It is our understanding that we are to review the plans for compliance with the Zoning By-Laws requirements for projects in the Watershed Protection District. We have reviewed this plan for compliance with lots created before October 24, 1994. Reportedly Mr. Nicetta, the building commissioner, has confirmed this by a letter sent to Civil Construction Management. The following documents were reviewed: • A plan entitled "Special Permit Site Plan, Lot 3 Great Pond Estates, Saile Way, North Andover, Mass. Drawn for Eight Meadows Realty Trust' prepared by Civil Construction Management Inc.,dated October 31, 1997. • Application for Special Permit dated October 31, 1997, prepared by Civil Construction Management,Inc, The parcel is located on Saile Way. The proposed dwelling is located over 250 beet from Lake Cochichewick and outside the non-disturbance zone, but within the non- discharge zone for wetland resource areas. MA 02061-1685 Fax: 781.982--5490 11/21/97 14:51 NO.0?8 1?03 We offer the following comment: 1 ' Test pit data from 1983 and 1994 is shown on the plans. Note that a fowidation drain is proposed for the building, invert data should be included for the foundation drain. The foundation drain appears to be a discharge with the "no discharge zone". The house foundation and drain should be located above seasonal high water table to avoid being a discharge. We recommend that tests be performed at the actual location of the proposed systems before or during construction. This test should be perfon-Red by a soil evaluator and witnessed by an agent of the town. A note indicating testing is to be performed is indicated on the plans.
