This lot in part of the Great Pond Estates Subdivision, for which the road construction is near completion. The owners of the subdivision are actively ouorkcthzg Lot 6, and hythis application seek the Board's approval oy the proposed building envelope and associated site improvements, including erosion, siltation and stormwater management controls. The applicants are aware ofthe sensitivity of the site and will work closely with all agencies of the Town of North Andover to asstire that current best management practices are followed during and after construction This application is subject to the North Andover Zoning By-Law in effect as of November 12, 1992, the date the definitive plan for Great Pond Estates was filed with the Planning Board. General Laws Chapter 40A, Section 6, provides that all land shown on a definitive plan shall be governed by the provisions ofthe Zoning By-Law bu effect mtthe time of submission of the dofiuitiveplan, for u period oy eight years fbllovviug Planning Board endorsement. The Definitive Plan for Great Pond Estates was endorsed ho November lgg4. E3y letter dated June l3, 1997, Mr. Nicetta,the Building Comrnissioner, confinned that lots within Great Pond Estates are subject to the l492Zoning By-Law. A Special Pnrnoitie required under Section 4.l3h.4.a.l of the l992 Zoning By-Law for otoonwater discharges resulting from construction of a residential structure iii the Watershed Protection District. The proposed dwelling ia over 7OOfeet from the edge wf Lake Cochichewick. � � Enclosed please find the following supporting materials: 1. Application for Special Permit; 2. Certified Abutters' List; 3.Plan entitled"Special Permit Site Plan,Lot 2, Great Pond Estates, Saile Way,North Andover, Ma." (Site Plan); 4. Information regarding Infiltrator leaching chamber units; and 5. Two checks, one in the amount of$100 for the filing fee and one in the amount of$2,000 for the plan review fee. Given the relative simplicity of the proposed project,the applicant is hopeful that plan review can be completed or substantially less that$2,000. A Request for Determination of Applicability for Lot 6 has been filed with the North Andover Conservation Commission. A meeting is expected to be scheduled within the next month with the Commission. The results of the meeting will be provided to the Board. The proposed site development is shown on the attached Site Plan. The dwelling proposed for this lot will be cone to the Town water and sewer dis asal system. In design of this lot, care has been taken to employ the current best management practices for erosion, si tation, and stormwater control, as required by the Town Regulations. These practices will protect the water supply and ground water of the watershed. 12M 22L2 erosion control shall be placed prior to construction to reduce and filter the surface runoff from storm water during the construction process. (See the erosion control siltation barrier detail on the Plan.) The Site Plan also shows a detail for the construction of a tem stone entrance to the lot. During construction many vehicles will enter and leave the site. This stone area, located at the end o tie driveway,near the edge of the pavement will help prevent tracking of mud and sediment from the site. The area will also filter stormwater runoff from the site during construction. It will be the res onsibilit of the owner and contractor to maintain and modify, if necessary,these erosion control devices to u i e intent of minimizing su ace sediment carrying runoff from this site during the construction process. This design also incorporates long term stormwater control measures. To collect and treat roof runoff, all roof drains will flow into a subs , r collection system,where the water will then leach into the ground. Hi Profile Infiltrator Units will be installed as shown on e Plan. The Infiltrator Units will be placed on a la er of sand and covered with sand and topsoil. Roof runoff will flow alto the units and leach into the sand layer, en undo e ground. These units have a large subsurface storage volume for stormwater. For small rain storms storage is not necessary. During time of peak flow from a 10 year storm event, the amount of runoff will be about one inch. The intent of this design is to have storage volume for this one inch of rainfall. The following is the calculation for the number of units to be used: Impervious roof area= 3600 s.f. Analyze 1" of storm water to treat. 3600 s.f. x 1"/12' = 300 cu. ft. 300 cu. ft. / 16.3 cu. ft./unit = 18.4 units required. Propose using 20 High Profile Infiltrator Units. The proposed grade of the structure has been set to minimize the impact for lot disturbance and maintain the natural vegetation cover. BAILEY, M (617)951-1107 October 5, 1999 By Certified Mail,Return Receipt Requested North Andover Planning Board North Andover Town Hall North Andover,MA 01845 Re: Lots 3 and 6, Saile Way Request for Extension of Special Pen-nits Dear Members of the Board: I am writing on behalf of Marilyn and Felecia Elias, the owners of Lots 3 and 6, Saile Way,to request a one-year extension of the Watershed Special Permits ("Special Permits")which authorize the construction and use of a single family dwelling on each of Lots 3 and 6. The Special Permits were issued on December 19, 1997 and will lapse on December 18, 1999, unless substantial use or construction has commenced by that date. Section 10.31.3 of the North Andover Zoning By-law provides that the Special Permit Granting Authority may, for good cause, extend a special permit for an additional one year period. The Eliases have sold two of the five lots on Saile Way. Construction on those lots (numbers 1 and 2)has begun. The Watershed Special Permit for Lot 5 has been extended by one year, and will now expire on October 28, 2000. The Eliases hope to sell Lots 3 and 6 well before the Watershed Special Permit for each Lot lapses. Given the current real estate market,however, it will be very difficult for a buyer to complete all the steps necessary to commence construction prior to the December 18 lapse date. it is virtually impossible to engage an architect or a builder for a project which must be started this building season. Accordingly, the Eliases request a one year extension of the Special Permits.
