HISTORY AND BACKGROUND
On November 24,2014,representatives of the Edgewood Retirement Center filed a request for a
waiver of Site Plan Review requirements with respect to three minor additions that cumulatively
amount to just over the threshold triggering Site Plan Review; the additions totaled
approximately 2,400 square feet,and the Site Plan Review threshold is 2,000 square feet.
The applicant has submitted the following information:
• There will be no change in the use of the space as a result of the additions;
• No internal residential spaces will be affected or impacted by the additions;
• No new additional employees,parking, bathroom facilities,or other occupancy-based
facilities will be needed as a result of the additions;
• The front-facing facade will keep with the character and style of the existing facade.
FINDINGS OF FACT
The proposed use has been determined to be minor and can be completed without further review
by the Planning Board, according to the following:
i.) The proposed change falls into the category as defined in Section 8.3.2.c,which states
that the change will not substantially alter any existing operating, functional,or
physical characteristics of the site.

BACKGROUND
On October 5, 1989,the Planning Board approved a Site Plan Review Special Permit for the construction
of a building 125,812 sq. ft., three story 250 dwelling units, 45 bed long term pursing facility of a
Continuing Care Retirement Center.
On Jane 25, 2014, the applicant requested a modification to the original site plan so as to allow the
conversion of six(6)single bedroom units to three(3)two bedroom units.
These modifications are reflected on the attached plan tided"Conversion Option E".
FINDINGS OF FACT
The proposed changes are deemed to be insubstantial changes that do not alter either the intent or
the conditions of the original Special Permit. The changes do not require a vote of the Planning
Board.
CONDITIONS
This Decision shall be recorded with the Registry of Deeds and evidence of recording is to be
provided to the Planning Department.

Upon a motion by Richard M. Vailiancourt and 2° by Richard J.Byers,the Board voted to GRANT the

modified to include improvements to an existing trail to the lake (see plans
referenced herein) including installation of erosion controls,trail entrance
construction,installation of two culverts,removal of debris,and improvement of trail
surface using a/s"dense grade."
All disturbed areas shall be loamed and seeded. If disturbed areas are not vegetated
prior to October 15,2010,the applicant shall stabilize the areas with erosion control
matting or other material as approved by the NACC.
S• Upon the completion of the proposed work,the applicant shall contact the
Conservation Department for a post construction inspection.
