RE: 880 Great Pond Road—Special Permit—Engineering Review
Dear Mr. Chairman,
In a letter written upon his second review of our revised Site Plan and Details, Darryl
Gallant, of VHB offered the following comments (in italics). Our comments,with
consideration given to my discussions with the Board during the public hearing on April
1, 2008, are immediately following.
1. An "enhanced plantings"area is now proposed between the farmer's wall
and the wetland around the property. The Applicant should clarify what the
plantings will consist of
A detailed Landscape Plan has been prepared and submitted. A copy is attached.
2. An edge treatment along the edge of the driveway should be proposed,
adjacent to the top of the proposed stone wall. This edge will help direct
runoff to the catch basin and avoid conveying runoff to the adjacent property.
The stone and mortar retaining wall detail has been modified to show that it will extend
to 6-inched higher than the adjacent driveway, serving as a curb and serving to direct
runoff into the catch basin.
3. As currently designed, the roof drain overflow on the east side of the house is
higher than the catch basin rim. Therefore, during larger storm events,
ponding may occur in the driveway. Has the applicant considered an overflow
pipe from the proposed catch basin or infiltration trench.
The pervious paver driveway is reported by the manufacturer to provide a significant
amount'of storage within the sub-base layer of the system. The sub-base is comprised of

the same stone material used for the infiltration trenches. Also,the retaining wall will be
backfilled with a crushed stone material and will have weep holes that will provide
additional relief for any ponding water in the driveway. We feel the runoff from the roof
drain into the catch basin will have ample opportunity to infiltrate and be carried away
from the driveway within the groundwater and we would prefer to avoid an additional
pipe outlet on site. Furthermore,re-directing runoff may be in conflict with the wishes of
the Conservation Commission Reviewer.
Also,during the hearing Mr. Simons requested a stamped letter of certification that the
project would not cause any degradation to the quality of runoff entering the Lake. The
previously submitted letter is attached. The Operation and Maintenance Plan has been
revised to include the section `During Construction' that addresses potential issues that
may arise during the demolition/construction portions of the project.A copy is attached.

The Applicant has adequately addressed VHB's comments and no further engineering review is
required at this time. Please refer to the final report below for additional details.
The plan was reviewed for conformance to the 1972 Town of North Andover Zoning Bylaw(last amended
July 10,2006). The Applicant has submitted the following information for VHB's 3`d review:

VHB's original unaddressed comments are shown below in italic font with follow-up comments in bold.

Addressed. The Applicant has chosen not to modify the proposed design and has
provided reasoning for this in the response to comments letter.
