(4.136.3.c.ii.2) Vegetation removal is proposed and is allowed by special permit. (no action required) 4. (4136.3.c.ii.3) A new permanent structure is proposed and is allowed by special permit if a variance has been granted by the Board.(variance has been granted)(no action required) 5. (4.136.3.c.ii.5) Surface and sub-surface discharge is proposed and is allowed by special permit. (no action required) 6. (4.136.3.c.iii.4,5) Condition#77 of the Order of Conditions issued by the North Andover Conservation Commission specifies the use of slow release low-nitrogen lawn care products and prohibits the use of pesticides and herbicides within 100'of the Bordering Vegetated Wetland. As per VHB's recommendation, we have removed the 75' Conservation Zone line j from the Site Plan. i 2. We have performed a Roof Runoff Infiltration Analysis to confirm that the proposed roof runoff infiltration areas are adequately sized to recharge all of the roof runoff for storms up to the 100-year event. A copy of the Analysis is attached. 3. Condition No. 55 in the Order of Conditions issued by the Conservation Commission states"There shall be no increase in the post development discharges from the storm drainage system or any other changes in post development conditions that alter the post development watershed boundaries as currently depicted in the Notice of Intent and approved by this Order of Conditions, unless specifically approved in writing by the Commission." Since the Site Plan approved by the Commission is the same plan that was submitted for the Watershed Special Permit, and no changes are proposed to the stormwater management system, site grading, or limit of work,this condition is met by the Site Plan currently before the Planning Board. The post development discharges from the stormwater system and the post development watershed boundary are identical to those approved by the Commission. The "HydroCAD" Stormwater Modeling System has been used to calculate the runoff rate from the roof and to analyze the roof runoff infiltration facilities. The results of the analysis indicate that the proposed drywells will be adequate for the proposed 1600 square foot roof area, Figure 1: S.C.S. Soils Map shows the Soil Conservation Service soil types found in the area of the project site. The S.C.S. soil type found on the portion of the project site that is to be developed is: SuB Sutton very stony fine sandy loam, 3 to 8 percent slopes Hydrologic Soil Group B The exfiltration rate used in the calculations for the infiltration areas is 0.00 1417 feet per minute. This correlates to an infiltration rate of 1.02 inches per hour over the bottom area of the drywells. The Sutton soil is listed as having a USDA texture of sandy loam in the Soil Conservation Service's Soil Survey of Essex County. The recommended design infiltration rate for a sandy loam in a Hydrologic Soil Group B soil is 1.02 inches per hour(See Table 1). Also;no credit was taken in the calculations for the exfiltration that will occur through the sidewalls of the drywells.
