Petitioner is requesting a Special Permit from 4.121.17 of the Zoning Bylaw to allow for a Single Family Suite in the R-2 Zoning District. Legal notices for the Special Permit were sent to all the certified abutters provided by the Town of North Andover Assessors Office,and were published in the Eagle-Tribune, a newspaper of general circulation in the Town of North Andover, on March 25 and April 1, 2014 The following voting members were present: Albert P. Manzi III,Esq., Ellen McIntyre, Rick Byers, D. Paul Koch Jr., and Allan Cuscia. The following Associate members were present Michael Liporto, and Doug Ludgin. Upon a motion by Koch to Grant the Special Permit from 4.121.17 of the Zoning bylaw to allow for a Single Family Suite in the R-2 Zoning District at 142 Boston Street in the R-2 Zoning District. Byers second the motion to Grant the Special Permit. Voting in favor to Grant the Special Permit for a Single Family Suite: Albert P. Manzi III, Rick Byers, D. Paul Koch Jr., and Doug Ludgin. Voting in the negative Allan Cuscia 4-1 The Board finds that this use, as developed by the building and site plans, will not adversely affect the neighborhood. There will be no nuisance or serious hazard to vehicles or pedestrians since there is provision for the required off-street parking. Adequate and appropriate facilities are provided to the existing residential dwelling and will be provided for the proper continued operation of a Family Suite.
