It is your guide to the Town Meeting. Please bring it with yot~ Mtmicipal Finance Terminology The following terms are frequently used in this report and at Town Meeting. In order to provide everyone with a better understanding of their meaning, the following definitions are provided: RAXSE: Raise is to tax. The tax rate is set by the Assessors after the Town Meeting and after receipt of the "Cherry Sheet" (see below). APPROPRIATE: Appropriate is to authorize spending. Once an appropriation for a budget or article has been made by Town Meeting, the appropriation can only be changed by another ToWn Meeting. There is one exception -- a transfer from the Reserve Fund. SURPLUS REVENUE (often referred to as "Excess and Deficiency"): This fund represents the amount by which the Cash, Accounts Receivable and other floating assets exceed the liabilities and reserves. AVAILABLE FUNDS (often referred to as "Free Cash"): Available Funds is the amount certified annually by the State Bureau of Accounts by deducting from surplus revenue all uncollected taxes for prior years. This fund may be used by a vote of the Town Meeting. OVERLAY: The overlay is the amount raised by the Assessors in excess of appropriations and other changes for the purpose of creating a fund to cover abatements granted and avoiding fractions. OVERLAY RESERVE: This is the accumulated amount of the Overlay for various years not used or required to be held in the specific Overlay account for a given year, and may be used by vote of the town for extraordinary or unforeseen purposes or voted into the Reserve Fund. RESERVE FUND: This fund is established by the voters at an annual town meeting only and may be composed of (a) an appropriation (not exceeding 5% of the tax levy of the preceding year), (b) money transferred from Overlay Reserve, or (c) both. CHERRY SHEET: Named for the cherry colored paper on which the State Department of Revenue traditionally has printed it, the cherry sheet carries the figures which must be used by the Assessors in determining the amount to be raised by taxation. It lists the amounts of county tax and state assessments, as well as the estimated tax distributions from the General Fund, reimbursement, agency funds, and the Sales and Use Taxes. Town of North Annoyer Mas~h~ for t~e ANNUAL TOWN MEETING ~aturda~y~ April 28, 1984 This booklet contains the warrant for the Annual Town Meeting to be held in the Veterans Auditorium of North Andover Middle School on Saturday, April 28, 1984 at 1:30 P.M. It also contains the recommendations of your Advisory Committee. At the Annual Town Meeting, decisions will be made on how much money and for what purposes Town Officers, Boards and Committees will have to spend on proposed changes to the Town's Zoning and other by-laws, and on other proposed matters relative to how the Town should be governed. If you are a registered voter in the Town of North Andover, your vote will be counted at this meeting to amend, adopt or re3ect articles contained in the Town Warrant. R, EPORT OF THE A' VISORY COMMITTEE TOWN MEETING, _APRIL 28, 1984 TO THE VOTERS OF NOltE ANDOVEI:t The Advisory Board has reviewed every town budget carefully and discussed these budgets with each Department Head. Our recommendations are presented within this booklet for the taxpayers to study. It has been a lengthy procedure and we ask the taxpayers support at Town Meeting. This is the first year under Prop. 2 1/2 that we have reinstituted our commitment to a long term capital budgeting program for the town. In recognition of that program we are recommending to the voters that they approve $1,456,000 in new bond issues. These projects include the upgrading of deteriorating water mains, the construction of new water storage facilities, and the renovation of school buildings. In addition we are recommending the purchase of a major communications facility for the Police Department and computer technology for the school system. The Advisory Board would like to call special attention to the Personnel Board Articles beginning with Article 9 because several of these Articles appear in duplicate. Those which refer to compensation grades which begin "GR" pertain to the proposed new "North Andover Wage and Classification Plan" -- Article 9. If Article 9 does Not pass, Articles 10, 11, 12, 13, 14, 15, 20, 21, 23, 24, 27 and 29-~lbe withdrawn. Those Articles which refer to the current "S" schedule -- Articles 16, 17, 18, 19, 22, 26, 28, and 30 will then remain in place to be voted on by the taxpayers. To either of the Constables of the Town of North Andover: GREETINGS: In the name of the