Wetlands Preservation, Inc. ("WPI") is filing a Notice of Intent("NOI")under the North
Andover Wetland Bylaw for a single family dwelling and associated appurtenances on behalf
of Dimitrios Saragas,with the North Andover Conservation Commission for 107 Campion
Road, in North Andover, Massachusetts.
With regard to the required legal notice,we understand that the Commission will prepare the
notice and submit to the Lawrence Eagle Tribune. WPI has an account with the newspaper,
and they will bill our office directly.
We have included with this NOI filing an original and eight(8) copies of the NOI and
supporting material for the Commission's review. We look forward to discussing this

Introduction
Wetlands Preservation,Inc. (")API")is submitting this project description in support of a Notice of Intent
("NOI")for 107 Campion Road, in North Andover,MA. This lot is the last parcel in the Campion Road
subdivision to be developed and appears to have been the storage/laydown yard for the construction of the
subdivision.WPI had previously submitted a Request for Determination of Applicability("RDA")to the
North Andover Conservation Commission("NACC")to determine whether a fill area on the property
constituted a locally jurisdictional wetland. The NACC determined that the area was in fact an Isolated
Vegetated Wetland("WW")solely jurisdictional under the North Andover Wetlands Protection Bylaw
and its associated Regulations("NAWR"). As a result of this determination,the applicant requests a
waiver to Section 3.2(Isolated Vegetated Wetlands)of the NAWR to fill 3,491 square-feet of IVW
located on the property. In addition to the filling of the IVW,the project proposes to construct a single-
family house with an associated driveway and to construct three rain gardens to mitigate impacts to the
IVW.
Existing Conditions
The lot is depicted on the South Groveland quadrangle of the United States Geological Survey("USGS")
topographic map(Attachment 1). The lot is bound by Campion Road to the east and residential properties
to the north,south and west. It is located within the watershed of Lake Cochichewick. The lot is
currently vegetated primarily with crab apple(Malus coronaria)saplings though black locust(Robinia
psuedoacacia),white ash(Fraxinus americana)and red maple(Acer rubrum)trees are present. Shrub
species include the invasive species multiflora rose(Rosa multiora),Tatarian honeysuckle(Lonicera
tatarica)and autumn olive(Eleangus umbellata).
The site is depicted on the Natural Resources Conservation Service("NRCS") Soil Survey,Essex
County,Massachusetts(Attachment 2). According to the soil survey,the site is underlain by Sutton fine
sandy loams with slopes ranging from 3 to 15 percent. This soil is ranked as a moderately well drained,
upland soil by the NRCS.

The site is depicted on the Natural Heritage Atlas(13`x'Edition), South Groveland Quadrangle published
by the Massachusetts Natural Heritage and Endangered Species Program("NHESP"). Based on a review
of the Atlas,the property does not contain areas mapped as Priority Habitat of Rare Species(Attachment
3).
The site is not mapped by the Federal Emergency Management Agency("FEMA")Flood Insurance Rate
Maps("FIRM")as an area of flooding, Community Panels 25009CO229F and 25009CO228F(Attachment
4).
As previously mentioned,a 3,491 square-foot IVW is located on the property. The 1VW is vegetated with
hydrophytic vegetation including purple loosestrife(Lythrum salicaria), soft rush(Juncus effussus),
sedges(Carex sp.)and goldenrods(Solidago sp.)in the herbaceous layer and silky dogwood(Corpus
amomum),red osier dogwood(Corpus stolonifera)and multiflora rose in the shrub canopy. The
compacted nature of the soil in this wetland and its vegetation cover do not provide functions that would
normally be associated with a functioning wetland, and its functions do not provide the protection of the
down gradient reservoir by not allowing precipitation and surface runoff to infiltrate and reduce
stormwater discharges to Lake Cochichewick. This increases the potential for sediments and potential
toxicants to reach Lake Cochichewick. Additionally,because the compacted silty soil does not allow
infiltration and attenuation of flows, it appears to contribute to flooding issues on Bonny Lane.
Proposed Activities
The applicant is proposing to completely fill the IVW and to construct a single family home, driveway,
and three rain gardens to mitigate for the wetland impacts that are designed to infiltrate runoff from both
new impervious surfaces and from surface and road runoff from the lot. The house will consist of a two-
story structure with an associated sidewalk and driveway. The lot will be graded to direct surface runoff
from the driveway to the rain gardens.
The applicant is proposing to install an infiltration device on the downslope boundary of the wet area to
promote infiltration of the surface water sheeting off the lot and the road. This will not only benefit the
applicant by decreasing the risk of flooding into his home, but it will also benefit home owners on Bonny
Lane that have previously voiced concern over runoff/flooding emanating from the Campion Road
subdivision. Perhaps most importantly,the infiltration device will substantially treat stormwater runoff
by allowing it to infiltrate through the soil thereby increasing the quality of water discharging to Lake

