REPORT OF THE ADVISORY COMMITTEE
TOWN MEETING MARCH, 1972
VOTERS OF NORTH ANDOVER:
Increased personnel, cost of living pay increases, negotiated school
salaries and costly debt redemption are apparent in budget requests for 1972.
Budgets submitted amounted to $6,395,117, a 28% increase over $4,981,240 expended
in 1971.
After careful review our Committee reduced these requests by approx-
imately 2 1/2%.
Non-budget articles submitted amounted to $1,432,591. Considering the
large increase in budget necessities we have recommended that $664,468 is the
most we can afford for capital expenditures.
Even with the reductions we have made, it appears that the increase in
the tax rate will be approximately $11.00. Therefore we strongly recommend that
you, the voters of North Andover, support the action of our Committee.

COMMONWEALTH OF MASSACHUSETTS

TO either of the Constables of the Town of North Andover.
GREETINGS:
In the name of the Commonwealth of Massachusetts, you are hereby directed to
notify and warn the inhabitants of the Town of North Andover who are qualified to
vote in elections and Town Affairs, to meet in the Bradstreet School Auditorium in
Precinct One, the St. Michaels School Auditorium in Precinct TWO, the Thomson
School Auditorium in Precinct Three, the Kittredge School Auditorium in Precinct
Four and the Franklin School Auditorium in Precinct Five, all in said North Andover
on Monday the Sixth Day of March 1972 at 7 o'clock A.M., and there to act on the
following Article.
ARTICLE 1. TO elect a Moderator and Town
Treasurer for one year, one Selectmen, one
Member of the Board of Assessors, one Mem-
ber of the Board of Health, one Member of
the Board of Public Works, one Member of
the Greater Lawrence Regional Vocational
Technical High School District Committee,
and two members of the school Committee
for three years, one Member of the Plan-
ning Board for five years, and to act upon
the following Questions:
QUESTION ONE: "Shall Licenses be
granted in this Town for the operating,
holding or conducting a game commonly
called beano?"

QUESTION TWO: "Shall the Town, in
addition to the payment of fifty per cent
of a premium for contributory group llfe
and health insurance for employees in the
service of the Town and their dependents,
pay a subidiary or a~ditional rate?

QUESTION THREE: (1) Under the pro-
visions of Section 49A of Chapter 31
of the General Laws, shall the town of
North Andover vote that the office of
Building Inspector be placed within the
classified civil service? Yes No
(2) If it is voted
to place the office of Building Inspec-
tor within the classified civil service,
shall the town of North Andover vote to
provide for the continuance in said of-
fice of Charles H. Foster, the present
incumbent thereof, after passing a
qualifying examination? Yes No
Ail to be voted upon one ballot.
The polls shall be open from 7:00 A.M.
and shall be closed at 7:00 P.M.
After final action on the preceding
Article 1, said meeting shall be adjourned
by virtue of Section 4, Article 1, of the
Town By-Laws to Saturday March 18, 1972
at one-thirty (1:30) P.M., in the Veteran's
Auditorium of our North Andover High School,
then and there to act on the following
Articles.
ARTICLE 2. To elect all other officers
not required by law to be elected by
ballot.

It is recom-ended that the Town re-
fer to the Selectmen the appointment
of Town Officers not required by law
or By-Law to be otherwise chosen.
ARTICLE 3. To see if the Town will vote to
accept the report of receipts and expendi-
tures as presented by the Selectmen.
It is recommended the report be
accepted.

ARTICLE 4. To see if the Town will vote to
fix the salary and compensation of elected
officers of the Town, as provided by Sec-
tion 108 of Chapter 41 of the General
Laws.
It is recommen~e~ that the Town vote
to fix the following annual salaries
of the elected officers of the Town
effective from January 1, 1972.

ARTICLE 7. To sen if the Town will vote to authorize the Town
Treasurer with the approval of the Selectmen, to borrow money, from
time to time in anticipation of the revenue of the financial years begin-
ning January 1, 1972 and January 1, 1973, in accordance with the pro-
visions of General Laws, Chapter 44, Sectien 4, and to renew any net. e or
notes as may be given for a peried of less than one year in accoroance
with the provisions of General Laws, Chapter 44, Sectic~ 17.

