacancy.
Sub-section 4. The Advisory Committee shall consider all matters
of business included within the articles of any warrant for a Town
Meeting, and shall, after due consideration, make a report or recommen-
dation as to each art/cie. The recommendations shall be those of a ma-
jority of those present and voting, provided that a quorum of five (5)
members of the Committee shall be present, but this shall not be con-
strued to prevent recommendations or reports by a minority as of said
committee.
Sub-section 5. The Advisory Committee shall have authority at any
time to investigate the books, accounts and management of any depart-
ment of the Town, and to employ such expert and other assistance~as it
may deem advisable for that purpose and the books and ~ib'unts /{f all
departments and officers of the Town shall be open to the inspeeti~tn of
the Committee and aiay person employed by it for that purpose.[The
Committee may appoint sub-committees of its members and delegate to
them such of its powers as it deems expedient. ~~

Sub-section 6. The various Town Boards, Officers and Committees
charged with the expenditure of Town money shall, not Later than the
first of November of each year, prepare detailed estimates of the amounts
deemed by them necessary for the administration of their respective
offices or departments for the ensuing fiscal year, with explanatory
statements of the reasons for any changes from the amounts appropriated
for the same purpose in the preceding year. They shall also prepare
estimates of all probable items of income which may be received by.
them during the ensuing year in connection with the administration ox
their departments or offices, and a statement of the amount of appropria-
tion requested by them for the ensuing fiscal year. Such estimates and
statements shall be filed with the Town Accountant who shall at once
transmit the same to the Advisory Committee, and shall be on forms
approved by the Committee.
Sub-section 7. The Advisory Committee shall duly consider the
estimates and statements filed by the Town Boards, Officers, and Com-
mittees, and may confer with said Boards, Officers and Committees
and hold hearings, if they deem it advisable. The Advisory Committee
shall thereupon recommend such sums and in such division of items as it
considers necessary and convenient.
Sub-section 8. The Committee shall give at least one public
hearing not less than ten days proceeding the date of the Adjourned An-
nual Meeting, upon all matters to be considered by them. They shall pre-
pare and distribute among voters, prior to said adjourned meeting, prin-
ted copies of such finding and recommendations ns they see fit to make,
and shat! report the same to said meeting. For this purpose and for the
performance of their other duties, hereunder, they may incur such rea-
sonable expenses as may be necessary.
Sub-section 9. The Committee may make such rules and regulations,
not inconsistent with this Section or any other By-Law of the Town, as it
may deem necessary and advisable, to carry out its duties and obliga-
tions.

ARTICLE 68: To see if the Town will vote to amend its Zoning
By-Law by taking from the Industrial "S" District described by Section
3.82 that parcel of land shown on Plan No. 6279, recorded with North
Essex Deeds, as being owned by Village Land Company, and by redesign-
ating the same as part of the Country Residence District by adding the
following Section to said By-Law:
Section 3.45. That parcel of land shown on Plan No. 6279, recorded
with North Essex Deeds, as being owned by Village Land Company,
containing 3.88 acres, more or less, bounded and described as follows:
Northeasterly 621.51 feet by the Southwesterly line of the New England

Your Advisory Committee has reviewed all items in this warrant calling for
the expenditure of tow~ funds and has evaluated these items from the point of
view that in this year of inflationary trends our major obJective~ consistent
with maintaining an adequate level of town services, was to hold the increase
in expenditures to a minimum which accordingly would reflect a modest change in
the tax rate.
Following this criteria~ we have approved budget increases in those areas
where we felt they were absolutely necessary and accordingly were able to hold
the proposed budget increases to l0 1/2% over the 1970 expenditures. The budget
requests as originally submitted by the departments represented an increase of
13 1/2% over the 1970 expenditures. While it is somewhat difficult to estimate
the impact our recommendations will have on the 1971 tax rate, because of the
uncertainty of various adjustments, we estimate that if our recommendations are
accepted by town meeting, the increase in the tax rate as a result of increases
in departmental budgets will be approximately $5.00.
In connection with non-budge~ articles appearing in the warrant which would
require the expenditure of funds~ we have followed the same criteria as mentioned
previously and accordingly we are recommending only those articles that are
vitally necessary. As to sewer and water extension articles, we are following
the recommendation of the Capital Budget Conxmittee~ and therefore are recomm~nS-
ing that the funds for these articles be raised and appropriated out of current
revenue. If our recommendations are followed on the non-budget articles the
effect on the tax rate will be an increase of approximately $2.00.
The Advisory Committee wishes to thank all those who participated with us
during the year and who have made information and data available to us for
presentation within this report.

