RE: Supplemental Engineering Review
326 Great Pond Road
Special Pen-nit for Watershed District
Dear Ms. Griffin:
In response to your request, Coler & Colantonio, Inc., has reviewed the requirements
under the Zoning Bylaws relative to the Watershed District Special Permit for the above
referenced project. The plan has been reviewed for conformance under these submittal
requirements and standard engineering practice. The submittal package included the
following information:
Reports Entitled:
e Letter of Submittal and supporting documentation. Dated May 20, 1999.
Prepared by Scott and Frank Giles. Received May 24, 1999.
We offer the following comments:
Zoning Bylaw:
1, 4.136.)3.)b.)Pool discharge and patio runoff is proposed within the non-discharge
buffer zone.
Reportedly, the proposed pool filtration method does not require the discharge of any
wastewater. Patio runoff will not be captured and controlled, however this should not
have a significant impact. Satisfactorily addressed.
2. Section 4.136) 3.)c.)The construction of a fence is proposed within the no-
disturbance zone.
77ze Planning Board.should review this issue. Satisfactorily addressed
3. Section 4.136)4.)c.)ii.)2.)It is unclear if the Conservation Commission has
confirmed the wetland limits.
101 Accord Park Drive 781-982-5400
Norwell, MA 02061-1685 Fax: 781-982-5490
Reportedly, Richelle Martin has reviewed this project and determined that the project
does not require a Conservation Commission filing and does not fall within the 100'
BVW buffer zone. Satisfactorily addressed.
4. Section 4.136)4.) g)Test pits for the proposed site development were not included.
These should be done to detennine where high groundwater will be encountered
when constructing the pool.
Reportedly, it was concluded at the May 18'h Planning Board Meeting, that rest pits
would not be required in advance of the initial excavation. Satisfactorily addressed.
Additional Comments:
5. It is unclear how runoff will be directed and controlled.
Please refer to comment#1. Satisfactorily addressed.
6. It is unclear where the proposed 6"P.V.C. sewer will discharge.
Reportedly the proposed 6" PVC sewer pipe will discharge into the existing sanitary
sewer house connection. Satisfactorily addressed.
7. The method of erosion control should be indicated and explained.
Reportedly, the pool construction company will install haybales and a silt fence at the
limit of work. Satisfactorily addressed.
8. A RDA or NOI maybe required for the construction of the fence within the 100'
wetland buffer.
Please refer to comment#2, Satisfactorily addressed,

Dear Mr. MacT.ennan'
i
At the request of Scott L. Giles, Land Surveyor,West Environmental,Inc, (WEI)
conducted an inspection of the above referenced site. The proposed pool was roughly z
laid out and in an existing hard area, and the area northwest of the pool was sloping
upland forest down to Lake Cochichewick. A previously approved wetland boundary i
southwest of the pool area is slightly over 100 feet away at its closest point, 'There is an
existing house with a yard between the proposed pool and the existing wetland. r
=I
WEI reviewed the Plata of Land prepared by Scott Giles, Surveyor, dated 4/19/99.
This plan shows a previously delineated wetland boundary prepared by others. The
proposed pool location is in a flat to bowl shaped area. The land slopes south towards the
existing wetland. The proposed construction of the pool will have no significant
detrimental impact on Lake Cochichewick provided that proper erosion control be
utilized during construction of the pool, patio, pool house, sewer pipe and fence.
This completes our work at this time and we hope it meets your needs. Please call Y
our office if you have further questions.

Sincerely,

This is for a watershed special permit in 1999 to construct a pool, pool house and decking within non-discharge
zone. Mark MacLennan was the applicant. Let me know if you have any issues.
