Director October 10, 1996 Mr. Steve Stapinski Merrimack Engineering Services 66 Park Street Andover,MA 01810 Re: 56 Meadowwiew Road-Watershed Special Permit Dear Mr. Stapinski,, I have reviewed the site plan submitted yesterday for the watershed special permit application for 56 Meadowview Road. Section 4.136(4)of the Zoning Bylaw lists the items that must be included on a plan for submission with an application for a watershed special permit. As set forth in that section the following items must be added to the plan prior to the public hearing on Tuesday night: the non-disturbance zone(100') the non-discharge zone(325') This section also requires written certification by a Registered Professional Engineer,or other scientist educated in and possessing extensive experience in the science of hydrology and hydrogeoloy stating that there will not be any significant degradation of the quality and quantity of water in or entering Lake Cochichewick. The applicant must also demonstrate that there is no reasonable alternative location outside of the non-discharge zone for any discharge structure or activity associated with the proposed use to occur. I Subsection 4(f)states that within the non-disturbance zone any runoff from impervious surfaces shall, to the extent possible, be recharged on site and diverted toward areas covered with vegetation for surface infiltration. The plan must demonstrate how the run off from the additional impervious surface will be recharged. If you have any questions please do not hesitate to call me at 688-9535.
