Re: Meadow View Crossing
Dear Paul:
I have reviewed the plan and I am also very familiar with
the site and I wish to make the following recommendations:
First of all Road A should be connected to Woodbury Lane.
A road extension easement was left there for that purpose.
Road C and B should be connected and Road C should run through
to Salem St.
The drainage associated with this subdivision will be a
problem, as proposed. There is not enough wet lands to absorb
the drainage from the discharge point on Road B. Drainage
on Roads C and D is not adequate and again cannot be dumped
as shown on plan. Drainage from Station 6+50 to the existing
culdesac at Woodbury Lane, should run continuous. An additional
set of catch basins would be required at approx. Station 17+00.
Drainage from the discharge point 6+50 should be piped 150 ft.
into lot #36 to the headwall.
All culverts and drainage courses that cross Abbott St.
and are in the drainage pattern, of this development, will have
to be upgraded. We are already subjected to flooding in
these areas.
This subdivision, in my opinion, is designed strictly for
maximum density of lots and for the convenience of the purchasers
of then Blots, to live on a dead end street.
When are we going to require that the future developments
of our Town be done for the best interest of the Town and the
departments that have to protect and service them?

Every plan is coming through with a mishmash of dead
ended streets and cookie sheet type lot layout. No emphasis
is being placed on either open space or recreational areas.
I would recommend that this proposal be denied for the
reasons mentioned, and a resubmittal be required.

I have the following comments regarding NN"ING
subdivision:
1 . The nam Meadowv�e
i w Crossin should not be used
since the town alr ew Condominiums,
Meadowview Road and Meadow Lane all in different areas of
the town.
2 . Under the Subdivision and Control Regulations-
Preliminary Plan section III 2 (7) Street names for pro-
posed streets should be submitted with the preliminary
plan. Although this may seem minor to the developer, the
occurrence of each subdivision being constructed using
roads "A" "B" ""C" can cause confusion in an emergency and
once occupancy of a residence is taken, it becomes partic-
ularly important.
3 . Hydrants are not presently located at a suitable
location for fire protection as required in Section VF
Water Facilities . I recommend that the developer meet
with Mr . Borgesi and myself to adjust the location.
4 . The water main on Abbot Street must be connected
and fire hydrants added on Abbot Street prior to this
development proceeding.
5 . Lot numbers shall be posted during construction.
6 . House numbers shall be posted prior to occupancy.

Re : Meadowview Grossing

This letter is in response to a request from Mr. Thomas
Neve that the Conservation. Commission explain its positiol.-I
relative to the above referenced project directly to the
Planning Board. As we understand it from Mr . Neve, the
relevant issue is the possibility of connecting two cul-
de-sans by filling some wetland areas .
We feel we cannot approve such a plan because it does
not meet the performance standards set up wader the new
D.E.Q.E. regulations for administration of the 9etlands
Protection Act. Specifically these new regulations pro-
hibit alterations of more than 5000 square feet of border-
ing vegetated wetlands , and require replacement of any
alteration between 500 and 5000 square feet. The only
possible exception t.ca this requirement is when "crossing''
of a wetland is re ,uired to reach "dry land" on the other
side and there are no other reasonable alternative means
of access to the) dry land. ce gesteof he cul-de-sac in this projet does not fit this exception
and therefore cannot be approved by us .
Although we alt tem:pt to be reasonable and flexible in
reviewing proposed projects and alternativesp it is only
through strict adherence to the performance standards in
the regulations that we have any hope of avoiding further
drainage and water quality problems in our Town. It is
for this reason that we did not approve the Ingalls Crossing
III and Cobble Lane projects , or some of the common drive-
ways in the Equestrian Estates project.
