RE: 880 Great Pond Road—Special Permit Application
Dear Mr. Chairman,
The proposed project at 880 Great Pond Road offers significant improvements to the
existing condition in regards to the quality of storm water runoff. Storm water drainage
calculations show no significant change in the quantity of water directed toward Lake
Cochichewick. Currently,the property is mowed grass and landscaping very near and in
some places directly adjacent to existing wetlands. There are no methods of infiltrating
roof runoff and there are no limitations on the type or quantity of fertilizers used on site.
The proposed project,however, includes two infiltration trenches that will direct `clean'
runoff from the roof into the groundwater and a pervious paver driveway that will
provide additional infiltration benefits will replace the existing impervious,bituminous
concrete driveway. Also, an aggressive enhanced planting schedule is proposed within
the 25-foot no-disturbance zone and landscaping throughout the site will provide a
superior level of treatment to storm water runoff. As part of the Landscape Plan,
plantings have been chosen by the Landscape Architect to require minimal maintenance
and to thrive without the need for commercial fertilizers or pesticides. A note on the
proposed site plan prohibits the use of fertilizers during construction.
Steven Eriksen of Norse Environmental Services,Inc., completed an analysis of the
projected down-gradient concentrations of nitrogen,phosphorous and other relevant
chemicals to be expected from redevelopment of the site. The investigation finds that
there will be a slight reduction in the quantity of nitrogen and phosphorous export and
that"redevelopment of the property will result in reduced nutrient export and a slight
improvement in environmental benefits through infiltration and reduction in impervious
surfaces". The report entitled, "Estimated Nutrient Loading Report 880 Great Pond Road
North Andover, Ma."is attached.

Due to the improvements mentioned above and the findings of the report prepared by Mr.
Eriksen,it is my opinion that there will be no significant degradation of the quality or
quantity of water entering Lake Cochichewick as a result of the proposed project at 880
Great Pond Road.