GREETINGS:
In the name of the Commonwealth of Massachusetts, you are hereby directed to
notify and warn the inhabitants of the Town of North Andover who are qualified to
vote in elections and town affairs~ to meet in the Bradstreet School Auditorium in
Precinct One, the St. Michaels School Auditorium in Precinct Two~ the Thompson
School Auditorium in Precinct Three, the Kittredge School Auditorium in Precinct
Four and the Franklin School Auditorium in Precinct Five, all in said North Andover
on Monday March 1~ 1971 at 7 o'clock A.M., and there to act on the following
Article:
ARTICLE 1. To elect a Moderator and Town Treasurer
for one year, one Selectman~ one Member of the Board
of Assessors, one Member of the Board of Health~ one
Member of the Board of Public Works, one Member of
the School Con~nittee and five Constables for three
years, one Member of the Planning Board and one Mem-
ber of the Housing Authority for five years~ and to
act upon the following Question:
QUESTION: Shall section fifty-eight D of
chapter forty-eight of the General Laws, providing
for a forty-two hour work week for permanent members
of fire departments, be accepted?
All to be voted upon one ballot.
The polls shall be open from 7:00 A.M.~ and shall
be closed at 7:00 P.M.
After final action on the preceeding Article 1~
said meeting shall be adjourned by virtue of Section
4, Article 1~ of the Town By Laws to Saturday March
13, 1971 at one-thirty (1:30) P.M., in the Veteran's
Auditorium of our North Andover High School, then
and there to act on the following Articles:
ARTICLE 2. To elect all other officers not required
by law to be elected by ballot.

ARTICLE 7. To see if the Town will vote to authorize the Town
Treasurer with approval of the Selectmen, to borrow money from time
to time in anticipation of the revenue of the financial years begi.r~.ing
January 1, 1971 and January 1, 1972, in accordance with the prows~ons
of General Laws, Chapter 44, Section 4, and to renew any note or notes
as may be given for a period of less than one year in accordance with
the provisions of General Laws, Chapter 44, Section 17.

ARTICLE 9. To see if the Town will vote to authorize the Board
of Health to appoint one of its members to the position of Board of
Health Physician and to fix his compensation, as such, as provided by
Section 4A of Chapter 41 of the General Laws.

ARTICLE 10. To see if the Town will vote to raise and appropriate
the sum of $1500.00 to be used for a Town 4th of July Celebration. Any
and all profits made at said celebration to be returned to the Town,
said appropriation to be expended by a committee of nine members to
be appointed by the Selectmen.

ARTICLE 11. To see if the Town will vote to raise and appropriate
the sum of $35,000, to be expended under the direction of the Board of
Fire Engineers for the purpose of appointing seven regular fire fighters.
All appointees to have passed the Civil Service physical and mental ex-
aminations, all in accordance with Civil Service Rules and Regulations.

ARTICLE 12. To see if the Town will vote to raise and appropriate
the sum of $19,400, to be expended under the direction of the Board of
Fire Engineers for the purpose of appointing four regular fire fighters,
who have passed the Civil Service physical and mental examinations,
all in accordance with Civil Service Rules and Regulations.

ARTICLE 13. To see if the Town will vote to accept Scction 57B
of Chapter 32 of the General Laws, as inserted by Chapter 149 of the
Acts of 1963, which reads as follows:
"Any member of a police or fire department of a city or town, who re-
tires under the provisions of sections fifty-six to sixty, inclusive, and who
was appointed a reserve police officer or call fire fighter shall, for the
purpose of retirement, be entitled to count as creditable service such
service as a reserve police officer or call fire fighter as the retiring
authority shall determine."

ARTICLE 14. To see if the Town will vote to raise and appropriate
the sum of $1270.65 for the purpose of amending its Personnel By-Law,
Sectidn 7, Schedule A, Department Head and Supervisory Group, by
striking compensation grade S-10 from class title Working Foreman, and
inserting in its place compensation grade S-11, effective April 1, 1971.

