BOARD OF HEALTH
MINUTES
MARCH 11, 1991
Dr. Rizza called the meeting at 7 :40 p.m. .
MEMBERS PRESENT:
John S. Rizza, DMD, Chairman, Gayton Osgood, Member, and Allison
C. Conboy, Health Administrator. Francis P. MacMillan was not
present.
APPROVAL OF MINUTES - 12/12/91:
On a motion by Mr. Osgood, seconded by Dr. Rizza, the Board voted
unanimously to approve the minutes of 12/12/91 as written.
RE-APPOINTMENT OF ANIMAL INSPECTOR:
As outlined in Sections 15 & 16 of Chapter 129 of the General
Laws the Board of Selectmen are responsible for re-appointment of
this position. All members agreed to send a memo to Mr. Gordon,
Town Manager, stating their favorable recommendation to re-
appoint Animal Inspector, Robert Atwood.
MAIN STREET CATERERS:
Mr. Dallaria, Owner, Main Street Caterers is presently operating
as a catering service without a license. Ms. Conboy stated that
she spoke with Mr. Dallaria and sent him a letter telling him to
obtain a license for catering or they will suspend his food
service license. With no response to Ms. Conboy's request, a
Cease and Desist Order letter was sent on February 21, 1991. At
the present time there has been no response to this letter.
The Board suggested to confront Mr. Dallaria and see what he has
to say and take it from there.
BUDGET:
The Health Department will be faced with the following cuts:
a) a full-time nurse
b) cutting the contract engineer's hours from twelve
(12) hours per week to nine (9) hours per week.
Mr. Osgood stated that every Town Department is suppose to take a
10% cut. Ms. Conboy composed a letter in defense of why they can
not cut those two positions.
VISITING NURSE:
The Board suggested to table this matter until the next meeting.

ELDER SERVICES OUTREACH WORKER:
Mr. Osgood stated that the Elder Services has a senior aide
program that is funded by the Federal Government which allows
them to work for Senior Centers and Towns. The Federal
Government will only fund these workers for one or two years.
Ms. Boremi 's assignment at the Council on Aging will be
terminated as of March 20, 1991 and the Elder Services offered
Ms. Boremi' s services to the Health Department. Ms. Conboy
wanted the Board's opinion before accepting this offer. The
Board agreed to accept this offer and to send an appreciation
letter to Elder Services.
TANNING SALON:
Ms. Conboy stated that the State is now requiring local Boards to
license Tanning Salons as of July 1st and the Board needs to add
specifics to the general State Regulations, 1) the cost of the
permit and 2) the time inside the tanning booths. At the present
time there are approximately 5 or 6 tanning salons in North
Andover stated Ms. Conboy. These salons need to be inspected
every six months. Ms. Conboy stated that she will prepare the
new regulations and bring them before the Board. A Public
Hearing has to be held if any changes are made in regulations.
RESIDENTS HOOKING UP TO TOWN SEWER:
Ms. Conboy stated that an intern is presently making a list of
all residents that are not hooked up to town sewer but are able
to. The idea is to eventually get every one hooked up to town
sewer. Mr. Osgood stated that the process in doing this needs
some thought. Ms. Conboy stated that maybe she can investigate
this with other towns.
COMMUNITY SERVICES - SUSAN NORTHAM:
Ms. Northam recently made a request to the Board of Health to
place signs in the Bradstreet School yard stating no dogs
allowed. The Bradstreet School does not have grass and the
children play in the sand where dogs and cats are discharging
bodily waste. Ms. Northam obtained signs for the school yard.
Ms. Conboy stated that she is not quite sure if the cost of the
signs will be coming out of the Health Department's budget.
MOLD ISSUE - 45 ROYAL CREST DRIVE APT. 4:
Ms. Conboy updated the Board with the mold cases at Royal Crest
Drive and stated the case at 45 Royal Crest Drive, Apt. 4 is
closed.

GLSD:
Ms. Conboy is presently in the process of reading the draft of
Environmental Impact and plans on meeting with the People For The
Environment next month.
SCHEDULE MEETING WITH BOARD OF SELECTMEN:
Ms. Conboy stated that every year the Board is requested to meet
with the Selectmen to give them an update on different issues in
the Health Department. The Board agreed to request to be placed
on the Selectmen's agenda for May.
MASSAGE LICENSE:
A request for a Massage License was received from Mr. Evans, New
Bodies. Ms. Conboy has been unable to locate a copy of the
current regulations for a Massage Therapist. Recently she
received regulations stating an establishment has to be licensed
along with the massage therapist's license. Ms. Conboy stated
that a letter will be sent to Mr. Evans, New Bodies, requesting
his presence at the next Board of Health Meeting to discuss his
application for a license to practice massage therapy in the Town
of North Andover, and to also send a letter to Chief Stanley
requesting a CORI background check on Mr. Evans, Jr. .
SEPTIC PUMPERS AND TRASH HAULERS:
A letter was sent out sometime in March to Septic Pumpers and
Trash Haulers stating to call and set up an appointment for
inspection. Ms. Conboy stated that she has been receiving calls
requesting appointments for inspection. Ms. Conboy suggested to
familiarize Victor with this matter and maybe have Victor take
this on. The Board agreed to have Victor handle the Septic
Pumpers and Trash Hauler's appointments and inspections.
WASTE OIL PICK-UP:
Ms. Conboy has been in touch with Andover and the Waste Oil
Collection is scheduled for April, second Wednesday and the
second Saturday. This will be printed in the local newspaper
with date, time, and location.
