BOARD OF HEALTH
MINUTES
AUGUST 11, 1994
MEMBERS PRESENT:
Gayton Osgood, Chairman, Francis P. MacMillan, M.D. , Member, John
S. Rizza, D.M. D. , Member, and Sandy Starr, Health Administrator.
MISSION STATEMENT - CROSS-TRAINING BOARDS UPDATE:
Dr. MacMillan updated the Board Members on a meeting he attended
on Tuesday night to discuss Mission Statement #7 - Cross Training
Boards, #10 - All Boards, and #25 - Technical Review Committee.
Other Business:
Approval of Minutes - 7/21/94:
On a motion by, Dr. MacMillan, seconded by Dr. Rizza, the Board
voted unanimously to approve the minutes of 7/21/94 as written.
Installer's Letter - Draft Copy:
Mrs. Starr provided the Board with a draft copy of an installer' s
letter for the Board Members to review and to approve the
contents.
After reviewing the letter, the Board Members all agreed to send
the letter out to all installers as written.
Discussion- Sutton Pond - 133 Bradstreet:
Mrs. Starr explained to the Board Members that she received a
complaint today in reference to an owner at Sutton Pond Condos .
Mrs. Starr was hoping to get some information from the Board
Members on the owner and if anyone knew him. Mr. Osgood
suggested to talk to the Fire Chief to see if anyone knows of
him.
12 Harkaway Road - Graf/Jaramello:
Mrs. Starr stated that she inspected 12 Harkaway Road today and
they are in compliance. A letter of compliance went out to Ms .
Graf and a copy to Ms. Jaramello.
24 Stonington Street:
Mrs. Starr told the Board Members that another letter of non-
compliance was sent to Mr. McDonald today. Mrs. Starr stated
that she will contact Attorney Dom Scalise tomorrow.

Mr. Osgood mentioned to Mrs. Starr that the Board should get
started, sometime this fall, on instituting a policy/regulation
to enforce non-smoking in North Andover.
Mrs , Starr mentioned that she was planning on asking Pam Ross-
kung, Director, Tobacco Control Initiative to come to the next
meere; ilg in September.
7 : 45 P.M. - DONNA ROAF - REQUEST FOR MASSAGE ESTABLISHMENT
LICENSE•
Donna Roaf was present and a brief discussion ensued in reference
to Ms. Roaf' s credentials.
On a motion by Dr. Rizza, seconded by Dr. MacMillan, the Board
voted unanimously to grant a Massage Establishment License to
Donna Roaf contingent upon an inspection of the premises.
A brief discussion ensued in reference to the North Andover Rules
and Regulations Governing the Practice of Massage, Section 16 (a)
& (b) . The Board Members asked the secretary to mail a copy of
the regulations for them to review before the next meeting.
DEP - Al Nardone•
Mrs . Starr stated that she received a letter from Al Nardone, DEP
in reference to an application from a transporter of Hazardous
Waste who wants to be based in North Andover. Mrs. Starr stated
that she will be meeting with DEP on Thursday at 210 Holt Road if
the Board Members are interested in attending. The meeting is
mostly informational . The transporter is Merrimack Cartage.
Ben Osgood - Update - Lot 2A Foster:
Mrs . Starr requested an update from the Board as to what the
status was on Lot 2A Foster Street after the site visit. Dr.
Rizza mentioned that he bumped into Ben Osgood and Mr. Osgood
mentioned that a local investor is going to acquire a strip of
land from Land Vest which would allow him to shift the septic
system over further from wetlands. Mr. Osgood will be submitting
new plans.
Cats:
Dr. MacMillan asked what was happening with the cat situation.
Mrs. Starr stated that she was trying to get a last name for
Connie and then she would place a call to her.

Animal Bites:
Dr. MacMillan wanted Mrs. Starr to fill him in on the official
policy/procedure when a person is bitten by an animal in this
community. Dr. MacMillan wanted to know if there is just
observation of the animal in a confined circumstances and for how
many days, six days? Mrs. Starr responded no, ten (10) days.
Dr. Rizza asked Mrs . Starr, "who handles that, you or Dr.
Atwoodl'? Mrs. Starr responded, "Dr. Atwood" .
Mrs. Starr stated that they watch the animal for ten (10) days
and if they do not develop signs of rabies chances are the animal
is not rabid and they could not transmit the virus.
ADJOURNMENT:
On a motion by Dr. MacMillan, seconded by Dr. Rizza, the Board
voted unanimously to adjourn.
