HomeMy WebLinkAboutConsultant Review - 700 GREAT POND ROAD 9/17/1996 4 . 1 7-1996 2:29Pt,1 FROM WETLANDS PRES'v 803 382 3492 P > E T L A N Q G ■ , WESEA VAT 10N „L l September 17, 1996 Mr. Michael Howard North Andover Conservation Commission 146 Main Street North Andover,MA 01845 Re: Construction Inspection Great Pond Estates North Andover,MA Dear Mr.Howard: In response to Condition 16a of the Order of Conditions for the above referenced project, Wetlands Preservation,Inc, (WYI)has been retained by the owner,Marilyn Elias,to conduct construction monitoring and perform the role of Environmental Monitor as requested by the North Andover Conservation Commission(NACC). In that regard, WPI conducted its initial efforts at the site with you approximately two weeks ago reviewing wetland boundaries and on September 12, 1996. Observations from that site inspection are as follows: 1. Construction activities underway during the time of the site inspection included rough grading of the roadway,rough grading of the shoulder areas, and temporary stockpiling of loam and other onsite materials. The cul-de-sac was generally shaped to grade,although it was apparent that grading of the subgrade was still underway. A temporary trench has been excavated at the end of the cul-de-sac to the detention pond to catch sediment in runoff during road subgrading. This water is temporarily being routed to the detention pond. Approximately 50%of the roadway appeared to be near the proposed subgrade elevation. The erosion control on the east side of the cul-de-sac in the vicinity of the proposed detention pond on Lots 5 and 6 was checked and verified as being in place and functional. Soil was disturbed approximately 30 feet above the silt fence boundary and several large holes have been excavated. Any runoff from upgradient stockpiled inaterial will be trapped within these holes prior to reaching the bottom of the slope and the erosion control barriers, 2. Erosion control below the cul-de-sac was in place and functioning well,although it Was apparent that no rainfall had pushed any silt towards the silt fence or hay bale boundary as of September 12, 1996. The detention basin on Lot 3 is under construction Erosion control below the detention basin was installed per plan but should be augmented with an additional row of staked hay bales on the downhill side of the silt fence wherever water will tend to accumulate. 17-1996 2:30'P M FROM WETLANDS PRE S'V 603 382 8492 p 3. Erosion control around the isolated area at the end of the cul-de-sac should be extended. approximately 15 feet to cut off potential siltation from adjacent disturbed soil areas. 4. Erosion control in the vicinity of the road culvert was inspected. Erosion control looked adequate and in good shape. It appears that no water has yet moved from the site from any rainfall events since construction was initiated, and careful monitoring at the culvert crossing should be conducted to assure that sediment is not being lost from the disturbed soils in the vicinity of the road, Conditions at the construction site are currently in good condition. Erosion control is properly installed and needs only minor modification to provide protection of resource.areas. The site was inspected again on Monday, September 16, 1996 after the weekend storm conditions and the erosion mntrol fabric appeared to be functioning. There was little or no sediment movement in the direction of the silt fence throughout the site. Observations will be made during the upcoming storm conditions to determine runoff corridors and to provide additional augmentation of erosion control should it be�rarraoted.
