HomeMy WebLinkAbout1997-07-25 Board of Health Minutes t BOARD OF HEALTH MINUTES JULY 25,1997 Mr. Osgood called the meeting to order at 7:00 P.M. MEMBERS PRESENT: Gayton Osgood,Chairman,Francis P. MacMillan,M.D.,Member,Member,Susan Ford,Health Inspector,and Sandra Starr,Health Administrator. SEWER TIE-IN NON-COMPLIANCE-DANIEL F.MEUCCI Mr. Meucci was not present. DISCUSSION OF SEWER TIE-INS Gayton Osgood and Susan Ford will be sitting down together to try to create a rational policy for dealing with sewer tie-ins as related to the elderly on fixed incomes. Ms.Starr reminded the Board that funds from the septic grant loan could be used for inspections of septic systems for those who do not have the funds. Mr.Osgood spoke again about the problems that are caused for the Board of Health because of the$1000 tie-in fee. MASSAGE THERAPY LICENSE-BEVERLY CONTARINO Ms.Contarino expects to working at Catherine Michael's at the Crossroads Plaza. The facility has been inspected. On a motion by Dr.MacMillan,seconded by Gayton Osgood,the Board approved the application for a massage therapy license for Beverly Contarino. SEPTIC HAULER TRUCK ROUTES Mr.Osgood explained the ongoing problems with septage hauler trucks using Main or High Streets when they are heading to GLSD to unload. Residents frequently make complaints about this,and by rights,the trucks should not be using residential streets for travel unless they are specifically picking up septage from a residential location. The trucks should be travelling exclusively down 125 and Sutton Streets. Bill Hickey from AB Septic of Andover was present and spoke on the problems sometimes encountered by being restricted to 125. He stated that there are safety factors with Route 125 and additional time is required to travel on restricted streets. He stated that he only uses High Street,never Main Street. He suggested that a notice be put up at GLSD stating that specific streets,such as Main Street cannot be used by haulers. Mr. Osgood explained to Mr.Hickey that the Police Department cannot regulate offal hauler's truck traffic,but the Board of Health can under State Law. On a motion by Dr.MacMillan,seconded by Gayton Osgood,the Board voted unanimously to adopt a regulation that directs offal hauler traffic to use only Routes 495 and 125 and prohibits use of the roads on the west side of Route 125. SAL'S PIZZA Ms. Ford explained that Sal requested that the Board waive his$150.00 fees since he is building a new facility to replace his current building. After a brief discussion it was decided to take no action at this time until he is closer to opening his new building. ADDITIONAL MEETING Mr. Ben Osgood,Jr.was present to request that the Board meet sooner than the next regularly- scheduled meeting to deal with a variance request. It was pointed out by Mr.Gayton Osgood that because of his relationship to Ben Osgood,Jr. and the absence of Dr. Rizza,no business with Ben Osgood,Jr. could take place at this meeting. It was agreed that a time would be found when all could meet to address this need and that Ms. Starr would set it up. HEARING DISCUSSION Ms.Starr asked the Board if they wanted her to put an article in the newspaper urging people to attend the hearing on TBI and present information on what parties must do in order to speak at the formal hearing. Mr.Osgood stated that Ken Kimmell has already written up definitions about the parties and what legal rights each has. Mr. Osgood pointed out that as soon as we receive word from the State concerning the TBI application,notice must be put in the papers since 21 days notice must be given before the formal hearing. Mr.Osgood suggested contacting the Department of Public Health about possible health affects from the TBI facility. MINUTES OF PREVIOUS MEETINGS Dr.MacMillan made a motion to accept the minutes of May 22,1997 and June 6,1997 as written. Gayton Osgood seconded and the minutes were approved. ADJOURNMENT On a motion by Dr. MacMillan, seconded by Gayton Osgood,the meeting adjourned at 7:35. John S. Rizza,D.M.D.,Clerk
