The most important point that must be conveyed regarding this application is that the existing system is in failure and is located in approximately the same location as the proposed system. The extent of the failure is not that the effluent is running over the ground but it is being deposited directly into the groundwater during high groundwater periods of the year. If septic effluent is deposited directly to groundwater then no treatment takes place and there is a potential for the effluent to travel to the surface where the groundwater reaches the surface in wetlands and streams. If this happens the effluent could be conveyed to the drinking water supply. In light of the above described condition it would seem,prudent to connect the home to the closest possible sewer line.This office has worked over the past year to try and develop a plan that would reach this goal. It has become apparent that it is cost prohibitive for the owners to take on a project such as this on their own,and the Town is not planning to run the sewer in the street for approximately five years. This application,in the opinion of this office,is the only alternative that will eliminate a Down pollution hazard on a temporary basis until the sewer is installed in the street by the Town_ This new system will be raised above the groundwater table so that the effluent will be treated in the sand below the leach bed prior to it entering the groundwater. Although this design does not meet the Towns strict requirements of sewage disposal in the watershed it does comply with the guidelines of the outlined.in Title 5 for maximum feasible compliance. 33 WALKER R®. - SUIT 22 - NORTH ANDOVER, MAC 01845 - (509) 696-1766 OCT 03 197 09:06 P.02 PACE 2 This design will also be considered by the Board of Health,the Conservation Commission,and The Board of Appeals. The board of Health has already seen this design on a preliminary basis and agreed with our methodology of design.The final hearing at the Board of Health will be on October 23, 1997.
