The site contains an existing building and parking area and is surrounded by scrub shrub woodlands to the north and west,Clark Street to the east and mowed areas maintained by the Lawrence Municipal Airport to the south. Wetlands were delineated in accordance with the procedures established within the Mass.Wetlands Protection Act Regulations(3 10 CMR 10.00)and the North Andover Wetlands Protection Regulations. Vegetated wetlands were delineated by numbered sequences of flags. The presence of 50%or more wetland vegetation and hydric soil indicators were used to identify the wetland boundary. DEP Bordering Vegetated Wetland Delineation Field Forms were completed in order to provide documentation of the wetland boundary and are attached. AL 0)` 1�1,1: Findings Bordering Vegetated YVetland Flags Al-Al 1 as well as B10-B18 delineate the boundary of Bordering Vegetated Wetlands to the north and west of the existing building. These wetlands consists primarily of scrub-shrub vegetation,indicating probable clearing within the last 10 years. The very irregular ground surface indicates probable disturbance during this same time period. Vegetation within the wetland consists primarily of sapling sized red maple(Acer- rubrum)as well as shrubs including speckled alder(Alnus rugosa), glossy buckthorn (Rhanrnus fr-angula),common buckthorn(Rharrtnus cathartica)and highbush blueberry (Vacciniunr corymbosum). Adjacent upland areas typically contain grey birch(Betula populifolia),big-tooth aspen(Populus grandidentata),eastern cottonwood(Poprdus deltoids),staghorn sumac (Rhus typhina),and crabapple(Malus sp.). One small clearing area near the driveway entrance includes wet meadow vegetation, including woolgrass (Schpus cyperinus),purple loosestrife(Lythrum salicaria), goldenrods(Solidago spp.), sensitive fern(Onoclea sensibilis),and cinnamon fern(Osnrunda cinnamomea). The soil profile was somewhat disturbed at the surface due to mixing,nonetheless still exhibited redoximorphic features,including a depleted matrix within approximately 12 inches of the surface. These wetlands are believed to connect to an intermittent stream channel located off-site to the west. To the south of the building is a cleared meadow that is periodically mowed. The meadow occurs within a broad swale which appears to collect surface runoff directly from the paved runway to the south. This swale contains a predominance of wetland vegetation,including various sedges and rushes, as well as purple loosestrife,rough stem goldenrod(Solidago rugosa),and sensitive fern and was delineated by flags C1-C6. The swale connects to an intermittent stream channel off site to the northeast All three wetlands qualify as BVW under both the Mass. Wetlands Protection Act and the North Andover Wetlands Protection Regulations. Other Resources The site does not contain any certified vernal pools and is not within Estimated Habitat of Rare Wetlands Wildlife or Priority Habitat,as determined by reference to the Massachusetts Division of Fisheries and Wildlife Natural Heritage data available through MassGIS. The existing property consists of an existing single story building,paved parking lot,taxiway and driveway with an automatic sliding gate. The proposed activities consists of a building expansion of approximately 9,680 S.F. to be used as an airplane hangar,research& development,office space,new septic system,additional paved parking spaces with bordering landscaped areas,a GPS base station antenna,retaining wall and two (2) Rain Gardens for stormwater management/treatment for the additional impervious surfaces. Stormwater management and erosion and sedimentation control are proposed for the site in accordance with DEP s stormwater regulations as shown on the attached plans and Stormwater Report. Permits that will be required for this project are,but not limited to;approval of the Site Plans (Plans) by the North Andover Planning Board, approval of the Site Plans and an Order of Conditions issued for the proposed jurisdictional activities by the North Andover Conservation Commisison. Any excavation of stumps or boulders shall require that they be stockpiled until such time as they are either disposed of i.e. stumps, or used for landscaping i.e.boulders. The method of stabilization for the above work is contained within the Erosion and Sediment Control Plan attached with this filing and goes into detail with what methods shall be used for vegetative cover for any of the proposed work. As stated above, the construction for the proposed activities previously mentioned and as shown on the accompanying Plans are strictly in the buffer zone and there will be no alteration of any of the wetland resource areas. The proposed limit of work is clearly demarcated on the plan and erosion control measures include the installation of siltfence. #250 Clark Street North Andover, Massachusetts Erosion & Sediment Control Plan (February 7,2013) Summary In order to limit the amount of erosion and sediment that takes place during and after construction, it is important to implement a management plan,which will protect and limit the amount of land area that is devoid of vegetation at any given time. Prior to Construction Prior to start of construction activities,the owner,builder, and site contractor should clearly identify all wetland resource areas that may be affected by the proposed clearing and earth moving activities by reviewing the approved grading plan as part of an initial site visit. During the site visit, the limit of work line should be reviewed to confirm the type of erosion control measure to be used to protect downstream wetland resources and abutting property. Limits of tree clearing should be verified during the initial site visit with emphasis on identifying"save areas" for existing trees and vegetation where practicable. Erosion and Sediment Control Device Siltfence is proposed as the primary erosion control device for this project(see attached construction detail for siltfence installation). It is important for the