Daniel Koravos, P. E. DK Engineering Associates, Inc Woodland Ridge (Route 111) 87 Indian Rock Road P. O. Box 4260 Windham,NH 03087 Premises Affected: 660 Great Pond Road Map 63 Parcel 11,within the R-1 zoning district. BACKGROUND On October 20, 2015, Daniel Koravos, representative of New England Conference of the United Methodist Church, requested a Waiver of the Watershed Protection District Special Permit, in accordance with the North Andover Zoning Bylaw section 4.136.8, for the purpose of construction of three (3) gravel parking spaces, resurfacing a section of existing pavement and stripe for parking along side of the Moses Building, and construction of a walkway running from the proposed resurfacing area to the front entrance of the main building. The proposed work is within the Non-Disturbance and Non-Discharge Buffer Zones of the Watershed Protection District. Additionally, an external lift is proposed to transport patrons to the second floor of the building. FINDINGS OF FACT • A plan was submitted entitled, Rolling Ridge Site Plan, dated October 4, 2015 details the proposed work, distances from the Lake and wetland resource areas, and erosion control. • A plan was submitted entitled Rolling Ridge Lower Entrance parking Area Layout, dated October 4, 2015, depicting the proposed location of the gravel parking spaces and the distances from a wetland resource area. • The proposed gravel parking spaces are per the Conservation Restriction Plan for public use. • The purpose of the proposed lift and walkway is to provide accessibility for persons with mobility impairments. • The only additional impervious area within the 100 foot wetland buffer zone is the proposed walkway which totals 332 square feet. The total area of the walkway is 462 square feet. DECISION After discussion at the October 20, 2015 Planning Board meeting, and upon a motion by L. Rudnicki and seconded by D. Kellogg, the Planning Board Approves the Watershed Special Permit - Wavier with conditions. A vote of 4-0 was made in Favor of the waiver request. CONDITIONS • The applicant will submit a revised plan that incorporates a berm or other means to mitigate runoff from to walkway, as discussed at the Planning Board meeting. The Interim Town Planner will review and approve the revised plan prior to work commencing. • The Interim Town Planner will conduct a minimum of two site inspections during the construction • The Town Planner will have the authority to stop construction if it is determined that proper erosion control is not in place.