Commonwealth of Massachusetts, and in compliance with Chapter 39 of the General Laws, and as recently amended by Chapter 8, Section 9A of the Acts of 1974 and our North Andover Town ByLaws, Chapter 2, Section 2.4, you are hereby directed to notify and warn the inhabitants of the Town of North Andover who are qualified to vote in Town affairs to meet in the Veterans Auditorium of our North Andover Middle School on Saturday, April 28, 1984, at 1:30 P.M., then and there to act upon the following articles: A~TIC~ 1. The election of Town Officers appearing on the ballot have already been acted upon at the Annual Town Election on March 5, 1984. Petition of the Selectmen A~T~C~E 2. To elect all Town Officers not required by law to be elected by ballot. Petition of the Selectmen A~T~C~E 3. To see if the Town will vote to accept the report of receipts and expenditures as presented by the Selectmen. Petition of the Selectmen A~TICLE 4. To see if the Town will vote to fix the salary and compensation of the elected officers of the Town, as provided by Section 108 of Chapter 41 of the General Laws. Petition of the Selectmen A~T~CT~ 5. TO see what action the Town will take as to the budget recommendations of the Advisory Board. Petition of the Selectmen A~TXCLE 6. TO see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow in anticipation of the revenue for the next fiscal year, all as provided by Chapter 44 of the General Laws. Petition of the Selectmen TO consider the reports of all Special Committees. Petition of the Selectmen ARTICLE 8. To see if the Town will vote to petition the Massachusetts Legislature to enact legislation exempting Dana Fisher from the provisions of the law requiring mandatory retirmement of fire engineers at age 65; provided, however, that he is mentally and physically capable of performing the duties of his office or position. He shall annually, at his own expense, be examined by an impartial physician designated by the retirement authority to determine such capability. No deductions shall be made from the regular compensation of Mr. Fisher under the provisions of Chapter 32 of the Massachusetts General Laws for service after he has attained age 65 and upon retirement such member shall receive a superannuation retirement allowance equal to that to which he would have been entitled had he retired at age 65. Petition of the Selectmen A NUMBER OF PERSONNEL BOARD ARTICLES APPEAR IN DUPLICATE. THOSE WHICH REFER TO COMPENSATION GRADES WHICH BEGIN "GR" PERTAIN TO ~]E PROPOSED NEW "NORTH ANDOVER WAGE AND CLASSIFICATION PLAN (ARTICLE 9). IF ARTICLE 9 DOES NOT PASS, ARTICLES 10, 11, 12, 13, 14, 15, 20, 21, ~ 24, 27 and 29 WILL BE WITHDRAWN. THOSE WHICH REFER TO THE CURRENT "S" SCHEDULE, ARTICLES 16, 17, 18, 19, 22, 26, 28 and 30 WILL THEN REMAIN IN PLACE TO BE VOTED ON. ARTICLE 9. To see if the Town will vote to amend its Personnel ByLaw by striking therefrom Schedule "B" of Section 7 and inserting in place thereof the following new Schedule "B" entitled "General Annual Salary Schedule" and to raise and appropriate $17,353 to implement this proposed amendment. To see if the Town will vote to raise and appropriate the sum of $40,000 to be expended under the direction of the Board of Fire Engineers for the purpose of purchasing a vehicle for response and rescue, to replace the current 1968 pick up truck, which was not intended, nor purchased for this class of service, and is not adequate. Present conditions and future growth necessitate a vehicle suitable for the rescue work associated with firefighting. The 1968 truck will be retained for fire alarm system maintenance and for grass and brush fires. Such plans shall be referred to the Planning Board for distribution to each appropriate town board and department for their review and recommendations. The site plan shall consist of: a) compliance with the requirements for parking and loading spaces, for .lot size, frontage, yards and heights and coverage of buildings, and all other provisions of this ByLaw; b) convenience and safety of vehicular and pedestrian movement on the site, and for the location of driveway openings in relation to street traffic; c) adequacy as to the arrangement and, where not herein specified, the number of parking and loading spaces in relation to the proposed uses of the premises; d) arrangement, design and appearance of proposed buildings, structures, free-standing or ground signs, screening and landscaping; e) adequacy of the methods of the site for waste disposal, surface and sub-surface drainage, and lighting; f) location of wetland areas and existing and proposed topography.