ARTICLE 15. To see if the Town will vote to amend its Personnel
By-Law, Section 7, Schedule A, Department I-Iead and Supervisory Group,
class title Working Foreman, by striking from compensation grade S-10
the single asterisk (*) assigned thereto and the entire wording of the
provision indicated thereby, effective APril 1, 1971.

the sum of $525.00 for the purpose of amending its Personnel By-Law,

by retirement shall be allowed a portion of his accumulated sick
leave as terminal leave. The following formula shall be used in
computing the amount of terminal leave to be allowed a retiring
employee.
(1) Twenty-five (25) whole years of continuous full-time service
shall be considered 100% service.
(2) An employee who qualifies for terminal leave shall be en-
titled to the same percentage that his years of service bears
to the 100% service factor of 25 years; but in no case shall
said leave exceed 90 days.
(B) OTHER LEAVE: (all as now provided and worded in its en-
tirety within Section 22 of the Personnel By-Law.)

ARTICLE 67. To see if the Town will repeal Article I, Section 5 of
the General By-Laws of the Town and to substitute therefor the following.
SECTION 5. Advisory Committee
Sub-section 1. There shall be an Advisory Committee consisting of
nine citizens of the Town, other than ToWn officers, appointed or elected.
The Moderator shall appoint three members each year for a term of
three years, the terms of said members to expire on the first day of
April. For the initial committee to be appointed hereunder, the Modera-
tor shall appoint three members for a term of three years, three mem-
bers for a term of two years and three members for a term of one year,
all of such terms to expire on the first of April at the end of such term.
Any member of said Committee who shall be appointed or elected to
Town office or a committee or board other than the Personnel Board
or the Capital Outlay Committee shall forthwith upon his qualification
in such office, and any member who shall remove from the Town shall
upon such removal, cease to be a member of said Committee. The Mod-
erator may rescind an appointment to the committee if the appointee
has failed to attend one-l~lf of its regular meetings and may fill any
vacancy for the unexpired term. Said Committee shall choose its own
officers. The members of said Committee shall serve without salary.
Sub-section 2. The Advisory Committee may ~employ, subject to
an appropriation therefor, a Secretary.
Sub-section 3. In the event of any vacancy in its membership, the
Advisory Committee shall notify the Moderator in Writing, and the
Moderator shall thereupon fill such vacancy.
Sub-section 4. The Advisory Committee shall consider all matters
of business included within the articles of any warrant for a Town
Meeting, and shall, after due consideration, make a report or recommen-
darien as to each article. The recommendations shall be those of a ma-
jority of those present and voting, provided that a quorum of five (5)
members of the Committee shall be present, but this shall not be con-
strued to prevent recommendations or reports by a minority as of said
committee.
Sub-section 5. The Advisory Committee shall have authority at any
time to investigate the books, accounts and management of uny depart-
ment of the Town, and to employ such expert and other assistance as it
may deem advisable for that purpose and the books and accounts of all
departments and officers of the Town shall be open to the inspection of
the Committee and any person employed by it for that purpose. The
Committee may appoint sub-committees of its members and delegate to
them such of its powers as it deems expedient.

Sub-section 6. The various Town Boards, Officers and Committe~
charged with the expenditure of Town money shall, not later than the
first of November of each year, prepare detailed estimates of the amounts
deemed by them necessary for the administration c/ their respective
offices or departments for the ensuing fiscal year, with explanatory
statements of the reasons for any changes from the amounts appropriated
for the same purpose in the preceding year. They shall also prepare
estimates of all probable items of income which may .be received by.
them during the ensuing year in connection with the aoministratiou ox
their departments or offices, and a statement of the amount of appropria-
tion requested by them for the ensuing fiscal year. Such estimates and
statements shall be filed with the Town Accountant who shall at once
transmit the same to the Advisory Committee, and shall be on forms
approved by the Committee.
Sub-section 7. The Advisory Committee shall duly consider the
estimates and statements flied by the Town Boards, Officers, and Com-
mittees, and may confer with said Boards, Officers and Committees
and hold hearings, if they deem it advisable. The Advisory Committee
shall thereupon recommend such sums and in such division of items as it
considers necessary and convenient.
Sub-section 8. The Committee shall give at least one public
hearing not less than ten days preceeding the date of the Adjourned An-
nual Meeting, upon all matters to be considered by them. They shall pre-
pare and dis. tribu, te. am,.ong voters, prior to said adjourned meeting, prin-
ten copies oI such iinding ann recommendations as they see fit to make,
and shall report the same to said meeting. For this purpose and for the
performance of their other duties, hereunder, they may incur such rea-
sonable expenses as may be necessary.
Sub-section 9. The Committee may make such rules and regulations,
not inconsistent with this Section or any other By-Law of the Town, as it
may deem necessary and advisable, to carry out its duties and obliga-
tions.

