The North Andover Conservation Commission has reviewed the matter and issued a decision many months ago. Although the Conservation has great concerns regarding continued residential development in the Watershed, we have no intention of prohibiting development of private parcels. The Commission's decision requires that this project meet an additional setback of over 80 ' from wetlands. This additional setback was required of all lots in this subdivision. Since this project can meet -those setbacks, the Conservation Commission approved the project. I have also been asked to confirm the wetland line on the site in the vicinity of the culvert. The wetland edge is located immediately downgradient of the siltation fence. Although bordering vegetated wetlands can indeed expand in the direction of point discharges, this has not been the case on lot 2 . This is likely due to the minimal flows through the culvert since very little storm runoff actually reaches the catch basins, and because the rip rap apron at the outlet prohibits the growth of any vegetation.
