FOR USE IN FOLLOWING THE PROCEEDINGS
visions of this Article, and subsequent Articles listed in the
Warrant, gives the Board o£ Appeals discretionary power to
grant certain uses of the land without reference to a Town
Meeting.
We have interviewed all pertinent department heads,
boards, and committees, and visited every site for which an
appropriation or expenditure o£ money is proposed. We
ho~testly believe our recommendations are predicated on a
good fiscal policy and designed to promote the best interest
of the Town of North Andover. Each $21,000.00 raised and
appropriated during this year will amount to $1.00 on the tax
rate.
Wo hope you will attend and participate in the Annual
Meeting which will be held in the Veterans Auditorium of the
North Andover High School on Saturday, March 18, 1961,
at 1:30 p. m. In commending this report to you, we wish to
offer our sincerest thanks to the members of the Town Boards,
to Town officials, and all Department Heads whose excellent
co-operation made possible the performance of our own work.

To either of the Constables of the Town of North Andover.
GREETING:
In the name of the Commonwealth of Massachusetts, you
are hereby directed to notify and warn the inhabitants of
North Andover qualified to vote in elections and Town Affairs,
to meet in the Bradstreet School Auditorium in Precinct One,
the St. Michael's School Auditorium in Precinct Two, the
Thomson School Auditorium in Precinct Three and the Kit-
tredge School Auditorium in Precinct Four in said North
Andover on Monday, the sixth day of March 1961 at 7 o'clock
A.M., and there to act on the following article:
ARTICLE 1. To elect a Moderator, Town Treasurer,
Collector of Taxes, Highway Surveyor, Tree Warden, Three
Selectmen, Three members of the Board of Public Welfare
and Five Constables for one year. One Assessor, One member
of the Board of Health, One member of the Board of Public
Works, and Two members of the School Committee, for three
years. One member of the Planning Board and One member
of the Housing Authority for five years.
All to be voted upon one ballot, the polls shall be open at
7:00 A.M., and shall be closed at 7:00 P.M.
After final action on the preceding Article 1, the said
meeting shall stand adjourned by virtue of Section 4, Article
One of the Town By-Laws to Saturday, March 18, 1961 at one
thirty P.M., in the Veteran's Auditorium of the North
dover High School, then and there to act on the following
articles:
ARTICLE 2. To elect all other officers not required by
law to be elected by ballot.

ARTICLE 3. To see if the Town will vote to accept
the report of receipts and expenditures as presented by the
Selectmen.
Recommended that the report be accepted.
ARTICLE 4. To see what action the Town will take
as to its unexpended appropriations.
Recommended that all unexpended appropria-
tions be ~'eturned to the T~easu~t as of January 1,
1961, except those amounts followed by an asterisk.

salary and compensation of all elected officers of the Town, as
provided by Section 108 of Chapter 4l of the General Laws.

ARTICLE 7. To see if the Town will vote to authorize
the Town Treasurer, with the approval of the Selectmen, to
borrow money from time to time in anticipation of the revenue
of the financial year beginning January 1, 1962, to issue a
note or notes thereof, payable within one year, and to renew
or refund any such note or notes, all as provided by Sections
4 and 17 of Chapter 44 of the General Laws.
Favorable action recommended.
ARTICLE 8. To consider the report of all special Com-
mittees.
Recommended that the reports of all special
committees be heard.
ARTICLE 9. To see if the Town will vote to authorize
the Board of Health to appoint one of its members to the posi-
tion of Board of Health Physician, and vote to fix his compen-
sation as such, as provided by Section 4A of Chapter 41 of
the General Laws.
Petition of Board of Health.
Favorable action recommended on the basis of
compensation in the amount of $950.00 for the year
of 196I. This amount has been included in the Board
of Health Budget recommended by your Advisory
Board.
ARTICLE 10. To see if the Town will vote to authorize
the School Committee to appoint one of its members to the
position of School Physician, and vote to fix his compensation
as such, as provided by Section 4A of Chapter 41 of the
General Laws.
Petition of the School Committee.
Favorable action .recommended on the basis of
compensation in the amount of $1,500 for the year
of 1961. This amount has been included in the School
Department Budget.
ARTICLE 11. To see if the Town will vote to accept
the provisions of Chapter 647, Acts of 1960, relative to in-

creasing the amounts o£ pensions, retirement allowances and
annuities payable to certain £ormer public employees.

,.J~i?ARTICLE 12. To see if the Town will vote to amend its
~,,General ]~y-Laws by adding thereto the following provisions
(the appropriate section number to be assigned thereto by
the Town Counsel) No person shall fire or discharge any
firearms or explosives of any kind on any private property,
except with the consent of the owner or legal occupant thereof;
provided, however, that this by-law shall not apply to the
]awful defense of life or property nor to any law enforcement
officer acting in the discharge of his duties.