$3.00 per thousand on estimated costs of construction with a mini-
mum fee of $6.00 per permit.

Your Advisory Committee has reviewed all items in this warrant calling for
the expenditure of town funds and has evaluated these items from the point of
view that in this year of inflationary trends our major objective, consistent
with maintaining an adequate level of town services, was to hold the increase
in expenditures ~o a minimum which accordingly would reflect a modest change in
the tax rate.
Following this criteria, we have approved budget increases in those areas
where we felt they were absolutely necessary and accordingly were able to hold
the proposed budget increases Do l0 1/2% over the 1970 expenditures. The budget
requests as originally submitted by the departments represented an increase of
13 1/2% over the 1970 expenditures. While it is somewhat difficult to estimate
the impac~ our recommendations will have on the 1971 tax rate, because of the
uncertainty of various adjustments, we estimate that if our recommendations are
accepted by town meeting, the increase in the tax rate as a result of increases
in departmental budgets will be approximately $5.00.
In connection with non-budget articles appearing in the warrant which would
require the expenditure of funds, we have followed the same criteria as mentioned
previously and accordingly we are recommending only those articles that are
vitally necessary. As to sewer and water extension articles, we are following
the recommendation of the Capital Budget Committee, and therefore are recommend-
ing that the funds for these articles be raised and appropriated out of current
revenue. If our recommendations are followed on the non-budget articles the
effect on the tax rate will be an increase of approximately $2.00.
The Advisory Committee wishes to thank all those who participated with us
during the year and who have made information and data available to us for
presentation within this report.

notify and warn the inhabitants of the Town of North Andover who are qualified to
vote in elections and town affairs, to meet in the Bradstreet School Auditorium in
Precinct One, the St. Michaels School Auditorium in Precinct Two, the Thompson
School Auditorium in Precinct Three, the Kittredge School Auditorium in Precinct
Four and the Franklin School Auditorium in Precinct Five, all in said North Andover
on Monday March l, 1971 at 7 o'clock A.M., and there to act on the following

ARTICLE 1. To elect a Moderator and Town Treasurer
for one year, one Selectman, one Member of the Board
of Assessors, one Member of the Board of Health, one
Member of the Board of Public Works, one Member of
the School Committee and five Constables for three
years, one Member of the Planning Board and one Mem-
ber of the Housing Authority for five years, and to
act upon the following Question:

for a forty-two hour work week for permanent members

ARTICLE 7. To see if the Town will vote to authorize the Town
Treasurer with approval of the Selectmen, to borrow money from time
to time in anticipation of the revenue of the financial years begi.n~.ing
ganuary 1, 1971 and January 1, 1972, in accordance with the prowslons
of General Laws, Chapter 44, Section 4, and to renew any note or notes
as may be given for a period of less than one year in accordance with
the provisions of General Laws, Chapter 44, Section 17.

of Health to appoint one of its members to the position of Board of

the sum of $1500.00 to be used for a Town 4th of July Celebration. Any

ARTICLE ll. To see if the Town will vote to raise and appropriate
the sum of $35,000, to be expended under the direction of the Board of
Fire Engineers for the purpose of appointing seven regular fire fighters.

aminations, all in accordance with Civil Service Rules and Regulations.

ARTICLE 12. To see if the Town will vote to raise and appropriate
the sum of $19,400, to be expended under the direction of the Board of
Fire Engineers for the purpose of appointing four regular fire fighters,

tires under the provisions of sections fifty-six to sixty, inclusive, and who
was appointed a reserve police officer or call fire fighter shall, for the
purpose of retirement, be entitled to count as creditable service such
service as a reserve police officer or call fire fighter as the retiring
authority shall determine."

