Wetlands were delineated in accordance with the procedures established within the Mass.Wetlands Protection Act Regulations(3 10 CMR 10.00)and the North Andover Wetlands Protection Regulations.Vegetated wetlands were delineated by numbered sequences of flags. The presence of 50%or more wetland vegetation and hydric soil indicators were used to identify the wetland boundary. DEP Bordering Vegetated Wetland Delineation Field Forms were completed in order to provide documentation of the wetland boundary and are attached. LL(' Findings Bordering Vegetated Wetland Flags Al-Al l as well as B10-B18 delineate the boundary of Bordering Vegetated Wetlands to the north and west of the existing building. These wetlands consists primarily of scrub-shrub vegetation,indicating probable clearing within the last 10 years. The very irregular ground surface indicates probable disturbance during this same time period. Vegetation within the wetland consists primarily of sapling sized red maple(Acer rubrum)as well as shrubs including speckled alder(Alnus rugosa),glossy buckthorn (Rhamnus frangula),common buckthorn(Rharnnus cathartica)and highbush blueberry (Vaccinium corymbosum). Adjacent upland areas typically contain grey birch(Betula populifolia),big-tooth aspen(Populus grandidentata),eastern cottonwood(Populus deltoids),staghorn sumac(Rhos typhina),and crabapple(Malus sp.).One small clearing area near the driveway entrance includes wet meadow vegetation,including woolgrass j (Schpus cyperinus),purple loosestrife(Lythrum salicaria),goldenrods(Solidago spp.), sensitive fern(Onoclea sensibilis),and cinnamon fern(Osmunda cinnamomea). The soil profile was somewhat disturbed at the surface due to mixing,nonetheless still exhibited redoximorphic features,including a depleted matrix within approximately 12 inches of the surface. These wetlands are believed to connect to an intermittent stream channel located off-site to the west. To the south of the building is a cleared meadow that is periodically mowed. The meadow occurs within a broad swale which appears to collect surface runoff directly from the paved runway to the south. This swale contains a predominance of wetland vegetation,including various sedges and rushes,as well as purple loosestrife,rough stem goldenrod(Solidago rugosa),and sensitive fern and was delineated by flags C1-C6. The swale connects to an intermittent stream channel off site to the northeast All three wetlands qualify as BVW under both the Mass.Wetlands Protection Act and the North Andover Wetlands Protection Regulations. The existing property consists of an existing single story building,paved parking lot,taxiway and driveway with an automatic sliding gate. The proposed activities consists of a building expansion of approximately 9,680 S.F. to be used as hangar and office space,new septic system,additional paved parking spaces with bordering landscaped areas,a GPS base station antenna,retaining wall and two (2) Rain Gardens for stormwater management/treatment for the additional impervious surfaces. Stormwater management and erosion and sedimentation control are proposed for the site in accordance with DEP's stormwater regulations as shown on the attached plans. Permits that will be required for this project are,but not limited to;.approval of the Site Plans (Plans) by the North Andover Planning Board,approval of the Site Plans and an Order of Conditions issued for the proposed jurisdictional activities by the North Andover Conservation Commisison Any excavation of stumps or boulders shall require that they be stockpiled until such time as they are either disposed of i.e.stumps,or used for landscaping i.e.boulders. The method of stabilization for the above work is contained within the Erosion and Sediment Control Plan attached with this filing and goes into detail with what methods shall be used for vegetative cover for any of the proposed work. As stated above,the construction for the proposed activities previously mentioned and as shown on the accompanying Plans are strictly in the buffer zone and there will be no alteration of any of the wetland resource areas. The proposed limit of work is clearly demarcated on the plan and erosion control measures include the installation of siltfence.