ARTICLE 13-A. To see if the Town will vote to amend
its Personnel, Wage and Salary Administration Plan by in-
creasing each of the amounts specified in Schedule B of all
Codes thereof by five per cent (5%), so making permanent
the "cost of living increase" voted by the Town at the Annual
Town Meetings of 1959 and 1960.

Unfavorable action recommended. However, we
do recommend the continuance of the 5% cost-
of-living increase to employees subject to the Wage
and Salary Administration Plan as ~oted under
Article 18 of the 1959 Annual Town Meeting, ~he cost
of which is included in salaries and wages of each
Town Departmen~ under Article VI of this Warrant.
'~:~ 13-B To see if the Town, notwithstanding its action
upon the preceding Article, will vote to amend its Personnel,
Wage and Salary Administration Plan by granting the fol-
lowing percentage increases in each of the amounts specified
in Schedule B Thereof:

C: FRINGE BENEFITS -- OVERTIME of its Personnel,
Wage and Salary Administration Plan by striking out, in the
clause relating to overtime pay in the Tree Department and
in the Department of Public Works, the phrase "forty-five
(45)", and inse~ting in place thereof the phrase: -- forty
(40).

Plan by striking the last sentence therefrom which reads,

visions of the "Rate of Progression" included in all compen-

tration Plan by striking therefrom, wherever the same occurs,
the phrase "two years", and inserting in place thereof, in
each instance, the phrase: ~

ARTICLE 14. To see if the Town will vote to amend
SCHEDULE C: FRINGE BENEFITS -- HOLIDAYS of its
Personnel, Wage and Salary Administration Plan by striking
out, in the last paragraph, the phrase "half time pay" and
inserting in place thereof the phrase: -- straight time pay.

ARTICLE 15. To see if the Town will vote to amend
Schedule A of Code ATP of its Personnel, Wage and Salaw

Administration Plan by Transferring the title "Engineering
Aide" from Code ATP 70 to Code ATP 90.

ARTICLE 16. To see if the Town will vote to accept
as a public way Highland View Avenue from Chadwick Street
to Furber Avenue to the width of 50 feet, described as fol-
lows: Extending from the southerly line of Chadwick Street
Southerly to the northerly line of Furber Avenue; Beginning
at a point in the southerly line of said Chadwick Street 210.0
feet easterly by said southerly line of said Chadwick Street
to the northwesterly corner of the hereon described street;
thence easterly by the southerly line of Chadwick Street 50.17
feet to a point; thence southerly 1,028.30 feet to a point in
the northerly line of Furber Avenue; thence westerly by the
northerly line of Furber Avenue, 50.21 feet, said point being
180.0 feet easterly from a stone bound marking the intersec-
tion of the easterly line of Brightwood Avenue, with the
aortherly line of Furber Avenue, thence northerly 1,019.60
feet to the point of beginning.

ARTICLE ~7. To see if the Town ~vill appropriate thc
sum of $35,000.00, for the purpose o~ providing "Medical
Assistance for the Aged," pursuant to Section 1-32 inclusive
of Chapter 118A of the General Laws, all expenditures made
from Old Age Assistance funds for said purposes during 1961
to be reimbursed from said sum. ~

mended thai the sum of Thirty Five Thousand
Dollars ($35,000.00) be raised and approprialed
for the purpose of this Ariicle.

To~n infirmary, or take any other action relative thereto.

,.~ ARTICLE 19. To see if the Town will vote to raise and
appropriate the sum of $500.00 for the use of its Development
and Industrial Commission.
Petition of Board of Selectmen.
Favorable action recommended. It is recommend-
ed that the sum of Five Hundred Dollars ($500.00)
be ~aised and appropriated for the purpose of this
Article.
~'" ARTICLE 20. To see if the Town will vote to raise
and appropriate, or transfer from available funds, the sum
of $1,827.71 to pay an outstanding 1960 bill rendered by the
City of Boston.

Favorable action recommended. It is recommend-
ed that the sum of One Thousand Eight Hundred
Twenty-Seven Dollars and Seventy-One Cents
($1,827.71) be raised and appropriated for the pur-
pose of this Article.
' ARTICLE 21. To see if the Town will vote to pay
National Planning & Research, Inc. the sum of $1,000.00,
being the balance due upon its bill, incurred by the Planning
Board during fiscal year 1960, for professional se~wices
rendered.

ARTICLE 22. To see if the Town will vote to raise
and appropriate the sum of $3,800.00 for the purchase of two
new 1961 12-voit system cars, one present car to be turned in,
in trade, and all equipment to be changed over, such as Police
radios, sirens, etc.

Favorable action recommended. It is recom-
mended that the sum o]' Three Thousand Eight
Hundred Dollars ($3,800.00) be raised and appro-
priate for the purpose of this Article, making a total
of three cars available to the Police Department.

ARTICLE 23. To see if the Town will raise and ap-
propriate, or transfer from available funds, the sum of
$2,000.00, to be used with the present 1954 Ford to purchase
a new automobile.

