The Application for a Special Permit-Watershed Permit is made to perform work within the 100 foot buffer
zone of an isolated wetland resource within the Watershed Protection Overlay District. The work is
associated with the construction of a single family home in a residential district. The work,due to the small
amount of proposed impervious surface and use of rain garden areas, will not, in my opinion, significantly
degrade the quality or quantity of water entering Lake Cochichewick.

Project Description
The proposed project involves the construction of a single family dwelling with
appurtenant driveway, lot grading and utilities on an existing 47,647±square foot parcel
near the end of Campion Road. Portions of the work are within an isolated wetland and
its 100 foot buffer zone. The lot is within the Watershed protection District of Lake
Cochichewick. Three rain garden areas are proposed to compensate for the filling of the
wetland.
The Applicant's property is depicted on North Andover Assessor Map 62 Lot 89. The
property is located in the north of town on the easterly side of Lake Cochichewick. The
wetland area was flagged by Michael Wierbonics of Wetlands Preservation, Inc. in
November 2013 and located by an instrument survey conducted by Andover Consultants.
A copy of the Estimated Habitat map is attached. There are no estimated habitats of rare
wetlands wildlife or certified vernal pools on or near the lot according to the Natural
Heritage and Endangered Species Program website.
A copy of the Flood Insurance Rate Map is attached. The parcel is not in the floodplain
per Flood Insurance Rate Map 25009CO228F, dated July 3, 2012.
Soils on the lot were mapped by the USDA Natural Resources Conservation Service
(NRCS) as Sutton fine sandy loam(map unit 410C). The Sutton soil is assigned to
Hydrologic Soil Group B (HSG B) and is a soil with a moderate infiltration rate when
thoroughly wetted.
Since the project consists of the construction of a single family house, the project is
exempt from the MADEP Stormwater Management Standards. However, runoff from
impervious surfaces will be recharged on site via the proposed rain gardens.
The proposed dwelling will be connected to an existing sewer, not to a septic system, so
nitrogen and phosphorous contributions to the groundwater will be minimal and typical
of surrounding residential uses. During construction the southern, downhill perimeter of
the work will be protected with staked hay bales to prevent migration of sediment from
the site until final stabilization.