ARTICLE 8. To consider the reports of all Special Committees.

ARTICLE 9. To see if the Town will vote to authorize the Board of
Health to appoint one of its members to the position of Board of Health
Physician and to fix his compensation, as such, as provided by Section
4A of Chapter 41 of the General Laws.

ARTICLE 10. To sen if the Town will vote to authorize and direct
the Selectmen to take such stops as they may deem advisable to inform
the Goneral Court of the Town's desire to have enacted into law that
House Bill this year filed by Rep. Gerard A. Guilmette, to change and
establish the boundary line between the City of Lawrence and the Town
of North Andaver.

ARTICLE 11. To sen if the Town will vote to raise and appropriate
the sum of $180,000, to be expended under the direction of the Selectmen
for the purpose of erecting, furnishing and equipping a towngarage, and
fencing and hot-topping a town yard on the land given to the town for
tha~ purpose, on 0sgood Street, in 1968.

ARTICLE 12. To see if the Town will vote to accept the provisiona
of Section 8E of Chapter 40 of the General Laws, entitled "An Act Au-
thorizing Cities and Towns to Establish Youth Commi~-siens.'

ARTICLE 13. To see if the Town will vote to raise and appropriate
the sum of $1920.31 for medical expenses and $75 for administrative ex-
penses incurred by the former Board of Public Welfare in behalf of
recipients of public welfare, prior to July 1, 1968.

ARTICLE 14. To see if the Town will vote to accept ~he provisions
of General Laws, Chapter 40, Section 8D, and to authorize the Selectmen
to appoint an historical commission of five members.

ARTICLE 15. To see if the Town will vote to raise and appropriate
the sum of $700, to be expended under the direction of the Town Clerk

ARTICLE 64. To see if the Town will vote to amend its General
By-Laws by adding the following new Article:
ARTICLE XI-A: IMPOUNDING AND RESTRAINT OF DOGS
A. The dog officer may cause a dog to be impounded for the follow-
lng reasons:
l) If found without a proper license.
2) If found at large or out of control outside of the bounds of
the property of the owner of the dog.
B. An impounded dog shall be released to its owner or keeper upon pay-
ment of the pound fees and on the fo]lowing additional conditions:
1) In the case of a dog impounded under paragraph A (1) above,
upon the obtuining of a license as required by law.
2) In case of a dog that has damaged other persons' private pro-
perty, only after the owner has compensated the person(s)
whose property has been damaged by the dog.
C. Dogs impounded and unclaimed by the owner or keeper after a
ten day period, shah be disposed of in accordance with the pro-
visions of Massachusetts General Laws, Chapter 140, Section 15lA.
D. The dog officer may order the owner or keeper of a dog to re-
strain
1) a dog that has been impounded twice for the reason specified in
paragraph A(2), above.
2) The dog officer, in his discretion, may remove an order of
restraint if the owner of the dog satisfies him that the dog is
unlikely to repeat its offense.

the sum of $6,000 for the purpose of paying the salary of a full time
dog officer.

ARTICLE 66. To see if the Town will vote to pass the following
resolution: Whereas, the U.S. military budget is costing the 5,689,170
residents of Massachusetts $2.8 billion a year; and
~faereas, many young men of Massachusetts are being drafted
against their will to fight and die in a war they neither support nor un-
derstand; and
Whereas, more than $I00 billion has already been spent off the In-
dochina War alone at a time when Federal money is needed for many
other pressing needs at home; and
Whereas, the U.S. Senate, by a vote of 57 to 38, approved the Mans-
field Amendment to end all U.S. involvement in Southeast Asia within 6
months.
Now Therefore Be It Resolved That the Citizens of North Andover,
Mass. records itself as being in favor of the Immediate, Total, Uncondi-
tional withdrawal of all U.S. military forces, logistics and aid to South
Viet, nam, Laos and Cambodia and to redirect our national priorities away
from military spending and instead to direct funds towards meeting hu-
man needs;
Be It Further Resolved that copies of this resolution be sent to both
U.S. Senators and all Congressmen from Massachusetts and to the Ma-
jority leader of the U.S. Senate, the Speaker of the U.S. House of Repre-
sentatives and the President of the United States of America.
