The plan has been reviewed for conformance under these submittal requirements and standard engineering practice. The submittal package included the following information: Plan Entitled: ® ".Proposed Lot Development 500 Great Pond Road in North Andover, Mass" one sheet dated April 19, 1999- Prepared by Dewsnap Engineering Associates Received April 26, 1999. Reports Entitled: ® Letter of Submittal and Project Summary. Dated April 17, 1999. Prepared by Dewsnap Engineering Associates Received April 26, 1999. We offer the following comments. A complete review of the drainage system was not possible,because design calculations, invert elevations and test pit information were not submitted. Zoning Bylaw: 1. Section 4.136)4.)c.) vii.) Section 4.136)4.)c.)ii.)2.)It is unclear if the Conservation Commission has confirmed the wetland limits. 3. Section 4.136)4.) g.)Test pits for the proposed site development were not included. Additional Co ents: 4. Drainage calculations should be submitted, which indicate the stage storage capacity of the infiltration basin, pre and post construction runoff for the 1, 2, 10,25 and 50- year stomas and catchment areas. 5. The proposed grading would result in runoff collection and ponding at the proposed 151.5 crown.The proposed contours do not properly tie into the existing contours in the vicinity of the infiltration basin and near the 151.5 crown. 6. Runoff'from the lower end of the driveway is not directed through the proposed stormwater system. 7. The Proposed Detention Basin should include an overflow spillway. The revised plan has been reviewed for conformance under these submittal requirements and standard engineering practice. And revised May 18, 1999 Prepared by Dewsraap Engineering Associates Received May 24, 1999. Reports Entitled: e Letter of Submittal and hydrology Calculations. Dated May 20, 1999. Prepared by Dewsnap Engineering Associates Received May 24, 1999. We offer the following comments: Zoning Bylaw: 1. Section 4.136)4.) c.)vii.) It is unclear if the Conservation Commission has confirmed the wetland limits. Reportedly, the Conservation Commission has confirmed the wetland boundaries. 3. Section 4.136)4.) g.)Vest pits for the proposed site development were not included. Reportedly, groundwater was observed at 143.0. This should be confirmed by a certified soil evaluator, however the proposed detention basin is to be located above the existing ground and high groundwater would have no impact on this structure. Additional Comments: 4. Drainage calculations should be submitted, which indicate the stage storage capacity of the infiltration basin, pre and post construction runoff for the 1, 2, 10, 25 and 50- year storms and catchment areas. Calculations have been provided and indicate no increase in the peak run offflow for any of the fore mentioned storm events. Satisfactorily addressed. 5. The proposed grading would result in runoff collection and ponding at the proposed 151.5 crown. The proposed contours do not properly tie into the existing contours in the vicinity of the infiltration basin and near the 151.5 crown. The contours have been modified and indicate adequate drainage conditions for the proposed paved areas. Satisfactorily addressed. 6. Runoff from the lower end of the driveway is not directed through the proposed stormwater system. It is not feasible to channel this run off into the proposed stormwater structures. Reportedly, this run off will be directed to an existing swale along Great Pond Road, The Planning Board should be aware of this issue. No further comment. 7. The Proposed Detention Basin should include an overflow spillway. An overflow spillway is indicated on the detention basin design. Satisfactorily addressed. With this letter is one (1) copy of the plans consisting of two (2) sheets depicting the revisions and dated April 19, 1999 and revised May 18, 1999. As discussed, this office revised the retention area and added a fore bay with a detention basin. The fore bay/detention area was moved from its previous location so that the area could be utilized by the members of the golf club for "chipping" to the practice putting green, as they have done in the past. Enclosed is a copy of the drainage calculations outlining the storage capacity of the detention facility with the pre & post calculations for the 1, 10 and 100 year storm events; and the catchment area. The wetlands line has been confirmed with the Conservation Commission and is noted on the plan (see note #9). Also, the location of the hand auger test, taken at the request of the Conservation Commission, has been shown and noted on the plan (see notes #11 & 12 on the plan). We have added parking spaces on the plan at the request of Ms. Heidi Griffin, Planning Board Administrator. There are a total of twelve (12) parking spaces. The proposed drive grading has been revised to omit the 151.5 contour. This area has been slightly re-graded in order to direct runoff towards the proposed drainage system. Also, noted in the Engineering Review letter is the lower drive area. This office was unable to direct the runoff toward the drainage system due to the existing parking area Mr. Jason Loiselle Page 2 RE: 500 Great Pond Road - North Andover, MA May 20, 1999 Special Permit for Watershed District grades being lower. The runoff from this area will flow over the existing parking area toward Great Pond Road and into the grassed area along Great Pond Road which will cleanse the water and flow towards the low area as it always has (see plans).
