Vanasse Hangen Brustlin,Inc.(VHB)is providing an engineering review of the Watershed Special
Permit Application and associated plans provided to date.This review is conducted in accordance
with the Town of North Andover Zoning Bylaw,Massachusetts Department of Environmental
Protection(DEP)Stormwater Management Policy and standard engineering practice. VHB has
reviewed the following:

The following comments note non-conformance with specific sections of the Zoning Bylaw,
questions/comments on the proposed design,and VHB's recommendations/suggestions.
General Comments:
• VHB suggests that revised sheets C3 and C5 have a revision date on them.
Section 4.136—Watershed Protection District
• 3.b.ii. The Observatory Hill Faculty Housing Project falls under Uses Allowed by
Special Permit subsection of the Watershed Protection District Bylaw due to

drainage discharge encroaching on the Non Discharge Buffer Zone of Lake
Cochichewick. See comment for 4.c.iv.
• 4.c.ii. A map with a scale of 1 inch equals 40 feet was not provided as required by
this section. However,the plan set includes a Watershed Protection District Plan
with a scale of 1 inch equals 150 feet and a Proposed Site Plan with a scale of 1 inch
equals 20 feet.Both of these plans have the required information(4.c.ii.1-6)
displayed.
• 4.c.iii. The Applicant's Engineer has certified that there will be no degradation to
the quantity and quality of water entering the lake satisfying the requirement(see
Narrative attachment to the Application for Watershed Special Permit).
• 4.c.iv. While there appears to be other alternative locations for the Faculty Housing
Project,the Applicant has provided a rational for the placement of the proposed
structures and the necessary encroachment on the Non-Discharge Zone.
• 4.c.vi. The Applicant's Engineer has provided a Turf Management Program
Application Schedule and has stated that it is the school's policy not to use
fertilizers in the Non-Discharge Zones(see Narrative attachment to the Application
for Watershed Special Permit). Although this appears reasonable,it is unclear
whether this is acceptable to the Town of North Andover.
• 4.g. The runoff from the increase in impervious surface is proposed to be recharged
through a drainage system ending in a swale that diverts stormwater to the
preserved tree line. Therefore,it appears that the requirements of this section have
been met.
Standard Engineering Practice: ;
• The parabolic drainage swale(drainage note 3,sheet C3)references a detail on
drawing C5. There is no detail on sheet C5 pertaining to a swale.
Summary— 1
Overall the Application for Watershed Special Permit has been well prepared and contains
all the necessary information.
It is recommended that the Applicant provide WRITTEN RESPONSES to the issues and
comments in the General Comments and Standard Engineering Practice sections.

We have received your comments,dated March 8, 2004, on the application for Watershed Special Permit for the
above project. Below are our responses to your comments, in the same order.
• General Comments. The revised drawings C3 and C5 have revision dates in the upper right corner just
above the PE stamp.
• 3.b.ii. No response required.
• 4.c.ii. We trust the Board agrees that the scale of the plans submitted is better than a single plan at
V = 40'.
• 4.c.iii. No response required.
• 4.c.iv. We trust the Board will accept our explanation in the Narrative regarding the siting of the
buildings.
• 4.c.vi. We trust the Board will agree that the School's turf management plan is consistent with the
Zoning Bylaw.
• 4.g. No response required.
• Standard Engineering Practice: We have provided a detail of the parabolic swale on drawing C5, and
herewith submit a second revision of the drawing.
We appreciate the comment in the Summary regarding the overall quality of the submission.
