Dear Nlr.Cornwall:
I understand that you are representing the North Andover Country Club in their desire
to replace the portajohn located at the tennis courts on Great Pond Road. As it was represented
to me,you have proposed a tight tank as a receptacle for wastewater coming from a proposed
toilet to be built in a small building. The following quote is from 310 CMR 15.260(1) of the State
Environmental Code:
"Departmental approval of the use of a tight tank is required and may be granted only
after review and approval of site-specific plans and only to eliminate a failed on-site system when
no other feasible alternative to upgrade the system in accordance with 310 CMR 15-201 through
15.293 exists. Tight tanks shall not be approved for new construction or for increased flow to
existing systems...."
Since tight tank usage is precluded by regulation, and because municipal sewer is
available to the site, the recommended solution would be to tie-in the proposed toilet to the
municipal sewer line.

MEMORANDUM
TO: North Andover Planning Board

RE: 500 Great Pond Road-Watershed Special Permit
DATE: May 10,1999
The applicant proposes to pave over an existing gravel driveway and parking lot,
approximately 12,490 square feet in total within the watershed district. My review is
as follows:
1. Section 4.136-4-c-H requires a map with a scale of V=40'; the plans has a scale of
111=20'.
2. There isn't a note on the plans referring to the fact that the wetland areas has
been confirmed by the Conservation Commission relative to Section 4.136-4-c-
ii(2). A note should be added to ensure compliance.
3. The applicant's letter of intent indicates the area is to be utilized for parking-
therefore, the amount of parking spaces should be delineated on the plan for
compliance with town regulations and for the direction of the traffic flow.
4. 1 am attaching a copy of the engineering review relative to this project Several
issues still need to be addressed prior to approval(drainage calculations, etc.)

To Mrs. Griffin:
We would like to ask for a continuance to appear before the Planning board on June 1st
instead of on May 18th. North Andover Country Club is making changes to its plan as a
result of recommendations made by Coler& Colantonio,the engineering firm hired by
the town of North Andover,and of recommendations made by you,
I will place in you possession both a letter from Coler& Colantonio stating that they are
in agreement with our submittal, and (9) nine copies of the updated plan on or before
May 24' 1999.

The applicant proposes to pave over an existing gravel driveway and parking lot,
approximately 12,490 square feet in total within the watershed district. My review is
as follows. The applicant has addressed my previous comments outlined in my
memorandum of 5/10/99(attached).
1. Section 4.136-4-c-II requires a map with a scale of 1"=40';the plans have a scale
of 1"=20'.
2. The applicant has added a note, specifically note 9, stating the wetlands have
been confirmed by the Conservation Commission.
3. The applicant has added all of the proposed parking areas on the plans
pursuant to my request. The total amount of parking spaces total twelve.
4. I have not yet received a revised engineering review; however if I do I will
draft up a decision for the Planning Board.
