Plan Date: August 25,2003 Review Date: 1-26-04 Rev.Plan Date: March 1,2004 2"d Review Date: 3-12-04 The plan was reviewed for conformance to the 1972 Town of North Andover Zoning Bylaw(last amended December 2002). The Applicant has submitted the following information for VHB's review: • Cover letter from Civil Construction Management,Inc.to Mr.Paul Russell dated February 3, 2004 • Special Permit Site Plan dated August 25,2003,revised March 1,2004 • Copy of VHB report dated 1-26-04 with hand-written comments(presumably marked by Applicant) Please note that the Applicant did not provide written responses to VHB original comments. VHB's original comments are shown below in normal font. Our secondary continents are show in bold font. General Comments 1. The site plan shows three resource areas;Lake Cochichewick,a wetland adjacent to Lake Cochichewick,and a wetland located south of the proposed driveway and west of Saile Way. No further information required for this comment. 2. The site plan is not clear as to what features are existing and what features are proposed. The Applicant should clarify by adding"Proposed"or"Existing"labels on the plan. Based on VHB's review of the plan,it appears that the existing features include: • Existing house and garage • Existing detention pond along north side of proposed driveway • Existing drainage system for Saile Way draining into existing detention pond • Existing silt trap and treatment swale adjacent to existing detention basin • Existing water,sewer and electricity lines along proposed driveway to the existing house • Existing concrete headwall near wetland south of driveway with culvert leading to detention pond Again,based on VHB's review of the plan,it appears that the proposed features include: • Proposed driveway along southerly limit of lot, • Proposed pool,deck and raised overlooks, • Proposed roof infiltration system, 1 \\\Nfawa!r\le\06716.89\does\reports\80Saileway-WSP-Collow tip 1.da ',.. • Proposed temporary sedimentation control barrier, • Proposed catch basin and leach trench system, • Proposed retaining wall adjacent to house and garage, • Proposed block retaining wall along north side of proposed driveway. VHB recommends that the Applicant verify both existing and proposed features on the plan. Comment has been addressed. The revised plan has been modified to clearly show existing and proposed features of this permit application. Section 4.136-Watershed Protection District 3.c.ii3. A portion of the proposed block retaining wall,the proposed pool and overlook decks fall into the Non-Disturbance Zone and are assumed to be considered new permanent structures. According to the Zoning Bylaw,the construction of permanent structures within this zone is allowed only after a variance has been granted by the Zoning Board of Appeals(ZBA). Has a variance been obtained by the ZBA? VHB received a memorandum from the Town of North Andover dated January 23, 2004. Section 3 of this memorandum states that the Town considers the pool/deck to be an accessory structure. VHB assumes that the Town also considers the retaining wall to be an accessory structure. Based on this memorandum,VHB's comment has been addressed. 4.c.iii.5 The site plan does not show Non-Discharge Zone limit. The Applicant should add this zone to the plan. Comment not addressed. However,it appears that all of the proposed construction will fall either within the Non-Disturbance or the Non-Discharge Zones. No further information is required. 4.c.iii It appears the Applicant has taken measures to mitigate storm water runoff from the proposed impervious areas of the site. The measures taken include a proposed roof infiltration system,a leaching trench adjacent to the proposed driveway and grading a portion of the driveway toward an existing detention basin. The Applicant has also provided a letter certifying that there will not be any degradation of the quality or quantity of water in or entering Lake Cochichewick if the pool is installed and maintained properly. What if the pool is not installed and/or maintained properly? The Applicant should consider and discuss additional measures to protect the lake if the pool is not installed or maintained properly. It appears that the Applicant is proposing a 2-foot wide stone drip edge. This appears to be a reasonable additional measure to help protect the lake should water from the pool spill or leak. This water will presumably infiltrate into the ground at the stone drip edge. Comment addressed. Standard Engineering Practice 1. heLacta Trench Detail shoulclslicw the location of the Perforated PVC pipe. Comment not addressed. VHB recommends that the PVC pipe be added to both the longitudinal section and the cross section of this detail. 2 \\\Amatr\te\OG716.89\dots\reports\80SaReWay-WSP-followupi.duc '...... 2. The Applicant should provide calculations to show that the infiltrator system is adequate to handle runoff from roof. The Applicant should provide soil logs and infiltration rate calculations. Also, the Roof Drain Leach Trench Detail does not show an overflow outlet. Calculations were provided for the roof infiltrator system. The Applicant has clarified that the roof infiltration system is an existing condition. The calculations provided indicate that the roof infiltrator system has adequate capacity to handle roof runoff. These calculations assume that there is at least two feet separation between seasonal high groundwater and the bottom of the infiltrator system. No further engineering review Is required at this time. It appears that the majority of VHBIS original comments have been addressed. Reviewed by: Date: Timothy B�Mclntosh,P.E.
