Vanasse Hangen Brustlin,Inc.(VHB)is providing an engineering review of the Watershed
Special Permit Application and associated plans provided to date. This review is conducted in
accordance with the Town of North Andover Zoning Bylaw,Massachusetts Department of
Environmental Protection(DEP)Stormwater Management Policy and standard engineering
practice. VHB has reviewed the following.
➢ Application for Watershed Special Permit,received April 13,2004
➢ Narrative attachment to Application for Watershed Special Permit
➢ Site Improvement Plan,Prepared by Applicant's Engineer,dated April 7,2004
A Fossil Rock Characterization Project Attachment
The following comments note non-conformance with specific sections of the Zoning
Bylaw,questions/comments on the proposed design,and VHB's recommendations
and/or suggestions.
General Comments:
• Overall the application for Watershed Special Permit appears to have been well
prepared.
• There appears to be a large amount of proposed impervious area(driveway
pavement). Would the applicant consider replacing a portion of paved
driveway area with a pervious material such as crushed stone?

Section 4.136—Watershed Protection District
• 3.c.ii.6. This section states that an expansion of an existing structure may not
exceed 25%of the gross floor area of the existing structure. The applicant is
proposing a large three-car gargage which appears to be approximately 351/6 of
the gross floor space of the existing structure. The area of this gargage has not
been included in the calculation for gross floor area increase. VHB requests
that the applicant explain why this area has been excluded.
• 4.c.iii. Written certification by a Registered Professional Engineer,or other
scientist educated in and possessing extensive experience in the science of
hydrology and hydrogeology,stating that there will not be any significant
degradation of the quality or quantity of water in or entering Lake
Cochichewick has not been provided. The applicant should provide this
certification.
• 4.g. Recharge calculations should be formally submitted to show that the
proposed infiltration system will be able to recharge the runoff from the
proposed impervious areas.
Standard Engineering Practice:
• VHB recommends that the applicant perform test pits to accurately determine
the soil type and the infiltration rate of the soil. The infiltration rate used is
assumed and therefore the design of the infiltration system cannot be
accurately verified.
• Will the fossil filter and/or the infiltration system require future maintenance?
Any future maintenance will be the responsibility of the applicant.
It is recommended that the Applicant provide WRITTEN RESPONSES to the issues
and comments in the General Comments,Watershed Protection District and Standard
Engineering Practice sections.

The Applicant's Engineer has addressed the majority of the comments from our initial
review letter;however,a few minor issues remain.The responses listed below follow
the general outline of VHB's April 29,2004 Site Plan review letter. For clarity,VHB's
original comment is shown in normal font followed by our second comment shown in
bold font.
General Comments:

• Overall the application for Watershed Special Permit appears to have been well
prepared. Comment has been addressed.

• There appears to be a large amount of proposed impervious area(driveway
pavement). Would the applicant consider replacing a portion of paved
driveway area with a pervious material such as crushed stone? The
Applicant's response indicates the plan revision incorporated a portion of
the paved area to be replaced with non-asphalt material to allow greater
infiltration. The Proposed Landscape Layout Plan shows that the southern
driveway material has been changed to peastone with a grass island,but the
Site Improvement of Land(sheet 3)still has the area labeled as"proposed
bit.conc.driveway". It assumed the peastone will be the material used for
the construction of the driveway. Therefore,the comment has been
addressed.
Section 4.136—Watershed Protection District

The Applicant has provided satisfactory written responses to the issues and comments

sections generated by the intial review. There are two outstanding issues to be resolved:
• Material to be used for southern driveway
• Certification Letter
No further engineering review is required.

Dear Ms. Parrino:
We have reviewed the comments in your letter to the Planning Board, dated April 28, 2004,
relative to the Application for Watershed Special Permit. Our comments are presented
herein in the order as outlined in your letter as follows:
SECTION 4.136 WATERSHED PROTECTION DISTRICT
SECTION 2—BOUNDARIES AND ZONES:
The 325' Non-Discharge Zone extends from the wetland edge in the rear of the
project to a point well beyond the site to the property located on the opposite side
(west) of Johnson Street. Therefore, the broken line symbol shown on the site plan
was used specifically to indicate "to an extend beyond" the project limit, thereby
representing that all of the proposed site activity will be occurring within the 325'
Non Discharge Zone.
SECTION 4.136—SPECIAL PERMIT REQUIREMENTS
4.136(3)(c)(ii)(6) —The 'Open Porch' and 'Garage' are unlivable spaces and are,
therefore, not included in the Gross Floor Area Calculation.
4.136(4)(c)(iii)—The Certificate regarding 'no impact' is enclosed herewith for
review.

4.136(4)(c)(vi &vii)—A manufacturer's product sheet for the slow release organic
—type) low nitrogen fertilizer is enclosed herewith for review.
4.135(4)(g)—The area of impervious driveway surface has been reduced as a result
in a decrease in the driveway area and a change in driveway material to promote
direct recharge to groundwater. The grass lined swales proposed are ideal as a
B.M.P. for treatment of surface runoff. There should be no need for a catch basin in
the southern driveway due to ability to utilize a grass-lined treatment swale to filter
out any pollutants. The bluestone terraces will allow for infiltration through the gap
in the joints between these stones. Soil tests have been done on the site at the
location of the leaching basins. The soil test data is included herewith.
The driveways are proposed to be utilized for access to the existing garage and the
proposed three car garage (north driveway), and to provide a more aesthetically
pleasing access and drop off at the front of the house (relocation of existing
southerly driveway).
SECTION 7 DIMENSIONAL REQUIREMENTS
Section 7.4—The proposed addition will be approximately 30 feet in height, as
shown on the Architectural Design Plan, a copy of which is enclosed herewith.
GENERAL COMMENTS:
1. A revised Landscaping Plan has been prepared and is submitted herewith.
2. A Landscape Retaining Wall detail has been provided. Refer to Sheet 5 of 5
for this detail.
3. The detail for erosion control has been modified to include haybale sand silt
fencing. Refer to Sheet 5 of 5 for this detail.
4. The spot grade elevations have been revised, regarding transposing errors.
5. It is proposed that yard post lighting be provided in lieu of lighting along the
driveways and on top of the proposed pillars.

6. Certain notes have been provided on the plan so the General Contractor will
achieve the highest level of coordination among the building trades working
on the site.
7. Although there are two (2) sewer services proposed, this design concept has
not been submitted for a sewer connection permit from the North Andover
Department of Public Works. The two (2) services may be combined on the
site such that only a single sewer connection in Johnson Street will be
necessary.
8. A Streamflow Statistics Report has been prepared and is included herewith.
The result is that the stream is well under the established threshold for
perennial stream determination and, therefore, is an intermittent stream.
9. A separate letter has been written in response to review comments prepared
by VHB Inc. A copy of that letter is enclosed herewith.

Dear Members of the Board:
This letter is written to emphasize to the Planning Board and confirm my opinion that there
will be no detrimental impact to the downstream wetland nor to Lake Cochichewick from the
site development proposed on the plans prepared by this firm. The roof run off will be
collected and recharged into a leaching pit to provide recharge to the groundwater. The
majority of the driveway runoff will be discharged into a proposed grass-lined Swale which
will serve to filter out any potential pollutants prior to entering the adjacent wetland. The
remaining driveway runoff, in the vicinity of the proposed three car garage will be collected
and treated in a catch basin, then discharged into a leaching basin. Currently the property is
serviced with no stormwater management on site.