ARTICLE 26. To see if the Town will vote to amend its Personnel
By-Law, Section 22, by adding thereto the following sub-sections:
(A) TERMINAL LEAVE: An employee whose service is terminated
by retirement shall be allowed a portion of his accumulated sick
leave as terminal leave. The following formula shall be used in
computing the amount of terminal leave to be allowed a retiring
employee.
(1) Twenty-five (25) whole years of continuous full-time service
· shall be considered 100% service.
(2) An employee who qualifies for terminal leave shall be en-
titled to the same percentage that his years of service bears
to the 100% service factor of 25 years; but in no case shall
said leave exceed 90 days.
(B) OTHER LEAVE: (all as now provided and worded in its en-
tirety within Section 22 of the Personnel By-Law.)

ARTICLE 67. To see if the Town will repeal Article I, Section 5 of
the General By-Laws of the Town and to substitute therefor the following.
SECTION 5. Advisory Committee
Sub-section 1. There shall be an Advisory Committee consisting of
nine citizens of the Town, other than Town officers, appointed or elected.
The Moderator shall appoint three members each year for a term of
three years, the terms of said members to expire on the first day of
April. For the initial committee to be appointed hereunder, the Modera-
tor shall appoint three members for a term of three years, three mem-
bers for a term of two years and three members for a term of one year,
all of such terms to expire on the first of April at the end of such term.
Any member of said Committee who shall be appointed or elected to
Town office or a committee or board other than the Personnel Board
or the Capital Outlay Committee shall forthwith upon his qualification
in such office, and any member who shall remove from the Town shall
upon such removal, cease to be a member of said Committee. The Mod-
erator may rescind an appointment to the committee if the appointee
has failed to attend one-half of its regular meetings and may fill any
vacancy for the unexpired term. Said Committee shall choose its own
officers. The members of said Committee shall serve without salary.
Sub-section 2. The Advisory Committee may employ, subject to
an appropriation therefor, a Secretary.
Sub-sectinn 3. In the event of any vacancy in its membership, the
Advisory Committee shall notify the Moderator in writing, and the
Moderator shall thereupon fill such vacancy.
Sub-section 4. The Advisory Committee shall consider all matters
of business included within the articles of any war~ant for a Town
Meeting, and shall, after due consideration, make a report or recommen-
dation as to each article. The recommendations shall be those of a ma-
jority of those present and voting, provided that a quorum of five (5)
members of the Committee shall be present, but this shall not be con-
strued to prevent recommendations or reports by a minority as of said
committee.
Sub-section 5. The Advisory Committee shall have authority at any
time to investigate the books, accounts and management of any depart-
ment of the Town, and to employ such eXPert and other assistance as it
may deem advisable for that purpose and the books and accounts of all
departments and officers of the Town shall be open to the inspection of
the Committee and any person employed by it for that purpose. The
Committee may appoint sub-cOmmittees of its members and delegate to
them such of its powers as it deems expedient.

Sub-section 6. The various Town Boards, Officers and Committees
charged with the expenditure of Town money shall, not later than the
first of November of each year, prepare detailed estimates of the amounts
deemed by them necessary for the .adm~.mistratioa of .~..eir reap. ective
offices or departments for the ensuing fiscal year, wire explan~.tor~.
statements of the reasons for uny changes from the amounts appropriated
for the same purpose in the preceding yea~. They shall also prepare
estimates of all probable items of income which may be rece~v.ed by.
them during the ensu~.~ year in connection with the administration o~
their departments or offices, and a statement of the amount of appropria-
tion requested by them for the ensuing fiscal year. Such estimates and
statements shall be filed with the Town Accountant who shall at once
trsnsmit the same to the Advisory Committee, and shall be on forms
approved by the Committee.
Sub-seetion 7. The Advisory Committee shall duly consider the
estimates and statements filed by the Town Boards, Officers, and Com-
mittees, and may confer with said Boards, Officers and Committees
and hold hearings, if they deem it advisable. The Advisory Committee
shall thereupon recommend such sums and in such division of items as it
considers necessary und convenient.
Sub-section 8. The Committee shall ~ive at least one public
hearing not less than 'cea days preceeding the date of the Adjourned An-
nual Meeting, upon ail matters to be considered by them. They shall pre-
pare and distribute amOng voters, prior to said adjourned meeting, prin-
ted copies of such finding and recommendations as they see fit to make,
and shall report the same to said meeting. For this purpose and for the
performance of their other duties, hereunder, they may incur such rea-
sonable expenses as may be necessary.
Sub-section 9. The Committee may make such rules and regulations,
not inconsistent with this Section or any other By-Law of the Town, as it
may deem necessary und advisable, to carry out its duties and chli~a-
tions.