owner,builder,and/or site contractor to have access to a supply of haybales should the need arise for additional erosion and sediment control measures. Haybales can be used along a slope and/or together with siltfence to protect against concentrated stormwater runoff over exposed surfaces (see attached construction detail for haybale installation). The erosion and sediment control devices should be inspected every 7 days or within 24-hours of a 1-inch(or greater) rainfall event to ensure that they are operating properly. If sediment levels begin to build up on the erosion control devices,it may be necessary to remove the accumulated sediment to ensure that the erosion control devices continue to operate as designed. Sediment should be removed if it builds up more than 12-inches above the ground surface at the erosion control device. Earth-moving Activities After trees and other vegetation are cleared, earth-moving (or grading) activities can begin. The approved grading plan should be used to help guide the site contractor during regrading activities. Often times it is helpful to have a land surveyor establish benchmark elevations and/or lines of grade to aid the site contractor during regrading activities. This is the time during which the site is most vulnerable to erosion. Therefore,it is important for the site contractor to finalize grading activities as soon as practicable following land clearing. Areas than remain exposed longer than 30 working days in an interim condition should be stabilized in a temporary fashion. Once final grades have been established,permanent vegetation can be established. Erosion & Sediment Control Plan 250 Clark Street February 7, 2013 Temporary Seeding During construction it may be necessary to temporarily stabilize areas that will not be brought to final grade for a period longer than 30 working days. Temporary seeding is accomplished using fast-growing grass seed species such as ryegrass. Seeding should be performed in accordance with the guidelines set forth in Attachment A to this narrative,which is an excerpt from a publication entitled, "Massachusetts Erosion and Sediment Control Guidelines for Urban and Suburban Areas, May 2003,prepared by Franklin,Hampden,and Hampshire Conservation Districts." Permanent Seeding&Plantings Once final grades have been established and the weather permits, every effort should be made to establish permanent vegetation on disturbed and exposed areas. In addition to grass seed, tree and shrub plantings should be an integral part of the permanent stabilization plan. Care should be taken by the owner,builder,and/or site contractor to select trees, shrubs,and seed mixes that are best suited to the soil conditions on the site. Soil moisture, depth to seasonal groundwater,and exposure to sunlight should be carefully considered when selecting species. In recent years, the emphasis on using plant species native to Massachusetts has grown. Information on the use of non-native and native species can be found on the web and in many local nursery catalogs. Permanent seeding should be performed in accordance with the guidelines set forth in Attachment B to this narrative,which is an excerpt from a publication entitled, "Massachusetts Erosion and Sediment Control Guidelines for Urban and Suburban Areas,May 2003,prepared by Franklin, Hampden,and Hampshire Conservation Districts." Operation& Maintenance Plan "250 Clark Street" 250 Clark Street, North Andover, MA 01845 February 7, 2013 This Operation&Maintenance Plan has been prepared to comply with the provisions set forth in the Massachusetts Department of Environmental Protection(DEP)Stormwater Management Standards. Structural Best Management Practices (BMPs) require periodic maintenance to insure proper function and efficiency in pollutant removal from stormwater discharges that would otherwise reach wetland resource areas untreated. Maintenance schedules found below are as recommended in Department of Environmental Protection's Massachusetts Stormwater Handbook and as recommended in the manufacturer's specifications. The following BMPs shall be utilized for the project at 250 Clark Street for pollutant removal from stormwater discharge as well providing additional groundwater recharge on site: • Rain Gardens with stone diaphragm Rain Gardens: • Inspect and remove any trash from rain gardens and stone filter strips every month. • The rain gardens should be mowed anywhere from two (2) to twelve (12) times per year as needed. • Plants should be pruned and all dead vegetation removed at least once a year in either the fall or spring seasons. All dead vegetation should be replaced annually every spring. • Mulching and fertilizing should be conducted annually in the spring. • Replace entire media and all vegetation in late spring/early summer as needed. This should only become necessary by failing to carefully follow all steps for pretreatment, operation and maintenance. Plans are required to show existing and proposed conditions, identify all wetland resource areas, NRCS soil types, critical areas, Land Uses with Higher Potential Pollutant Loads (LUHPPL), and any areas on the site where infiltration rate is greater than 2.4 inches per hour. The Plans shall identify the drainage areas for both existing and proposed conditions at a scale that enables verification of supporting calculations. As noted in the Checklist, the Stormwater Management Report shall document compliance with each of the Stormwater Management Standards as provided in the Massachusetts Stormwater Handbook. The soils evaluation and calculations shall be done using the methodologies set forth in Volume 3 of the Massachusetts Stormwater Handbook. To ensure that the Stormwater Report is complete, applicants are required to fill in the Stormwater Report Checklist by checking the box to indicate that the specified information has been included in the Stormwater Report. If any of the information specified in the checklist has not been submitted, the applicant must provide an explanation.