Favorable action recommended. It is recom-
mended that the sum of Two Thousand D o l l a ~ s
($2,000.00) be raised rend appropriated for the pur-
pose of this Article.
ARTICLE 24. To see if the Town will appropriate
the sum of $1,000.00, to be used with Federal grants for the
purchase of a 1961 model automobile for the Welfare Depart-
ment.

Favorable action recommended. It is ~ecommend-
ed that the sum of One Thousand Dollar's ($1,000.00)
be raised and appropriated for the purpose of this
Article.
ARTICLE 25. To see if the Town will raise and appro-
priate the sum of $4,551.00, to be used with the present two
ion 1954 truck to purchase a new two ton truck chassis, rack
body and drive winch.

Unfavorable action recommended at this time.
However, it is suggested that this a~'ticle be q'esub-
mitred at the next Annual Town Meeting.
ARTICLE 26. To see if the To~vn ~vill raise and appro-
priate the sum of $5,700.00, to be used with the present 1942
Ingersoll Rand Compressor on a 1952 Dodge Truck to purchase
a new 125 C.F.M. Compressor with a truck for mounting.

Favorable action recommended. It is recom-
mended that the sum of Five Thousand and Seven
Hundred Dollars ($5,~00.00) be raised and approp-
priated for the purpose of this Article.

ARTICLE 27. To see if the Town will raise and appro-
priate the sum of $2,000.00, te be used with the present Inter-
national LO-Boy Tractor to purchase a new International
Tractor with side mower.

' priate the sum of $4,975.00, for the purchase of a 1961 Ford
800 Tractor to be used by the Highway Department.

' ARTICLE 29. To see if the Town will raise and appro-
,.'~ priate the sum of $8,500.00 for the purchase of a four ton
dump truck for the use of the Highway Department.

? ARTICLE 30. To see if the Town will raise and appro-
priate the sum of $14,000.00, for the purchase of a Crawler
Loader for the use of thc Highway Department at the Dis-
posal Site.

Favorable action recommended. It is recommend-
ed that a~up ~o Six Thousand Five Hundred
'~~ be raLs'ed and approp~iated to be
used with the present dump tractor in trade for the
purchase of a used and vebulit Crawler Loader.
ARTICLE 31. To see if the Town will raise and appro-
~priate, or transfer from available funds, the sum of $4,500.00,
to purchase a Model 1900 addressograph, with address plates
and cabinet, for the use of the Public Works Department and
the Tax Collector.

Favorable action recommended. It is recom-
mended that the sum of T~vo Thousand Two Hundred
and Seventy Five Dollars ($2,275.00) be raised and
approrpiated for the purchase of a reconditionned
addressograph.
ARTICLE 32. To see if the Town will vote to raise and
appropriate the sum of $2,000.00 for the purchase of new
21/.z'' hose.
Petition of the Fire Engineers.
Favorable action recommended. It is recommend-
ed that the sum of Two Thousand Dollars
($2,000.00) be raised and appropriated for the pur-
pose of this Article.
ARTICLE 33. To see if the Town will vote to raise
and appropriate, or transfer from available funds, the sum
of $500.00, to purchase metal street signs of uniform size and
color for installation at various necessary locations.

Favorable action recommended. It is recommend-
ed that the sum of Five Hundred Dollars ($500.00)
be raised and appropriated for the purpose of this
Article.
ARTICLE 34. To see if the Town will raise and appro-
priate the sum of $10,000.00 for the rebuilding of Appleton
Street and Salem Street, un~~of the General
Laws, said money to be used with any money which may be
allotted by the State or County, or both, fro' this purpose, or
take any other action in relation thereto.

Favorable action ~'ecommended. It is recomd-
mended that the sum of Ten Thousand Dollars
($10.000) be raised and appropriated to meet the
Town's share of the cost of Chapter 90 Highway
Construction for rebuilding Appleton St. to Salem S~,~
only and that the sum o.f Thirty Thousand Dollars

4.45 Signs which are attached to and constitute a
part of the design of a building or structure
and which refer to the business activity carried

signs shall not extend more than six (6) feet
above the roof line of any building and wall
signs shall not exceed fifteen (15) percent of
the total wall area.

or offensive to the neighborhood.
6. By re-designating those sections of the By-Law

Favorable action recommended. It is ~"ecom-
mended that the sum of Eleven Thousand, Three
Hundred Ninety-six Dollars and Sixty-six Cents
($11,396.66) be trans.fe~v, ed from the Overlay Surplus
to the Reserve Fund, and that the amount of Three
Thousand, Six Hundred Three Dollars and Thirty-
four Cents ($3,603~3~) be .raised (end app~'opriated,
making a total of Fifteen Thousand Dollars
($15,000.00) for the purpose of this Article.
ARTICLE 68. To see if the Town will vote to take the

Favorable action recommended. It is recom-
mended thai the sum of One Hund,ced Ten Thousand
