was installed in conformance with the North.Andover Board:of Health approved plan,System
Design Permit# , dated I S' , with an approved design flow of 440
gallons per day. Themat-erials used were in conformance with those specified on the approved
plan;the system was installed E—accordance with the provisions of 310 CMR 15.000,Title 5 and
local regulations, and:the-foul grading agrees substantially with the approved plan. All-work is

Dear Mr. Osgood:
This letter is to confirm that on July 9, 1998 the North Andover Board of Health
granted the following variances for the repair of the septic system located at 151 Raleigh
Tavern Lane:
• Reduction of the proposed leach area by 25% - 310 CMR 15.405(l)(d)
• Reduction in the amount of pervious material below the leach bed
As you know, since the site cannot provide the required four feet of naturally
occurring permeable soil, a variance from the state DEP is required. Please inform this
department of your progress in that area.

Re: 151 Raliegh Tavern Lane, variance requests
Dear Sandra:
Enclosed you will find the soil evaluator sheets and the public advertising for the above
referenced property location. This office is prepared to attend a public hearing regarding
this matter on July 9, 1998 at the North Parish Church.
The two variances that are being requested are a reduction in the size of the leach bed and
a reduction in the amount of pervious material below the leach bed. The reason for the
request is that there is no other location on the lot that is appropriate for sewage disposal.
It is the contention of this office that the same degree of environmental protection will be
maintained because the unsuitable material above the naturally occurring material will be
removed and replaced with sand. The effluent will have to travel through the sand and the
existing pervious material for a minimum distance of four feet before it comes in contact
h the bedrock. This four feet of material will allow the effluent to be filtered properly
prior to coming into contact with the bedrock or the water table.

PUBLIC NOTICE
Public notice is hereby given to the abutters of the property at 151 Raleigh Tavern Lane
in North Andover, MA. Regarding the request of William Watson for a variance to the
requirements of Title 5, the law governing the installation of septic systems in
Massachusetts. The specific variances being requested are as follows.
1. Reduction of the effluent loading rate of 0.15 gallons per square foot required
by Title 5 section 15.242 to 0.2 gallons per square foot per day. This results in
a 25% reduction in the required leach area size.
2. Reduction in the required four feet of naturally occurring pervious material as
required by Title 5 section 15.240(1) to a depth of 2 feet.
The Board of Health will hold a public hearing regarding this matter at the North Parish
Unitarian Church at 190 Academy Lane, North Andover, MA on Thursday July 9, 1998
at 6:45 P.M..
