We are applying for a Special Permit 4.136(4)under the Watershed Protection District to
pave an existing parking lot and entranceway. The surface is about 12,490 square feet of
compacted reprocessed asphalt(gravel). If granted permission, we propose grading the
parking lot to make it possible to capture the runoff in a catch basin with a four foot sump
and a catch basin hood. Further, we propose to funnel the water from this catch basin,
through a pipe,to be recharged in a grassed water quality swale. Currently, this area has
neither a filtering system to control the quality of the runoff, nor a system in place to
recharge the runoff on site.

To whom it may concern:
The grounds department at the North Andover Country Club will adhere
to the following procedures. The purpose of these procedures is to assure that no
materials placed directly on the golf course nor any residue from equipment used
in taking care of the golf course will be exposed to the asphalt next to the golf
maintenance building.
Maintenance of equipment will be done inside the maintenance building.
Washing of equipment will be done either on the golf course or on a dirt
road leading from the maintenance building directly to the third fairway.
All equipment will be allowed to cool(before being washed)at the
washing site.
All equipment will access and exit the golf course via a dirt path from the
side of the maintenance building,through the woods and onto the third fairway.
All materials used in taking care of the golf course are stored in the
maintenance building.

Dear Members of the Planning Board:
The North Andover Country Club (Applicant) is requesting a Special Permit under Section 4.136
Watershed Protection District established under the Town of North Andover Zoning Bylaw.
The Applicant is proposing to improve the existing dirt and gravel parking area of approximately
12,490 square feet located on the easterly side of Great Pond Road adjacent to the platform
tennis courts.
The proposed work will consist of paving the existing dirt/gravel parking area and the installation
of a bituminous concrete curb around the perimeter of the parking area to direct surface runoff
towards a proposed catch basin with a 4' sump which will collect sediments and particulate
matter. A 12" manifold tee will be installed within the catch basin at the outlet pipe in order to
keep gas and oil contained within the precast catch basin. The runoff will then flow through a
12" polypipe (ADS type)to a 4'wide water quality grassed swale and.into a grassed retention
area (see plan).
This drainage collection system is designed to remove total suspended solids and remove any
gas or oil from entering the drainage system ensuring the quality of water within the Towns
Watershed Protection District.
Certain maintenance shall be performed to insure that the drainage system is continually
operating properly. The maintenance program for the system is as follows:
1. CATCH BASIN
Catch basins should be cleaned out when the sediment depth results in a sump
of less than two feet(2')within the catch basin. The catch basin should be
inspected every six(6) months and any sand and/or trash debris should be
removed. Also, during this routine inspection the 12° manifold tee should be
checked and any floating petroleum based products should be removed and
disposed of properly.

2. WATER QUALITY GRA§SED SWALE and GRASSED RETENTION AREA
Care should be taken to inspect the grassed swale and shallow grassed
retention area at least twice a year, once in the spring and again in the late fall
after the trees have shed their leaves. The spring inspection shall be performed
to insure that sifting has not occurred at a rate which may impede the flow
capacity of the swale or the storage volume of the retention area. If silting has
occurred, special care should be taken to remove the siltation and reseeding
should be performed as needed. The late fall inspection shall be performed to
ensure that leaf litter does not impede the flow capacity of the swale or the
storage volume of the retention area. If leaf litter has occurred, special care
should be taken to remove the leaf litter from the swale and the retention area
and reseeding should be performed as needed.
CONSTRUCTION MEASURES
To protect the existing brook to the south of the proposed work; haybales and envirofence shall
be placed along the southerly limits of the proposed work(see plan). This measure will collect
and trap any sifting which might occur during construction. The haybales and envirofence shall
be maintained and repaired during construction and shall remain in place until slopes are
stabilized and vegetation has taken hold.
In summary, the existing condition of the parking area consists of compacted gravel and dirt
which generates a peak rate of runoff of 1.12 cfs with a runoff volume of 336 cf during a 100
year storm event. The proposed bituminous parking area generates a peak rate of runoff of
2.06 cfs with a runoff volume of 618 cf during a 100 year storm event. This increases the peak
rate of runoff in this area by 0.94 cfs and produces an additional 282 cf. To compensate for the
increase in the rate and volume of runoff this office proposes to direct the runoff to a catch basin
and into a water quality grassed swale which will flow into a grassed shallow retention area
capable of holding 304 cf of storm water. All runoff from the proposed paved parking area will
be treated and recharged through the drainage system and flow overland within a grassed and
vegetated area resulting in additional surface infiltration and cleansing prior to reaching any
resource area within the Towns Watershed Protection District.
The above proposal shall direct storm water runoff away from the brook located to the south,
reduce the volume of runoff to pre-construction levels, remove total suspended solids from the
storm water runoff and promote groundwater recharge through the use of retention.
