Re: 357 Dale Street watershed special permit.
Dear Madam Chairperson:
Enclosed with this letter is a submittal package for the above referenced property. The
property is located in the watershed protection district. The applicant is proposing to
remove and replace a garage, and add a farmer's porch to an existing structure.
Since the overall size of the footprint will be reduced the amount of impervious surface at
the site will be reduced. Under this condition there will not be an increase in the volume
of runoff from the site and no impact on Lake Cochichewick.
I have discussed this project with Mr. Rand at the DPW and he feels that he could
probably review this project since it is so simple. This would negate the need for the
applicant to place the $2000.00 consultant's bond so the bond is not being submitted at
this time. If at a future time the outside consultants review is deemed as being necessary
the bond will be posted.

PROJECT DESCIPTION-
The proposed project consists of the removal and reconstruction of an existing garage in
the non-disturbance buffer zone of the watershed protection district, and the addition of a
farmer's porch to an existing dwelling located in the non-discharge zone of the watershed
protection district. The property has existed in its current size and layout sine 1984, and
therefore is subject to the smaller zone definitions in the watershed protection bylaw.
The existing garage to be removed is located 45 feet from the edge of a bordering
vegetated wetland. The wetland borders a tributary to Lake Cochichewick. The new
structure that will replace the existing garage will be smaller in footprint and will be
located no closer than 50 feet to the wetlands. Portions of the existing driveway in the
buffer zone will be removed to accommodate the new garage location. The result will be
more impervious area and less runoff from the site.
The proposed farmer's porch is located outside of the 100 foot non-disturbance buffer
zone in the non-discharge buffer zone. The increased pervious area created with the
replacement of the existing garage and removal of portions of the driveway will create a
net reduction in the impervious area on the site.
Wetlands that exist on the site will be protected by the installation of erosion control
consisting of a single row of double staked haybales backed by siltation fence. The
erosion control will be located to maintain the conservation commissions required 25 foot
no disturbance buffer zone. The erosion control will remain in place until all disturbed
areas are stabilized with grass.
CONSTRUCTION SEQUENCE
1. Erosion control shall be installed and inspected by a representative of the Town of
North Andover.
2. Remove existing garage structure.
3. Install foundation, cut driveway, and grade site to subgrade.
4. Construct garage.
5. Stabilize site with loam and seed.
6. Construct farmer's porch.
7. Erosion control shall remain in place until the site is stabilized with grass.

Date: April 26, 2000
The applicant proposes a farmers porch in the non-discharge zone of the Watershed District.
This proposal is a little over 100 feet away from a wetland. The other part of this application
includes razing portions of an existing garage and replacing a portion of the garage. The razing
of the garage will be conducted within 31 feet of a wetland and the proposed garage replacement
will be done approximately 51 feet away from a wetland. The overall proposal will be less
intrusive as the existing garage removal that will be conducted will be taken away from close
proximity to a wetland and the proposed replacement will be further away from a wetland than
the existing garage.
My review is as follows:
1. Erosion control is proposed 25 feet away from the edges of the wetlands near the garage
work through virtue of double staked haybales backed by a silt fence,

2. Written certification by a registered Professional Engineer needs to be provided stating
that there will be no significant degradation of the water quantity or quality in or entering
Lake Cochichewick.
3. The existing garage that will remain has a 21' side setback and appears to be in violation
of the required 30' side setback.