Cochichewick. It will also act to slow runoff discharges therefore retaining more water within the
watershed.
Wetland Mitigation
To mitigate the permanent filling of 3,491 square feet of IVW,the applicant proposes to construct three
rain gardens,totaling 5,730 square feet designed to treat stormwater runoff by allowing it to infiltrate
through the soil thereby increasing the quality of water discharging to Lake Cochichewick.
The largest rain garden, garden"A",with an area of±2,400 square feet is located on the western portion
of the property and has a bottom elevation of 163-feet. Garden A will collect surface runoff from all
areas east of the rain garden including roof runoff. Rain garden`B"is located to the south of the
driveway,just east of the proposed house with a bottom elevation of 181-feet. This+2,000 square foot
rain garden will accept surface runoff from the impervious driveway as shown on the attached site plans.
Lastly, rain garden"C" is located south of the proposed driveway,just west of Campion Road with a
bottom elevation of 191-feet. This garden measures±1,330 square feet in area and will infiltrate runoff
from Campion Road and the beginning of the driveway. The rain gardens will be excavated to a depth of
4-feet.and a filter of coarse gravel over pea gravel or sand will be installed. The garden will then be filled
with a thick layer of mulch and planted with dense native vegetation(refer to Tables 1 and 2 below for
plantings).
Rain Garden Plantings
The Rain Garden has two somewhat distinct hydrologic zones. The planting program prepared addresses
those conditions observed. The zones identified in the field include frequently saturated to inundated
areas and alternately flooded to dry areas. Tables 1 and 2 below provide a list of plant species
recommended for the specific zones and the estimated number of plants. Adjustments to planting may be
required in the field at the time of the planting. The proposed plantings for the rain gardens consist of
species utilized by local/regional wildlife that will benefit from the dense vegetation. Many species
proposed are berry producers which will provide food sources for wildlife and dense cover for nesting and
protection.

Maintenance
The vegetation in the rain garden requires annual and regular maintenance and should be completed on a
regular basis. Mowing can occur 2 to 12 times per year,and mulching, fertilizing, pruning and the
removal of dead vegetation should occur annually.

Conclusion
The applicant proposes to construct a single family dwelling with associated appurtenances on the
property and requests a waiver to the North Andover Wetland Protection Regulations to permanently fill
3,491 square feet of locally jurisdictional IVW. In order to mitigate for the filling and to replace wetland
functions and values,three rain gardens totaling 5,730 square feet will be constructed and planted with
native vegetation. The rain gardens will function to infiltrate stormwater runoff from new impervious
surfaces on the property and will enhance the wildlife value of the lot by providing food sources and areas
for cover and nesting. The anthropogenic nature of the wetland does not currently allow the wetland to
infiltrate water into the underlying substrate, and the proposed rain gardens will act to reduce sediment
load and potential toxicant release into Lake Cochichewick, infiltrate stormwater thus retain added water
within the watershed,and attenuate the flooding issue of down gradient neighbors.
