The application and proposed Site Plan were passed along to Darryl Gallant at VHB for review. On January 28, 2008, Mr. Gallant submitted his comments. The following are his comments (in italics)with our responses immediately following. 1. (4.1363.c.ii.3)Hasa variance been granted for the construction of this dwelling, as required by this section? On August 14,2007,the Zoning Board of Appeals granted a variance for the construction of the proposed structure, as required. 2. (4.136.3.c.iii.4 and S)A note should be added to the plans prohibiting the use of lawn care or garden products during construction that may contribute to the degradation of the public water supply or that are not organic or slow-release nitrogen, as specified by this section. A note prohibiting the use of these chemicals has been added to the plan. 3. (4.1364.c.ii.4) The Applicant should revise the 100'Buffer Zone dimension to read 100'Non-Disturbance Zone. (4.136.4.c.iii)A written certification by a Registered Professional Engineer, stating that there will not be any significant degradation of the quality or quantity of water in or entering Lake Cochichewick has not been provided, as required by this section. A written certification letter has been drafted and is attached. 5. (4.1364.c.vii) The Applicant should provide projections of down gradient concentrations of nitrogen,phosphorous and other relevant chemicals, as required by this section, or request a waiver. Steven Eriksen of Norse Environmental Services,Inc. has put together a report, dated March 11, 2008, detailing the down-gradient concentrations of these chemicals for the pre and post development conditions. A copy is attached. 6 (4.136.4.g) The Applicant has provided an infiltration trench to recharge roof runoff. Have other groundwater recharge methods been considered for the driveway and or deck areas. The proposed driveway will be constructed of pervious pavers and will be graded toward a catch basin that will be connected to an infiltration trench. The deck will include a decking material that will be properly spaced to allow rain to pass through to the surface below.Underneath the deck a pervious gravel patio is proposed. 7. The Applicant should note that the Locus Plan shows Haverhill as the bordering town to North Andover. This should be revised to Boxford. This revision has been made to the plan. 8. Have test pits been taken at the location of the proposed infiltration trench? The Applicant should verify that there is a 2-foot separation between annual high groundwater and the bottom of the trench. At a minimum, this 2-foot separation should be specified on the Infiltration trench detail. ndover consultants i . Test pits have been performed at the proposed infiltration trench locations and the proper separation between groundwater and the infiltration trench has been ensured. Test pit data is attached. 9. A detail should be added for the proposed retaining wall. This detail has been added to the plan. 10. A detail/typical section should be added for the proposed paver driveway.
