Subject: Brooks School—Soccer Field Renovation
Dear Ms. Tyman:
Enclosed you will find a complete application for a Watershed Special Permit submitted in compliance
with section 4.136 of the North Andover Zoning Bylaw. Attached to this application are three(3)full
size and seven (7)half size prints for the above referenced project.As we have discussed,the scope of
work includes the renovation of two(2)existing soccer fields on the Brooks School campus at 1 160
Great Pond Road in North Andover.
The renovations will include new synthetic turf surfaces, grandstands and viewing area on both fields.
Sports lighting is also proposed on both fields. The earthwork associated with the proposed
improvements is limited to minor re-grading around the perimeter of the fields. As these are existing
natural grass soccer fields there will be no increased parking anticipated or proposed as a part of this
project.
You will note that the limit of the work is partially within the General Zone of the Watershed Protection
District.As shown on the existing conditions plan the proposed work is well outside of the wetland
buffer zones and the non-discharge and non-disturbance buffer zones associated with the Watershed
Protection District. The work is anticipated to begin this summer,upon receipt of any required approvals
and/or permits.
As you are aware we met with the North Andover Technical Review Committee (TRC)on May 27, 2009.
The following is a summary of issued raised by the TRC and our response to those concerns.
a. Abutters concerns regarding erosion by the lake.We were advised that the Conservation
Commission has received questions from an abutting property owner regarding erosion on their
property. This is the first my client has heard of this issue. Although we do not feel the erosion is
tied to the existing soccer fields, we will work with the Town of North Andover to find a suitable
solution for all concerned. We will investigate this matter and report our findings back to you
prior to the public hearing with the Planning Board.
b. Parking required/provided for the 200 seat grandstands. Section 8.1 Off Street Parking
requires one(1)parking space for every four(4)person based upon the design capacity of the
facility. The adjacent parking lot has 96 parking spaces,which provides adequate parking for the
existing facility.Further,this existing and proposed use(soccer fields)will not change.

c. Hours of operation for the sports lights. Brooks School will commit to end all field activity by
10:00 pm,and lights out by 10:30pm.
d. Will the Time of Concentration(TOC) in the proposed drainage system match the existing
condition?Enclosed you will find a drainage study provided by DeVellis 7rien,Inc. Civil
Engineers dated May 28, 2009.You will find in this study that we have snatched the peak
discharge rates for the 2, 10 and 100 year storm events. For additional information please refer to
the attached drainage study report.
Because of the nature of the proposed work we respectfully request that the Planning Board waive the
requirements for Traffic Study,Fiscal Impact and Community Impact Reports. Please schedule this for
review at your next available Planning Board meeting. I would be happy to meet with you prior to that
meeting to review the plans and/or walk the site.
